St. Clair County Commission

The St. Clair County Commission met Wednesday, Dec. 12, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk and Maria McCaslin, administrative assistant present.

Charles Thomas, sales manager for Viebrock Sale & Service, was in and discussed pipe prices and bridges.

Rhonda Shelby, St. Clair Treasurer, was in to discuss the County’s bond for the Treasurer’s Office.

The Commission telephoned the State Highway Department regarding the road condition off hwy. 13 on NE 700 Rd.

Recorder Pat Terry was in to visit with the Commission to ask if the Commission had made a decision on giving employees a raise and contributing a small amount on retirement for Courthouse employees. No decision has been made at this point.

The Commission discussed raises and minimum wages for the County employees for year 2019.

The Commission discussed the Governor’s decision to declare Dec. 24, 2018, as a state holiday.

Commission met Wednesday, Dec. 26, with all present.

The Commission met with Henry County Assessor to discuss the County’s experience with GIS (Geographic Information System) mapping.

Commissioner Strope made a motion to accept the Agreement for Services for St. Clair County Economic Developer by and between Kaysinger Basin Regional Planning Commission for 2019. Motion carried.

At 12 noon Commissioner Williams made a motion to adjourn. Commissioner Strope seconded the motion. Motion carried.

Commission met Monday, Dec. 31, with all present.

Certificates of Merit were presented to the following County Employees:

20 years – Czerna Kauffman

15 years – Sheila White

10 years – Leisa mallet

5 years – Scott Keeler, James Saddoris, Jason Matter, Russell Bowie, Luann Dierman, Sammy Bowden, Kimberly Reynolds, Christopher Martin, Tina Chambers, Charles Lewellen and Victoria Guffey.

The Commission discussed the condition of the Courthouse roof. Some minor leaks were repaired last week.

The Commission and Road and Bridge Supervisor Cole Cochran discussed pipe delivery, roads and checking roads due to weather conditions.

County Clerk Debbie Peden swore in Honorable Associate Circuit Court Judge Jerry Rellihan, the Honorable Associate Circuit Court Judge Rellihan swore in the remaining newly elected officials as follows: Robert Salmon, presiding commissioner; Debbie Peden, county clerk; Rhonda Shelby, treasurer; Pamela Guffey, collector; Daniel Dysart, prosecuting attorney; Karen Hubbard, circuit clerk; George Lysinger, assessor and Pat Terry, recorder.

Road Vacation Petition was presented to the County Court concerning a portion of SW 1175 lying between County Rd. SW 126 and County Rd. SW 1201.

The Commission discussed road conditions and culverts.

Teresa Heckenlively, St. Clair County Economic Developer, discussed with the Commission Gallinipper Trail, Quilt Block Journey, Thrift Store and two upcoming ribbon cuttings.

The Commission had the first reading of the Road Vacation Petition according to State Statues 228.10. This was presented to the County Court concerning a portion of SW 1175 lying between County Rd. SW 126 and County Rd. SW 1201.

Commission met Monday, Jan. 7, with all present.

Lindsey Chaffin, representing Great River Associates DBA Great River Engineering, met with the Commission to discuss the bridge on NW 750 Rd. After discussion, Commissioner Strope made a motion to enter into an Agreement with great River Engineering to replace the deck on Bridge #1460017 on NW 750 Rd. Motion carried.

Mike Crocker, Chief Deputy/Detective, was in to inquire whether the Commission had questions on Sheriff and Jail Budgets.

The Commission and Budget Officer Debbie Peden reviewed budgets for years 2019.

Commission met Wednesday, Jan. 9, with all present.

Presiding Commissioner Salmon gave a report on the repairs on the Courthouse roof which was discussed by the Commissioners.

Commissioner Strope reported on the ribbon cutting ceremony which was held on Tuesday, of this week. The ceremony was for Snyder’s Machine Shop, a new business in Lowry City.

Cole Cochran, Road and Bridge Supervisor, and the Commissioners discussed pipes (culverts), roads and ordering metal and plastic pipe.

Sale tax revenues received in January 2019, were $31,651.38.

The Commission and Budget Office Debbie Peden reviewed budgets for year 2019.

Commission met Monday, Jan. 14, with all present.

Road and Bridge Supervisor Cole Cochran telephoned to report they were de-icing and working on equipment.

Presiding Commissioner Salmon and Commissioner Strope reported on a ribbon cutting ceremony they attended on Thursday, Jan. 10. The ceremony was for Tom’s Body Shop which has been moved to Lowry City.

The Commission and Budget Officer Debbie Peden discussed budgets that pertained to the Sheriff’s Office and Jail for year 2019, with Scott Keeler and Chief Deputy Mike Crocker.
