St. Clair County Commission

The St. Clair County Commission met Monday, June 4, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed motor graders and brush cutters locations, culvert installation, roads, bridges and road signs.

Mike Crocker, representing St. Clair County Sheriff’s office and jail, was in and discussed their time card system and County Clerk’s office payroll software.

The St. Clair County Commission met Wednesday, June 6, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commission spoke with a local citizen in regards to a culvert inquiry for a driveway.

A local citizen was in regarding a culvert, washed out due to recent rains, on NW 1301 Rd.

Commissioner Strope made a motion to approve the two-year Conflict of Interest/Code of Ethics Resolution. Motion carried.

The Commission telephoned MoDot regarding a permitting process to install Agri-Ready County signs. The matter is being checked for the Commission.

The Courthouse internet service was discussed.

The Commission telephoned Lindsey Chaffin, Great River Engineering, regarding bridge repairs.

The Commission discussed Road and Bridge Department’s mowing schedule as mowing began June 4.

Teresa Heckenlively, St. Clair County Economic Developer, met with the Commission and presented her report on various projects she is currently working on. She is currently meeting with a company looking to expand to St. Clair County.

The St. Clair County met Monday, June 11, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Debbie Peden, county clerk and Marian McCalsin, administrative assistant present.

The Commission signed a pay request to Great River Engineering for Chloe Special Road District Bridge #0960008.

Jail Administrator Sammy Bowden telephoned the Commission regarding the well, which services the ground source heating unit, located at the jail.

Sales tax revenues received for May 2018, were $38,982.58.

Upon correspondence received form the St. Clair County Library dated May 29, 1-2018, Presiding Commissioner Salmon made a motion to re-appoint Sandra Russell for a term of four years, to serve on the St. Clair County Library Board of Directors with the term effective July 2018. Motion carried.

Rhonda Shelby, treasurer, was in to discuss some technical changes to the County Website with the Commission.

The St. Clair County Commission met Wednesday, June 13, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

Lindsey Chaffin, Great River Engineering, telephoned regarding bridge truss repair located on NW 750 Rd.

The Commission discussed road grading in the County. They discussed motor graders and brush cutters locations.

A local citizen telephoned regarding the number of feral cats in the County. The Commission stated if they heard of an organization regarding assistance in this matter they would advise the citizen.

The Commissioners scheduled interviews for the Road and Bridge position. Interviews will be held on Monday, June 18.

Commission met Wednesday, June 20, with all present.

The Commission discussed different options for the hallway floors on the first floor of the Courthouse. No definite decision has been made at this time.

Don Wolf was in to request use of the Courthouse lawn for an immigration separation rally to be held later in the week. The Commission approved this request.

Treasurer Rhonda Shelby discussed with the Commission information that she had received regarding a class action suit that has been filed for under-payment of PILT (payment in lieu of taxes) for years 2015, 2016 and 2017.

Mike Crocker, representing St. Clair County Sheriff’s office, was in with further information and pricing on integrating their time card system with the payroll software in the County Clerk’s office.

Teresa Heckenlively, St. Clair County Economic Developer, met with the Commission and presented her report on various projects for the County. She is currently working on the Quilt Blocks Project, Music on Main Street in Lowery City and a walking rail in Osceola.

The Commission met with Elected Officials regarding an update on the Courthouse internet service. It was agreed to check different options and pricing for computer technical support for the Courthouse offices.

The Commission and Road and Bridge Supervisor Cole Cochran discussed roads, culverts and County mowing.

The Commission discussed with Assessor George Lysinger, County Clerk Debbie Peden and former Assessor Gladys Smith previous census information.

Commission met Monday, June 25, with all present.

PC Net telephoned to state they would send a quote for a more robust level of coverage for the Courthouse technology system.

Treasurer Rhonda Shelby discussed some technical changes to the County website with the Commission.

The Commission spoke by telephone with Matt Geiger, MoDot, on repairs to Bridge #1460017 located on County Rd. NW 750.

The Commission signed paper work to join a class action lawsuit to recover underpayment of PILT (payment in lieu of taxes) for years 2015, 1016 and 2017 on land in St. Clair County owned by the federal government.
