Ambulance Board meeting rescheduled
The December meeting of the Cedar County Ambulance District Board has been rescheduled for 6:30 p.m. Thursday, Dec. 19, in the Stockton Ambulance Barn.
Chairman Dennis Winston, after going outside the building to consult on his cell phone with the Ambulance District attorney, Frank Foster, announced that there was not a quorum for the scheduled Monday, Dec. 16, meeting.
Only three board members attended – Dennis Winston, John Wilson and Robert Matney. Not present were Sue Rice, Don Fugate and Wes Spinks who Winston said had resigned because of a work conflict.
Winton said that technically the meeting might have gone forward with just three members present since it is now a five-member board but the attorney advised against it. The board has not yet accepted Spinks’ resignation.
However, the copy of the CCAD bylaws, revised Oct. 21, 2013, handed out at the aborted meeting says on Page 6, Paragraph 3, “Wherefore, if such and emergency as heretofore descried and defined has arisen and can be documented in the minutes of the Board, a quorum of the Board shall be temporarily redefined as three members of the Board physically present and then use of the telephone may be employed in order to complete critical votes on essential matters.”
