The Cedar County Commission met October 18, 2021. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner (absent); Heather York, County Clerk.

Chad Pyle, Assessor not present; reports received from office staff.

Requests to process court order #26942-26954, to add-on the assessed valuation of newly purchased personal property. Approved quarterly reimbursement report.

First Responder stopped in to inquire about closing a section of CR1900 in Jerico Springs Special. This does not appear to be a county road any longer but requires additional research. Gravel washes from the gravel road onto state highway 97 accumulating to several inches of gravel with just a 1⁄2 inch of rain. Boultinghouse contacted MODOT to ask when they will check out this segment of highway; they will try to evaluate the stats and view the site within the next couple of weeks.

Resident stopped in request building up CR570 in an area that he thinks clay and gravel be built up to cut the ditch further north than where it used to be.

Met with concerned citizens for potential road closure on a portion of CR2025. The county commission has not received a request for road closure for the section of road that is being discussed, so until that happens there is nothing to debate.

Met with Sheriff Jim McCrary

Inmate Housing = 65

Requested using ARPA funding for purchase of new dispatch consoles, submitted a budget for replacement to commission. County isn’t ready to draw down the ARPA funding because guidelines still have not been firmed up from the federal level.

Met with DJ Ford, Road and Bridge Supervisor

Delivering the John Deere tractor for repairs tomorrow, it has a high heat fuel issue. Check maintenance on CR2451, and discussed project on CR570.

Met with Aspen Williams, Great River Engineering

Williams delivered a BEP project that was prepared in 2008 for Turkey Creek, this will not be redone as the recommendations still stand from the last BEP.

Delivered updated MODOT bridge list, we will be losing funding for 13 bridges from the current 28 bridges, but adding 1 bridge, updating to a total of 14 eligible bridges. MODOT is going to a rating system of deck, superstructure, and substructure combined. Will receive better funding for the square foot of bridge that we are maintaining.

Commission reviewed monthly report from Cedar County Health Department.

Bills and payroll were approved.

Met with Billy Smalley to discuss the process to add a road to Koncord Special. A petition must be prepared and signed just as in a road closure. Smalley will follow-up with Koncord to confirm distance of road to be adopted before getting back with the Assessor to prepare the petition so Koncord Special can get signatures.

David Bozarth stopped in to discuss his concerns with CCMH.

Met with Mikayla Neil, University of Missouri Extension

Currently the Youth position is paid 50% by county, and 50% by UME at 20 hours a week without benefits. This position has had a lot of turnover in recent years. This position works directly with the 4H program and would hopefully, in future, be working more directly with recruiting students from the school. UME is asking for this position to increase from 20 hours to 28 hours without benefits, or 30 hours with benefits. The commission will review the budget request submitted and get back to Mikayla as soon as possible.

Road Closure Hearing CR951, Art Davis

County Road 951 South of Y HWY in the Northwest 1⁄4 and Southwest 1⁄4 of Section 21, Township 33 North, Range 27 West of 5th Principal Meridian, Cedar County, Missouri, being 20 feet pm both sides of the following described centerline:

Commencing at the Northwest Corner of said Northwest 1⁄4; thence East 565.71 feet (34 2/7 rods) to the POINT OF BEGINNING; thence South 2310 feet (140 rods) to the North line of the South 1⁄4 of the Southwest 1⁄4 of said Northwest 1⁄4; thence East to the Northeast corner of said South 1⁄4, Southwest 1⁄4, Northwest 1⁄4; thence South to the Northeast Corner of the Southeast 1⁄4, Northwest 1⁄4, Southwest 1⁄4 to the Point of Terminus.

Seeing no opposition, Boultinghouse made a motion to close the portion of CR951 as specified above, second by Anderson. Anderson – Yes; Boultinghouse – Yes; Collins – Yes

Commission viewed approved CCMH minutes from September 15, 2021. Commissioner Boultinghouse attended the October meeting last week.

Met with DJ Ford, Road and Bridge Supervisor

Maintenance is needed on CR2451 to prevent water from coming across road and running into residents barn. Repair was completed on CR601. Received a report of a 3’ rut running along bridge needing repair on CR900, and pipe is being installed at CR151 and CR550. Old brush cutter broke to the point of disrepair; the new cutter is at John Deere for repair.

Road and Bridge received a “Thank You” for blading and grading CR1301.

Met with Kelly Sartorius, Freedom’s Frontier National Heritage Area

Freedom’s Frontier National Heritage Area has no affiliation with the initiative called 30×30. FFNHA is basically an economic development entity that requires application to participate in. An individual wanting to participate in the program would not be eligible unless the county held membership. Any individual or county wishing to opt out of the project need only write a letter indicating such and participation would be dissolved. The program was created as an alternative to national parks by Ronald Reagan, the last six national heritage areas were signed in by Donald Trump, FFNHA was signed in by George W. Bush. FFNHA heritage area is used as a model at the capital. Where national heritage areas differ from national parks is that they are not owned by the state or federal government, they are owned by their landowners and are only granted access by those landowners. FFNHA is not allowed to own land, prohibited from interfering with private property rights, water rights, or mineral rights, shall not modify federal, state, or local law regarding land use, and shall not interfere with hunting or fishing rights. The purpose of all of this is to promote tourism of war history without the government taking or owning your private land. It takes a congressional act for the county to become a member of the organization. All private property owners must affirmatively agree to work with FFNHA in writing, and may always opt out at any time.

After reviewing the 2022 budget request received from Cedar County MU Extension, Anderson motioned to increase the University of Missouri Extension budget from the $47,580 to $59,437.91, second by Boultinghouse. Anderson – Yes; Boultinghouse – Yes; Collins – Yes

Sheriff Jim McCrary called in by phone, he was asked to provide the treasurer with an invoice for the Tahoe he has ordered, in addition to the quote he already provided. He will do this tomorrow.

Commission viewed an email received from MODOT approving Cedar County’s Soft Match Credit in the amount of $106,158.47. The total cost of bridge project #07600151 was $132,698.09, and 80% of the total is $106,158.47. The county’s soft match balance has been applied.

Commission signed progress invoice #19 to MODOT for BRO-B020(18) on CR1620 bridge over Bear Creek in the amount of $1,951.48 reimbursing Great River Engineering for services.
