The St. Clair County Commission met on Monday, Jan. 23, with the following present.

Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk; Marian McCaslin, administrative assistant present.

The Commissioner and Road and Bridge Supervisor Cole Cochran discussed equipment, equipment repair and tires.

Gary Strack, representing Shafer, Kline and Warren, telephoned regarding upcoming County Commissioner’s Association Meeting and discussed B.R.O. bridge projects and pipe installation.

Treasurer Rhonda Shelby reported there was $419.14 in the Domestic Violence Fund. Commissioner Strope made a motion to split the funds and disburse the funds evenly between W.I.N.G.S. Refuge and House of Hope. Motion. Carried.

Year 2017 Budget Hearing with the Commissioners and County clerk/Budget Office Debbie Peden was held at 10 a.m.. Attending the meeting were Larry Neuenschwander, Chloe Special Road District, Treasurer Rhonda Shelby, Recorder Pat Terry, Sheriff Scott Keeler, newspaper reporter Brandy Bourland and Murray Gilbert.

Funds for bridges, roads and gravel, federal prisoner count and Road and Bridge Budget.

Presiding Commissioner Salmon stated that we have a great bunch of elected officials, and want to thank them for their hard work.

At 10:50 a.m. Budget hearing was concluded.

Nancy  Stephen representing St. Clair County Health Department, Aaron Winslow and Russell Lilly representing State of Missouri environmental Public Health and Senior services, were in to discuss with the Commissioners ordinances concerning food and waste water. They informed the Commissioners they are contracting with Polk County to do all environmental inspections.

Sheriff Scott Keeler was in to discuss budgets, concerning his department, with the Commissioners.

Commissioner Strope made a motion to approve Land Commissioner’s Sale to Brandon J. Cox and Jay Lee Thomas All of Lot 44, Block 78, Plat 20 of Twin Oaks Harbor for a selling price of $364.13. Motion carried.

Commissioner Strope made a motion to approve Year 2017 County Budgets as presented by County Clerk/Budget Officer Debbie Peden. Motion carried.

Commission met Wednesday, Jan. 25, with all present.

Commissioner Williams made a motion to enter into an Agreement for March 1, 2017, through Aug. 31, 2017, with the Village of Roscoe for collection for delinquent real estate taxes by the County Collector. Motion carried.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed pipes and installations, mowing, gravel and roads.

The Commissioners and prosecuting Attorney Josh Jones spoke comp time issues for the prosecuting attorney’s office.

Commission met Jan. 30, with all present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed equipment and fuel tanks for pickups.

A local contractor was in and discussed St. Clair County Health Department Ordinances. This matter was referred to the St. Clair County Health Department.

The Commission signed paper work to approve an Agreement with the City of Appleton City for collection for delinquent real estate taxes by the County Collector.

Mike Himes, representing St. Louis-Kansas City Carpenters Regional Council, was in to visit with the Commission regarding future building developments.

The Commission and Road and Bridge Supervisor Cole Cochran discussed pipes, pipe installation and Department’s Work Agreements for year 2017.

Due to cancellation of Land Commissioner’s Sale dated Jan. 23, 2017, to Brandon J. Cox and Jay Lee Thomas for Lot 44, Block 78, Plat 20 of Twins Oaks Harbor, Commissioner Williams made a motion to rescind the approval of this sale. Motion carried.

Commissioner Williams made a motion to approve Land Commissioner’s Sale to David Gerken and Danielle Gerken All of Lots 26 and 27, Block 51, Plat 13 of Twin Oaks Harbor for a selling price of $738.07. Motion carried.

The Commissioners spoke with Murphy Tractor regarding the advantages of a GPS System for the Road and Bridge Department’s motor graders.

Commission met Monday, Feb. 6, with all present.

The Commissioner and Cole Cochran, Road and Bridge Supervisor, discussed road signs, gravel, pipe and pipe installations. Discussed was the size and length on ordering pipe and keys for vehicles and equipment.

The Commissioner discussed bridge projects.

Commission met Wednesday, Feb. 15, with all present.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed roads, pipe installations, equipment and repairs on equipment.

Sales Tax Revenues received for December 2016, were $20,489.97. Sales Tax Revenues were down $1,438.45 compared to one year ago.

Commission met Feb. 22, with all present.

The Commission signed an agreement with MoDot on culvert replacement on NW 650 Rd.

The Commission signed a letter of support pertaining to a grant for the Drug Court.

Frank Blakemore, representing Garver Engineering, was in to visit regarding upcoming B.R.O. Bridge projects.

The Commission spoke with a Commissioner from Greene County regarding Soft Match Credits for a B.R.O. Bridge project.

The Commission discussed fence laws pertaining to the County.

The Commission discussed speaking with other counties regarding Soft Match Credits for B.R.O. Bridge projects.

Road and Bridge Supervisor Cole Cochran discussed with the Commission equipment repair, pipe installations and roads.

Brandy Bourland, representing the Courier, reported she had spoken with Gladys Smith, assessor, regarding an article to appear in the newspaper on updates and happenings in the Courthouse. This article is to appear as The Courthouse Corner and is to be published weekly, bi-weekly or once a month.

Commission met Wednesday, March, 1, with all present.

Sheridan Garman-Neeman, St. Clair County Economic Developer, was in to update the Commissioners on projects for St. Clair County Economic Development.

Commission met March 6, with all present.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed disposal of a tree across the road, road conditions, department radios, working on pipes and pipe installations.

Local citizens were in to visit with the Commissioners about a non-maintained county easement in the Taberville area.
