The St. Clair County Commission met Wednesday, April 25, with Robert Salmon, presiding commissioner, Leroy Storpe, north commissioner, Gerald Williams, south commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

CART revenues received were $52,736.48. $37,873.54 was the portion going to Common Road District. Out of these revenues, funds are allocated to the following Special Road Districts: Appleton City Special $2,627.29; Chloe Special $1,726.50; Collins Special $3,377.94; Hillsdale Special $1,726.50; Osceola Special $2,777.42 and Vista Special $2,627.29.

The Commissioners discussed wind energy projects which are being planned in adjoining counties.

The Commissioners spoke with a postage machine representative, and explained the County was under contract with Pitney Bowes regarding the postage machine.

Chris Thompson, Julie Engeman and Amy Anderson, representing West Central Community Action Agency, were in to give the Commissioners an update on West Central. They reported there will be a West Central office opening in Osceola in the near future.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed motor graders locations, equipment repairs and culverts.

Custodial Supervisor Jim Noakes was in and discusses scheduling with the Commissioners.

Mike Crocker, representing the Sheriff’s Office and Jail, was in and discussed the possibility of changing the pay period dates in order to avoid estimating hours.

Teresa Heckenlively, St. Clair County Economic Developer, was in to update the Commissioners on the current projects and local businesses.

Sales Tax Revenues received for April 2018, were $13,177.39.

Sheriff Scott Keeler and Sam Bowden, jail administrator, were in and presented bids for the jail parking lot. Commissioners were informed by the Sheriff that the camera equipment for the Courthouse was in. Discussion on installation was the next topic.

Commissioner Williams made a motion to approve Land Commissioner’s Sale to Eric Reese and Sarah Reese on Lot 95, Block 29, Plat 6 of Twin Oaks Harbor for a selling price of $340.63; also, all of Lot 98, Block 29, Plat 6 of Twin Oaks harbor for a selling price of $340.63. Motion carried.

The Commissioners discussed bids that were presented to them on the hail parking lot.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed equipment repairs, road conditions, motor graders locations and ditching.

The modem for the internet service was not functioning satisfactorily, consequently a new modem was ordered form Century Link.

Teresa Heckenlively, St. Clair County Economic Developer, reported on various projects around the County.

The Commissioners and Road and Bridge Supervisor Cole Cochran discussed culverts, motor graders locations and road conditions due to recent rains.

D&C Contractors, LLC, brought in a diagram and measurements for repairing the jail parking lot.

A local citizen was in to visit with the Commissioners regarding culvert purchase and installation.

Commission met Wednesday, May 23, with all present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed motor graders locations, hauling rock, culverts and installations and equipment repair.

The Commissioners discussed Courthouse internet service and reported that a technician from Century Link is to be here today to check their part of the service.

Great River Engineering representative Lindsey Chaffin, representatives from Lehman Construction, LLC and MoDot and land owner John Neuenschwander was in regarding pre-construction meeting for Chloe Special Road District Bridge on NE 1270 Rd. The Commissioners signed a contract for bridge replacement which is to begin Aug. 6, 2018.

Mike Crocker, representing St. Clair County Sheriff’s Office and jail was in to discuss integrating their time card system within the payroll software in the county clerk’s office.

The Commissioners signed an application to renew St. Clair County’s Agri-Ready Designation. The Designation needs to be renewed every two years.

Commissioner Strope made a motion to approve the Sac Osage Hospital District #1 Resolution authorizing sale of the old Wheatland Clinic. Commissioner Williams seconded the motion.

Commissioner Williams made a motion to approve the bid from D&C Contractors, LLC for repairs to the parking lot at the jail. Motion carried.

Commission met Thursday, May 31, with all present.

Treasurer Rhonda Shelby was in to discuss air conditioning in the treasurer’s office. It was reported that work on the situation should begin next week.

Correspondence was received form the St. Clair County Library regarding re-appointment to the Board of Directors. A date of June 11, has been set for this re-appointment by the Commission.

Notice to proceed has been received from MoDot to finalize the contract on Project BRO-B093(12), Chloe Special Road District Bridge.

Karen Hubbard, circuit clerk, was in to inform the Commission that the State approved of a part-time child support consultant for the office.

The Commission spoke with Matt Geiger, MoDot, who upon further inspection recommended closing the bridge on NW 750 Rd. due to sufficient deterioration at a critical point. They discussed the re-inspection with Lindsey Chaffin, Great River Engineering.
