St. Clair County Commission

The St. Clair County Commission met Wednesday, Aug. 1, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk and Marian McCaslin administrative assistant present.

The Commission and Road and Bridge Supervisor Cole Cochran met an discussed motor graders and brush cutters locations and equipment repairs.

Presiding Commissioner Salmon, Commissioners Strope and Williams, County Clerk Debbie Peden, Treasurer Rhonda Shelby, Collector Pam Guffey, Recorder Pat Terry and assessor George Lysinger discussed the Courthouse computer technician service with Digital Computer Works. Consensus was to offer the contract to Digital Computer Works when the contract expires with PC Net. The recorder’s office will not subscribe with Digital Computer Works except for email service.

Teresa Heckenlively, St. Clair County Economic Developer, discussed the progress of the Sac Osage Quilt Block Journey. Discussed were the biking/hiking trails and the mobile job center which is to be held in Appleton City, Osceola and Lowry City.

An interview was conducted for a part-time position with the Road and Bridge Department.

Commission met Monday, Aug. 6, with all present.

The Commission and Road and bridge Supervisor Cole Cochran discussed equipment repairs, tires for equipment and locations for motor graders and brush cutters.

Jeanne Beas was in to present the Commission with an Order for the National Incident management System (NIMS) as the Standard for Incident management by the County of St. Clair.

Commission met Wednesday, Aug. 8, with all present.

Sales Tax Revenues for July 2018, were $34,711.17.

Propane Gas and Fuel Supply bids were opened at 10 a.m.

A bid was received from Higgins Propane, Inc. for $1.06 per gallon and furnishing tanks at the Jail and Road and Bride Department and perform annual pressure tests. Commissioner Strope made a motion to accept the propane bid from Higgins Propane, Inc. for the 2018-2019 heating season. Motion carried.

Bids were received form MFA Oil at eight cents daily rack price plus any appropriate taxes, freight and fees and Gardner Oil and Gas, LLC at 10 cents per gallon over cost. Commissioner Strope made a motion to accept the Fuel Supply bid of unleaded and diesel from Gardner Oil and Gas, LLC for 2018-2019. Motion carried.

The Commission signed an agreement with Tyler Technologies to integrate the time card system at the Jail with the payroll software at the County Clerk’s Office. This is to streamline the payroll process at the Jail.

The Commissioner met with Road and Bridge Supervisor Cole Cochran. Items discussed were motor graders and brush cutters locations, repairs for brush cutters, road gravel and road maintenance.

Commissioner Strope made a motion to adopt an ordinance for the National Incident Management System (NIMS) as the Standard for Incident management by the County of St. Clair Motion carried.

Commission met Wednesday, Aug. 15, with all present.

Commissioner Strope reported that concrete has been poured for the west abutment on Bridge #0960008 on NE 1270 Rd.

Teresa Heckenlively, St. Clair County Economic Developer, Sheridan Garman-Neeman and a student in training, were in to discuss Economic Development in St. Clair County. Discussed was the mobile job centers which is now titled Job Center ConnectionHeckenlively stated that the Sac Osage Quilt Block Journey is growing and have had inquiries about individuals purchasing their own and being included in the Journey. Further discussed was that work is continuing on establishing biking/hiking trails in St. Clair Count.

Commission met Monday, Aug. 20, with all present.

Road and Bridge Supervisor Cole Cochran met with the Commission. They discussed motor graders and brush cutters locations, equipment, bridges, roads and mowing.

AT 10:50 a.m. Commissioner Strope made a motion to adjourn in order to check the bridges on NE 1270 Rd. and NW 630 Rd. Motion carried.
