ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 13 arrests and took and arson report during the weeks of Oct. 14 through Oct. 28, 2019.

Warrant Arrests

Paul Evans- On Oct. 28, Paul Evans, 30, Osceola, was arrested by a St. Clair County deputy on a class A misdemeanor domestic assault in the fourth degree. Evans was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to a residence on SE 9251 Road in reference to a domestic assault. Upon arrival, the deputy spoke to Nicholas Holmberg. Holmberg stated he and Evans had arrived home after hitting a deer with Evans’ truck. Evans began to get upset and started yelling and putting his hands on Holmberg.

Justen Myers- On Oct. 25, Justen Myers, 31, Carthage, was arrested on two St. Clair County warrants. The first warrant charges him with a class E felony domestic assault in the fourth degree and a class E felony unlawful use of a weapon. The second warrant is for a class E felony domestic assault in the fourth degree. Total bond is set at $5,000 cash only.

The warrants stem from investigations by the Osceola Police Department in April and July of 2017.

Jackie White- On Oct. 25, Jackie White, 27, Flemington, was arrested by a St. Clair County deputy on a Polk County warrant for failure to appear in court on a class D misdemeanor no insurance. Bond is set at $300 cash only.

James Harmon- On Oct. 24, James Harmon, 30, unknown, was arrested by a St. Clair County deputy on a Bourbon County, Kansas probation violation warrant. This is a no bond warrant.

Billie Atkinson- On Oct. 23, Billie Atkinson, 35, Wheatland, was arrested on a St. Clair warrant charging her with a probation violation on original charges of a class D felony possession of a controlled substance, a class A misdemeanor unlawful possession of drug paraphernalia, a class B misdemeanor failure to register a motor vehicle, a class C misdemeanor failure to drive on right half of roadway when roadway was of sufficient width, and an unclassified misdemeanor no insurance. Total bond is set at $10,000 cash only.

The charges stem from a St. Clair County Sheriff’s Office investigation in May of 2017. A St. Clair County deputy was patrolling on Highway T and conducted a traffic stop on a vehicle Atkinson was driving. During the investigation two glass pipes used to smoke methamphetamine were located in the vehicle. A glass pipe used to smoke marijuana was also located. Atkinson was transported to the St. Clair County Jail.

Ronald Hines- On Oct. 23, Ronald Hines, 34, Branson, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $15,000 cash or surety.

The original charges stem from an Osceola Police Department investigation in March of 2019.

Bobby Packham- On Oct. 23, Bobby Packham, 50, Warrensburg, was arrested on a St. Clair County warrant charging him with failure to appear in court on a class E felony non-support, total arrears in excess of 12 monthly payments due under order of support. Bond is set at $1,500 cash only.

James Richter- On Oct. 22, James Richter, 26, Shell City, was arrested by a St. Clair County deputy on a Vernon County warrant charging him failure to appear in court on a class C felony possession of a controlled substance. Bond is set $500 cash only.

Aaron Taylor- On Oct. 21, Aaron Taylor, 27, Lowry City, was arrested on a St. Clair county warrant charging him with a class D felony possession of a controlled substance, a class A misdemeanor unlawful possession of drug paraphernalia, and a class A misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Bond is set at $7,500 cash or surety.

The original charges stem from an Osceola Police Department investigation from September of 2019.

Kenneth Collins, Sr.- On Oct. 18, Kenneth Collins, Sr., 60, Osceola, was arrested by a St. Clair County deputy on a Johnson County warrant charging him with a class B felony financial exploitation of elderly, a class C felony stealing, a class E felony unlawful merchandise practice misrepresentation. Total bond is set at $10,000 cash only.

Cheryl Santanen- On Oct. 17, Cheryl Santanen, 60, Clinton, was arrested on two St. Clair County warrants charging her with a four class E felonies of passing bad checks. Total bond is set at $7000 cash only.

Daryl Patterson- On Oct. 16, Daryl Patterson, 30, Independence, was arrested on a St. Clair County warrant for failure to appear in court on a class E felony non-support, total arrears in excess of 12 monthly payments due under order of support. Bond is set at $1000 cash only.

Daniel Nesbitt- On Oct. 15, Daniel Nesbitt, 34, Osceola, was arrested by a St. Clair County deputy on a Vernon County warrant for failure to appear in court on a class A misdemeanor passing a bad check. Bond is set at $350 cash only.

Arson in Osceola

On Oct. 24, a St. Clair County deputy was dispatched to a residence on SE Highway WW in reference to a vehicle on fire. When the deputy arrived on scene they found a Ford Focus and a Ford Ranger on fire next to a residence. As the deputy was making their way to the residence, the property owner, Vernon Putnam, advised there wasn’t anyone living there. The deputy asked when the last time the vehicle had ran was. Putnam stated the Focus hadn’t ran in five years and it had been longer than that for the Ranger.

Putnam stated that a 1964 Chevrolet pickup was set on fire a couple of weeks ago. Putnam stated he did not know who could have done this and was unaware of anyone who may have an issue with him.

Total estimated loss value is $1,600.
