The St. Clair County Commission met Wednesday, April 3, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commission met with Road and Bridge Supervisor Cole Cochran. Discussed were culverts, culvert installations and motor graders locations. Discussed was employment for the department.

Teresa Heckenlively, St. Clair County Economic Developer, met with the Commission and discussed working on a grant to complete a walking rail connecting house, nursing home and the hospital in Appleton City. Lowry City, an outreach with existing businesses was discussed. In Osceola it was discussed regarding FCCLA putting together a proposal to the City Council on painting a “sidewalk mural” from the caboose to the corner of the sidewalk of the RV Park and Lakeshore with booths along the rail promoting a healthy lifestyle.

Commissioner Williams made a motion to approve Land Commissioner’s Sale to Shelly Dilley for Lot 72, Block 58, Plat 15, Twin Oaks Harbor for a selling price of $478. Motion carried.

Commission met Monday, April 8, with all present.

The Commission and Road and Bridge Supervisor Cole Cochran met and discussed locations of motor graders. Discussed were roads, equipment and employment for the Road and Bridge Department.

The Commission conducted an interview for employment for the Road and Bridge Department.

Commission met Wednesday, April 10, with all present.

The commission reviewed and discussed road conditions, pipes (culverts) and installations.

The Commission conducted a second interview for employment for the Road and Bridge Department.

Presiding Commission Salmon was excused at 9:55 a.m. until 10 a.m. to attend the Corps of Engineers inspection of the Sac Osage Youth Fair Grounds. No issue were found with the inspection of the Fair Grounds.

St. Clair County Treasurer Rhonda Shelby requested permission to stop payment on five outstanding checks that had not been cashed. Commissioner Strope made a motion to approve St. Clair County Treasurer Rhonda Shelby voiding five outstanding checks to be transferred to unclaimed fees fund. Motion carried.

Commission Strope made a motion to approve Land Commissioner’s Sale to Shelly Dilley for Lot 1, Block 61, Plat 16, Twin Oaks Harbor for a selling price of $342. Motion carried.

The Commission reviewed and discussed motor graders locations and County roads.

Commission met Wednesday, April 17, with all present;

The commission discussed motor graders locations. Consensus was to advertise for additional employment for the Road and Bridge Department.

Consensus was to hire Shaeffer Johnson as a part-time employee for the Road and Bridge Department effective April 22, 2019.

Teresa Heckenlively, St. Clair County Economic Developer, met with the Commission. Heckenlively updated the commission on a grant for Appleton City and a cleanup day at City Lake; Lowery City, it was related there had been a meeting for a new business; Osceola, it was discussed working with FCCLA on a walking mural along Benton St. from the Caboose on Ballfield Rd. to the Ozzie Building. Heckenlively updated the commission on happenings in the communities and things in the works.

Commission met Monday, April 22, with all present.

The Commissioners met with Road and bridge Supervisor Cole Cochran. They discussed the locations of the motor graders, equipment, equipment repair and road conditions.

A telephone call was received from a local citizen regarding the condition of SW 300 Rd. It was related to the citizen that the motor grader was in the area and the matter should soon be fixed.

CART Revenues received were $49,744.47. $35,724.78 was the portion going to Common Road District. Out of these revenues, funds were allocated to the following Special Road Districts: Appleton City Special $2,478.23; Chloe Special $1,628.55; Collins Special $3,186.29; Hillsdale Special $1,628.55; Osceola Special $2,619.84; Vista Special $2,478.23.

The Commissioners met with Road and Bridge Supervisor Cole Cochran. Discussed were equipment and repairs and pipes (culverts).

A telephone call was received from Foley Equipment Representative regarding pricing information on motor graders for Road and Bridge Department.

A local citizen telephoned wishing to pass along a compliment on the good job done on grading NW 300 Rd.

Commission met Tuesday, April 30, with all present.

A telephone call was received from the Census Bureau regarding year 2020 Census.

Lindsey Chaffin, representing Great River Engineering was in regarding the Bridge on NW 750 Rd. Consensus was to have Great River Engineering publish bids for bridge repair to be opened May 31, 2019.

Commissioner Strope made a motion to approve Land Commissioner’s Sale to Eric Henry Sr. and Eric Henry Jr. for Lot 38, Block 51, Plant 13, Twin Oaks harbor, for a selling price of $341.79. Motion carried.
