The St. Clair County Commission met Monday, Feb. 5, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commissioners discussed dental insurance changes.

The Commissioners discussed culvert installations in different locations.

Joy Millard, Wayne Pruitt and David Black, representing the University of Missouri Extension, met with the Commissioners. The Representative explained their future staffing plan for St. Clair County. The position with be an Ag Business Specialist and well cover St. Clair, Vernon and Bates Counties.

Commission met Wednesday, Feb. 14, with all present.

The Commissioner and Road and Bridge Supervisor Cole Cochran discussed a bridge in the northern part of the county, equipment locations, rock and rock quarries.

Karen Hubbard, circuit clerk, met with the Commissioners and told them she had located replacement benches for the Courtroom.

The Commissioners agreed to sell existing benches at $40 each and to place notice on the County website.

The Circuit Clerk stated that she had obtained three bids for transporting the benches form the location in Springfield. The Commissioners agreed to go with the firm bidder.

Scott Krieger and Craig Hoover, representing Mapping Solutions, were in to visit with the Commissioners regarding county-wide electronic addressing for 911 calls.

Commission met Monday, March 12, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed tires and repairs for equipment, motor grader locations, fravel, roads and road conditions.

Commissioner Strope made a motion to approve and sign Order of Tax Sale Overplus 2017 Certificate #88 and Certificate #89 redeemed by Mary Helen Wassenaar to fulfill the redemption process for Robert A. and Judy Rice. Motion carried.

Commission met March 15, with all present.

The Commission discussed Wireless Instant Notification System in the Courthouse. They spoke with Sheriff Scott Keeler regarding this matter.

Consensus was to change Road and Bridge hours and work week effective April 2, 2018 to four (4) days per week, Monday through Thursday, ten (10) hours per day, 7 a.m. to 5:30 p.m.

General discussion was held on updating hallway floors on the first floor of the Courthouse and adding a light fixture for the hallway.

Commission met Monday, March 19, with all present.

The Commissioners telephoned Gale Kalberloh, Chloe Special Road District, to report they had been informed that bids were to be opened April 6 at 10 am. on the Chloe Special Road District Bridge #0960008.

Rock Bids: Commissioner Strope made a motion to accept the bids from Ash Grove Aggregates, Inc. from April 1, 2018 to March 31, 2019 for Rock (aggregate materials). Motion carried.

HP Storm Plastic Pipe bids: Commissioner Williams made a motion to accept bids from West Pipe Company for HP Storm Plastic Pipe. Motion carried.

Corrugated aluminized pipe bids: Commissioner Williams made a motion to accept the bids from Metal Culverts, Inc. for corrugated aluminized pipe. Motion carried.

Grader blade bids: Commissioner Strope made a motion to accept bids from Viebrock Sales and service, LLC for grader blades. Motion carried.

The CART Contract from Vista Special Road District was received and signed by the Commissioners.

Commissioner Strope made a motion to approve Land Commissioner’s Sale to Taylor Reece for Lot 1, Block 27, Plat 6 of Twin Oaks Harbor for a selling price of $356.27. Motion carried.

The Commissioners spoke with Road and Bridge Supervisor Cole Cochran and discussed culverts, delineators and bridge repairs.

At 9:31 a.m. Commissioner Strope made a motion to close Executive Session and reconvene in open session.

At 10:30 a.m. Commissioner Strope made a motion to go into executive session to discuss personnel matters authorized by RSMo 610.021, Sub-section 3.

At 10:42 a.m. Commissioner Strope made a motion to close executive session and reconvene in open session. Motion passed.

Presiding Commissioner Salmon reported on the Work Ready Communications meeting he attended in Lowry City last week.

The Commissioners and County Clerk Debbie Peden continued working on updating the personnel policy handbook.

The St. Clair County Commission met Friday, March 30, with all present.

Charles Thomas, representing Viebrock Sales and Service, telephoned to inform the Commissioners that 50 grader blades could be ordered instead of 100 if desired.

All State Insurance Representative telephoned regarding life insurance and supplemental health insurance coverage. The Commissioners replied this coverage was already in place and was offered on an employee request basis.

The Commissioners inquired with the company that does drug testing for the County, on a recent invoice for trip charge. They were informed this charge was adjusted in Year 2018, as only a percentage of drivers are being tested at this time.

Commissioner Williams seconded the motion. Motion carried.

The Commissioners discussed a new fence being built and the possiblitiy of putting a notice in the newspaper to remind property owners to check with the County to get the proper right-of-way width before building fences.

The Commissioners and County Clerk Debbie Peden continued working on updating the personnel policy handbook.

The Commissioners spoke with Great River Associations representative, Lindsey Chaffin, regarding materials needed for Brackenridge Bridge.
