Radiophone presented a quote dated 9/25/23 for a new Motorola AVTEC Radio Dispatch Console. The current radio console and recording system is a 90’s model that has been roughly upgraded to a 2005-year model with 11 channels, parts are no longer available for this system and the system is not upgradable beyond its current status. The new system would have 12 channels, would integrate with the MOSWIN system, and would be upgradable beyond this version. This proposal comes with a 1-year warranty. Service response for 911 centers are always first priority to other entities. Radiophone is the only level 3 certified provider for equipment and training in the area. Radiophone contracts with TIPS to satisfy bidding requirements with the current contract valid through 2025. Officer Jeffries also contacted NROUTE for a quote, but they declined to bid as they do not qualify under the level 3 certification which would have required additional equipment and costs to accommodate this limitation. The Radiophone quote explains the phases to expect. Phase 1 after quote approval: Project kickoff in first 30 days from agreement, by that time equipment is on order with installation in 6 to 12 months to time of completion. Phase 2: System Acceptance generates the final invoice and begins the 1-year warranty. Payments also are in two stages, the first after kickoff meeting for 75%, with the final 25% after the system acceptance approval. Potential future updates may include some software and hardware that would be at a separate expense.

Met with Chrislynn Price, Deputy County Clerk to discuss ongoing phone system issues, phones not working, dropped calls, no caller on the line multiple times through the day, and requests from offices for fax to email options.  Anterior is out of Bolivar so service calls are not always responded to same day, requests for phone replacements haven’t been replaced as requested when no other repair has corrected the issue, debates often ensue over whether the problem lies with Anterior for phones or Click Computers for internet. Price presented a quote from Click Computers, our current internet provider, to transition to a new VOIP phone system. Monthly costs would be less including fax to email services but would require purchasing the phones instead of leasing them. Mikayla Neil, University Missouri Extension also requested that the University Extension Office be included in the phone system as they have been on their own network for years. They would save approximately $45 per month with the Click Computers quote vs their current service with Windstream. If the commission approves the switch the monthly payment to the extension office would be reduced by the amount of the monthly phone bill and the one-time equipment purchase, or the clerk’s office would need to invoice the extension office for the expense.  This will be determined later, whichever the University of Missouri will allow.

Met with DJ Ford, Road and Bridge Supervisor

Resident called to thank road and bridge for rock on CR601. Resident reported concerns about culvert washout on CR450, this culvert was recently replaced but the 5” rain we received washed over the road. Received a thank you for removing a tree off of CR2501 on Sunday following the storm. Received a call from the sheriff’s office to place a barrel on CR1800 where a pond dam had been broken and poured over the road. Owens Mill Road is wash boarding but will wait for a little more rain before grading it again.  Someone had pulled up all the speed limit signs that had been placed temporarily; they have been replaced. Ford will deliver the Peter Built to Endrizzi Diesel for repairs. York will send an ad to the paper for the brush cutter position. Received complaint from resident on CR850 for washout, and CR752 is wash-boarding with debris build-up in the road. Ford will check it out.

Motion by Boultinghouse to terminate phone services with Anterior Communications, switch to Click Computers to purchase phones, add fax to email for all offices, and include the University of Missouri lines that will be charged back to the University either by reducing the monthly rate we currently contribute to them, or by charging them monthly, second by Anderson.  Anderson – Yes; Boultinghouse – Yes; Thornton – Yes
