The St. Clair County Commission met Wednesday, Aug. 22, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

Eran Dawson, representing the St. Clair County Sheriff’s Citizens Review Board, was in to invite the Commission to attend the next Citizens Review Board meeting. Dawson stated the purpose of the meeting is for Commission input and concerns. The meeting was set for 4:30 p.m. Sept. 13, at the Senior Center.

The Commission received a telephone call from Shari Detrick with Medova Healthcare Group encouraging employees to participate in a wellness program.

A public hearing to set tax levies for 2018 was held at 10 a.m.

Commissioner Strope made a motion to set 2018 general revenue tax levy at .3347 per one hundred dollar assessed valuation. Motion carried.

Commissioner Williams made a motion to set 2018 county road and bridge tax levy at .2824 per one hundred dollar assessed valuation. Motion carried.

Commissioner Strope made a motion to set 2018 common road district #1 tax levy at .3200. Motion carried.

Commission met Monday, Aug. 27, with all present.

CART revenues received were $57,580.26. $41,352.18 was the portion going to common road district. Out of these revenues, funds are allocated to the following special road districts: Appleton City $2,868.60; Chloe Special $1,885.08; Collins Special $3,688.20; Hillsdale Special $1,885.08; Vista Special $2,868.60.

The Commission received a telephone call from the Census Bureau concerning the status of the Village of Gerster.

Upon a telephone call from Lindsey Chaffin Great River Engineers, the Commission agreed to a walk thru on a final bridge inspection on NE 1270 Rd.

The Commission received a telephone call from Jeanie Cunningham, representing Mike Keith Insurance, regarding employee health insurance renewal.

The Commission discussed, with a local attorney, the possibility of joining a class action law suit concerning opioid drugs.

Don Shepherd, representing Sheps Place Farm, was in to discuss tractor and machinery service with the Commission.

Teresa Heckenlively, St. Clair County Economic Developer, discussed the existing Gallinipper Trail and other trails which could be used for biking, hiking and equestrian riding. Discussed was the Healthy Places and Healthy People program and a tour which is planned beginning with Osceola. Heckenlively reported on the booth St. Clair County Economic Development and New Growth shared at the Labor Daze celebration and the positive feedback received.

Sales tax revenues received for August 2018, were $33,494.02.

The Commission spoke with MoDot regarding the permitting on Agri-Ready County Signs.

A local family was in to inquire about the establishment of a family burial plot on their private property in the rural Collins area. Upon researching state statute it was recommended that they contact the local abstract office for a legal description then have the documented burial plot recorded in the Recorder’s Office.

Commissioner Strope made a motion to approve Land Commissioner’s Sale to Devin Lambeth for all of Lots 76 and 77, Block 9, Plat 3 of Twin Oaks Harbor for a selling price of $391.66; also, Lot 99, Block 9, Plat 3 of Twin Oaks Harbor for a selling price of $316.43. Motion carried.

The Commission received a telephone call regarding a missing road sign on NE 1425 Rd. The Commission contacted the Road and Bridge Department and requested the missing sign be replaced.

The Commission and Road and Bridge Supervisor Cole Cochran discussed equipment repairs, motor graders and brush cutters locations, roads, bridge repairs and equipment.

A concerned citizen was in to inquire about repair on NE 650 Rd.

Lindsey Chaffin, Great River Engineering, telephoned and discussed the bridge on NW 750 Rd.

Sales representatives form Foley Equipment was in to discuss new machinery that the company has available.

Paperwork was signed for the Semi Final Inspection report for the new bridge on NE 1270 Rd.

Commission met Monday, Sept. 17, with all present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed rock quarries, motor graders and brush cutters locations and culverts.

CART revenues received were $54,039.61. $38,809.40 was the portion going to Common Road District. Out of these revenues, funds were allocated to the following Special Road Districts: Appleton City Special $2,692.21; Chloe Special #1,769.17; Collins Special $3,461.40; Hillsdale Special $1,769.17; Osceola Special $2,846.05; Vista Special $2,692.21.

The Commission discussed the Sheriff’s administrative office and dispatch needs.

Commission met Wednesday, Sept. 19, with all present.

Prosecuting Attorney Josh Hones was in to discuss different matters with the Commission concerning the County.

Teresa Heckenlively, St. Clair County Economic Developer, was in and discussed the Job Connection Sties, Sac Osage Quilt Block Journey, Gallinipper Trails Meeting and Healthy Places for Healthy People. Discussed was a machine shop in Lowry City and a possible restaurant business in Appleton City.

Commissioner Strope made a motion to approve destruction of Collector’s old records submitted by Pam Guffey, Collector. Motion carried.

Mike Keith, Mike Keith Insurance, was in and discussed with the Commission insurance coverage renewal on buildings, vehicles and equipment for 2019.

Commission met Monday, Sept. 24, with all present.

The Commission spoke with Mike Keith Insurance Office regarding renewal insurance for 2019.

Sheriff Scott Keeler was in to discuss office needs for the Sheriff’s Office.

The Commission and Road and Bridge Supervisor Cole Cochran discussed trucks, equipment and repairs for equipment. They discussed bridges, rock, road and grading roads.
