The Cedar County Commission met December 5, 2022. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner; Heather York, County Clerk.

Met with Assessor Staff

Requests to process court order #28132-28165 to add-on the assessed valuation of newly purchased personal property.

Met with Sheriff James McCrary

Inmate housing is around 50 at the moment.  Staffing issues continue.  Sheriff is preparing to retain two Explorers and plans to sell the remainder on Purple Wave with comparable mileage for $6,000 to $15,000.  The Commission request one unit to be retained for the County Environmentalist.  One wrecked unit has been totaled for Actual Cash Value:  $16,488.58 – Less deductible: 1,000.00 = $15,488.58.  Sheriff notes that Dade County is applying for a grant to purchase two vehicles, it might be possible for us to offer two of our used units to them for a cost to be decided on by commission; he will talk to Dade County about this and commission will discuss the price.  Sheriff is planning to apply for a grant of up to $100,000 that has a 50% match for equipment and jail improvements, which can be used with ARPA or in kind; the commission are in agreement to apply for this funding.

Resident called in to report CR1801/1300 has a large pond in the road.

Met with Mikayla Neil, Missouri University Extension

Met with Ann Kelley, 127th State Representative

Requested Boultinghouses’s input on how the new bridge program is working.

Collins brought up an email he sent to Representative Kelley concerning very specific reasons that our community needs to retain our CAFO ordinance.  Collins noted that DNR regulations pertaining to CAFO’s relies on legislative controls and requests that Rep. Kelley consider this.

Boultinghouse reports that MODOT is planning to do work on the turning lane at A HWY, and replace small bridge at Ewing Concrete.

Met with Kay Forest, Cedar County Library

Provided an update concerning the new library being built in El Dorado Springs.  She invited the county commission to come walk through it.  A grand opening has not been set as the old building still needs to be torn down and a new parking area placed.  There will be 6 computer stations with room for growth in future, individuals can also bring their own computers and use the Wi-Fi.

Commission approved 2023 calendar for holiday and payroll schedule.   

Discussed an application from Cedar County Meat Market for EEZ.

Met with DJ Ford, Road & Bridge Supervisor

Discussed road maintenance.

Bridge Inspections with MODOT have been postponed until 12/06/2022 due to anticipated weather on 12/5/22.

Motion by Anderson to approve the road closure requested by Dustin Eason according to the legal presented in the final hearing on October 17, 2022 for a portion of CR1000, second by Boultinghouse.  Anderson – Yes; Boultinghouse – Yes; Collins – Yes
