St. Clair County Commission minutes

The St. Clair County Commission met Friday, June 29 with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The County received a notification form the United States Environmental Protection Agency pertaining to the restrictions on the old Dismantled Minuteman II Missile Sites.

Treasurer Rhonda Shelby discussed technical changes made to the County website.

An agreement with MoDot was signed to install the Agri-Ready County Signs at the entrances to the county – US 54, MO 52 and MO 82.

The St. Clair County Commission met Monday, July 2, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed motor graders and brush cutters locations, culvert installation and equipment.

Presiding Commissioner Salmon made a motion to approve and sign Order of Tax Sale Over Plus 2017 Certificate #79 redeemed by Christina L. Long to fulfill the redemption process for Davis Family Rentals LLC. Motion carried.

The St. Clair County Commission met Monday July 9, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

Sales Tax Revenues received for June 2018, were $31,638.54.

Digital Computer Works gave a presentation, for Courthouse computer technician service, to the Commission and Elected Officials of the offices of county clerk, collector, treasurer and assessor.

Commission met Wednesday, July 11, with all present.

Presiding Commissioner Salmon reported on the Enhanced Enterprise Zone (EEZ) meeting he and Commissioner Strope attended Tuesday evening.

The consensus of the Commission was to disburse the Domestic Violence fund of $361 to W.I.N.G.S.

Larry Dade and Ray Evans were in to discuss SW 1201 Private Rd.

Mike Crocker, representing St. Clair County Sheriff’s Office, was in with information and pricing on integrating the jail time card system with the payroll software in the County Clerk’s office.

Commission met Wednesday, July 18, with all present.

The Commission viewed a dump truck for the Road and Bridge Department and discussed different aspects relating to the truck with a sales representative.

Commissioner Williams made a motion to approve Land Commissioner’s Sale to Bill Wiseman and Dawn Wiseman for Lot 23, Block 34, Plat 17 of Twin Oaks Harbor for a selling price of $318.56. Motion carried.

Commissioner Strope made a motion to approve Ta Additions and Abatements #4174. Motion carried.

Presiding Commissioner Salmon reported on the Workforce Development meeting he attended Tuesday, July 17, in Sedalia.

Teresa Heckenlively, St. Clair County Economic Developer, reported that the Sac Osage Quilt Block Journey is continuing to grow. She reported that pamphlets are to be distributed soon which will give locations and information on this project. Heckenlively also discussed biking/hiking trail plans and a program that would help new entrepreneurs get on the path to success.

Pam Guffey, St. Clair County Collector, was in the report the Collector’s Office is preparing to take online payments for taxes.

Commission met Monday, July 23, with all present.

Lindsey Chaffin, Great River Engineering, telephoned to inform the Commission the Contractor for NE 1270 Rd/Bridge would be a the bridge site this date. Commissioner Strope will meet at the site after Commission Meeting is adjourned.

Road and Bridge Supervisor Cole Cochran discussed with the Commission motor graders and brush cutter locations. They also discussed last week’s storm damage and locations.

The St. Clair County Commission met Wednesday, July 25, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk and Maria McCaslin, administrative assistant present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed repairs on dump trucks and brush cutters. Also they discussed motor graders and brush cutter locations and culvert installation.

Commissioner Strope made a motion to approve Land Commissioner’s Sale to Michael Whitehead and Leah Whitehead, husband and wife for Lots 82 and 83, Block 2, Plat 1 of Twin Oaks Harbor for a selling price of $460.20. Motion carried.

The Commission and County Clerk Debbie Peden, County Collector Pamela Guffey and Jennifer Mayer, representing Prosecuting Attorney’s Office, met to discuss Courthouse computer technician service. No decision was made at this time at Treasurer Rhonda Shelby and Assessor George Lysinger were not present.

Commission met Tuesday, July 31, with all present.

Presiding Commissioner Salmon called the meeting to order at 9 a.m.

The Commission and Road and Bridge Supervisor Cole Cochran met and discussed motor graders and brush cutters locations, culvert installations and equipment repairs.

Paper work was received form Great River Engineering concerning Soft Match Credit for the bridge on SW 871 Rd.

Commissioner Williams made a motion to approve Land Commissioner’s Sale to William R. Baker for Lot 31, Block 2, Plat 1 of Twin Oaks Harbor for a selling Price of $365.08. Motion carried.

CART Revenues received were $58,760.04. $42,199.45 was the portion going to Common Road District. Out of these revenues, funds area allocated to the following Special Road Districts: Appleton City $2,927.38; Chloe Special $1,923.70; Collins Special $3,763.77; Hillsdale Special $1,923.70; Osceola Special $3,094.66; Vista Special $2,927.38.

The federal inmate average county for 20 days in July 2018, was 130.
