The St. Clair County Commission met on Wednesday, July 5, with Robert Salmon, presiding commissioner, Leroy Strope, North Commissioner, Gerald Williams, south commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commissioners and Road and bridge supervisor Cole Cochran discussed truck repair, brush cutter locations, delineator replacement, road signs, mowing and brush control around bridges.

Sheridan Garman-Neeman, St. Clair County Economic Developer, met with the Commissioners and discussed updating the website with a new business page, finding sites to certify and pursuing funding for those sites, pursuing funding for the Barn Quilt project, and looking for a way to promote the antiques strip on Hwy. 13.

Commissioner Williams made a motion to approve Land Commissioner’s Sale to Regina Sweatman, Lot 45, Block 44, Plat 11 of Twin Oaks Harbor for a selling price of $357.69 and Lots 46 and 47, Block 44, Plat 11 of Twin Oaks Harbor for a selling price of $450.47. Motion carried.

Commission met Monday, July 10, with all present.

No one appeared before the Board of Equalization.

#404 Permit was signed and faxed to Great River Engineering regarding bridge replacement on SW 871 Rd.

Sales Tax Revenues received for May 2017 were $35,044.29. Sales Tax Revenues were up $5,668.69 compared to one year ago.

The Commissioners discussed viewing Sheriff offices an Jail Facilities on July 6, 2017, in Henry, Bates and Vernon Counties.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed brush cutting, roads and repair work on low water crossing at Hogles Creek.

Commissioner Strope made a motion to approve and sign a Certified Copy of Order of Tax Sale 2016 Over Plus redeemed by Brandon Heitman to fulfill the redemption process for Russell James. Motion carried.

The Land Commissioner’s Sale to Donald E. Crosley II dated June 21, 2017, appearing in County Commission Record Book A-O, Page 19 and Land Commissioner’s Sale to Carryne Earnest dated June 21, 2017, appearing in County Commission Record Book A-O, Page 20, were cancelled.

Commission met Wednesday, July 17, with all present.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed truck repairs and road conditions.

Bids for two (2) eight-foot Flat Bottom Pipes were opened at 10 a.m. Bids were received from Metal Culverts, Inc. and Viebrock Sales and Service, LLC. Decision on awarding bids is pending due to information required from different entities regarding permits.

Auditors from the State of Missouri were in to speak with Commissioners Salmon, Strope and Williams and Elected officials Debbie Peden, Rhonda Shelby, Pamela Guffey and Gladys Smith regarding the County audit. Auditors explained the audit would begin this date and was a performance audit, not a financial audit. The stated they would look at each official in regards to acceptance standards for the office.

Jay Pearson, representing Advanced Drainage Systems, Inc., was in to visit with the Commissioners regarding high technology plastic pipes.

The Commissioner received a telephone call requesting brush and weed cutting on SW 850 and SW 1031 Rds.

Commission met Wednesday, July 19, with all present.

County Commissioners discussed a credit application, for Double ‘D’ International Food Co., Inc., for the Jail with the Jail Administrator Sammy Bowden.

Commissioner Williams made a motion to accept the Bid from Metal Culverts, Inc. for two (2) 8 ft. x 40 ft. metal pipes, to be ordered when permit arrives, from the Corps of Engineers. Motion carried.

Sheridan Garman-Neeman, St. Clair County Developer, was in to update the Commissioners on Economic Development plans for the County. Discussed was the Open House for Bear’s Den on Saturday, July 15.

The Commission discussed tires for equipment for the road and bridge department.

The Land commissioner’s Sale to Regina Sweatman dated July 5, 2017, appearing in County Commission Record Book A-O, pages 25 and 26 and Land Commissioner’s Sale to Regina Sweatman dated July 5, 2017, appearing in County Commission Record Book A-O, Page 26 were cancelled.

Treasurer Rhonda Shelby reported there was $359.76 in the Domestic Violence Fund. Commissioner Williams made a motion to equally split the amount with 50% going to W.I.N.G.S. and 50% going to House of Hope. Motion carried.

CART  Revenues received were $55,927.40. $40,165.15 of the portion going to Common Road District. Out of these revenues, funds are allocated to the following Special Road Districts: Appleton Special $2,786.26; Chloe Special $1,830.79; Collins Special $3,582.32; Hillsdale Special $1,830.97; Osceola Special $2,945.47; Vista Special $2,786.26.

Note; CART is County Aid Road Trust. This is the County’s portion of Missouri motor fuel tax, motor vehicle sales tax and motor vehicle license fee increases.
