St Clair County Commission

The St. Clair County Commission met Wednesday, May 1, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk and Marian McCaslin administrative assistant present.

Road and Bridge Supervisor Cole Cochran telephoned the Commission. Cochran report that the Road and Bridge Department was checking road conditions and for any road damage that may have been caused form the storms yesterday evening.

Teresa Heckenlively, St. Clair County Economic Developer, met with the Commission. Heckenlively updated the Commission on recent events including a business remodel in Appleton City; working on a new business in Lowry City; offering assistance for temporarily displaced business during demolition and offering assistance to business owners for older buildings to maintain their structural safety in Osceola. Heckenlively also has developed Cultivate St. Clair, an entrepreneurial resource guide for the County.

Commission met Monday, May 6, with all present.

Telephoned A-1 Disposal regarding Courthouse dumpster repair.

John Howard, representing Foley Equipment company was in to present information to the Commission on motor graders.

Sales Tax Revenues for March 2019, were $18,998.98.

The Commissioners scheduled several interviews for the current Road and Bridge Position. Interviews are to be held Wednesday, May 15.

The Commissioners conducted interviews for part-time employment for the Road and Bridge.

The Commissioners and Road and Bridge Supervisor Cole Cochran met and discussed the locations of motor graders, pipes (culverts), pipe delivery and road conditions.

Sammy Bowden, St. Clair County Jail Administrator, was in and updated the Commissioners on Jail operations.

Commission met Wednesday, May 22, will all present.

CART Revenues received were $56,680.68. $40,706.14 was the portion going to Common Road District. Out of these revenues, funds were allocated to the following Special Road Districts: Appleton City Special $2,823.78; Chloe Special $1,855.63; Collins Special $3,630.58; Hillsdale Special $1,855.63; Osceola Special $2,985.14; Vista Special $2,823.78.

Commissioner Strope made a motion a approve Resolution of St. Clair County, Missouri 19-01 to show support for the partnership between St. Clair County, City of Osceola, City of Lowry City, City of Appleton City, Kaysinger Basin Regional Planning Commission and the United States of Agriculture’s Rural Community Development Initiative to create and fund a countywide and regionally affiliated economic development position. Motion carried.

The Commission discussed road conditions in the County due to recent rains and winds.

The Commission reviewed road and conditions, culverts and motor graders locations.

The Commission spoke with Road and Bridge Supervisor Cole Cochran regarding grading roads.

Commissioner Williams was excused at 11 a.m. to view road conditions.
