The St. Clair County Commission met Wednesday, Oct. 25, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner and Marian McCaslin, administrative assistant present.

The Commission and Road and Bridge supervisor Cole Cochran discussed road signs, locations of motor graders and batteries for equipment. Cochran reported the brush cutters were located in the Lowery City area.

Effective Monday, Nov. 6, 2017, the Commission agreed to change the Road and Bridge Department’s work week and hours to five days per week, Monday through Friday, eight hours per day, 7:30 a.m. to 4 p.m. This will be in effect until further notice.

Kristi Pfleiderer and Sheridan Garman-Neeman were in with an update on Kaysinger Basin Regional Planning Commission and St. Clair County Economic Development. Pfleiderer was introduced as the new director for Kaysinger Basin Regional Planning Commission. Garman-Neeman reported she is looking for a replacement for the position she held as St. Clair County Economic Developer.

A local citizen telephoned to report an incident involving a mail box. The matter is being checked.

The Commission discussed metal benches for the Courtyard.

Commission met Tuesday, Oct. 31, with all present.

As assessor Gladys Smith is retiring at 4:30 p.m. this date, Presiding Commissioner Salmon made a motion to appoint Deputy Assessor Sandra Crocker as Interim Assessor until official appointment is made by the Governor. Motion carried.

The Commission and Road and Bridge Supervisor Cole Cochran discussed lighting for the Road and Bridge Maintenance Barn and gravel for roads.

A permit was received from the Corps of Engineers for bridge replacement on County Line Bridge NE 1270 Rd.

Pat Terry, St. Clair County recorder, was in to see if the County would consider paying for 4% which is currently what the employees pay into the CERF Retirement Plan. No decision was made.

Jeanie Cunningham, Mike Keith Insurance, was in to discuss employee health insurance renewal. Cunningham stated the renewal premium would have a 15% increase. The Commission is exploring other options at this time.

The Commission spoke with Sheriff Scott Keeler inquiring about vehicle purchases.

Road and Bridge Supervisor Cole Cochran telephoned and discussed tires and brakes for a Road and Bridge Department dump truck. Discussed was working on one of the brush cutters.

At 10 a.m. County Clerk Debbie Peden swore in Sandra Crocker as Interim Assessor. This appointment is effective until official appointment is made by the Governor.

Commission met Monday, Nov. 6, with all present.

The Commission discussed with Road and Bridge Supervisor a telephone message they received which reported debris on NW 151 Rd. They discussed culverts and installation and lighting for the maintenance barn.

Jeanne Beas was in to update the Commission on LEPC (Local Emergency Planning Commission) and Emergency Management. The position of Emergency Management Director is vacant at this time and Jeanne Beas has reported that Travis Foley is willing to fill this position. The Commission will make this appointment.

The Commission received notice that MoDot will begin bridge inspections in the near future.

Signed CART Contracts from Lowry City Special Road District were received.

Jim Noakes, Courthouse maintenance, was in to discuss the hallway floors with the Commission. It was decided to continue painting the floors for the present.

The Commission and County Clerk Debbie Peden discussed health insurance and renewal.

The Commission and Cole Cochran, Road and Bridge Ssupervisor, discussed dump truck repair and tires, motor graders and brush cutters locations and road conditions.

Circuit Clerk Karen Hubbard introduced Debbie Graham, Missouri County Administrator, who is here reviewing Circuit Court procedures.

The Commission worked on budgets and discussed CERF contributions.

Sales Tax Revenues received Nov. 8, were $17,978.73. Sales Tax Revenues were down $760.24 compared to one year ago.

The Commission worked on budgets.
