July 18 – Richard Foster, 31, Clinton, was arrested on a St. Clair County warrant for failing to appear in court on an original class A misdemeanor charge of theft. The warrant was issued on March 20 and bond is set at $2,500 cash only.

Foster was also arrested on warrants from Henry County and the Montrose Police Department for failing to appear in court. The warrant from Henry County charges Foster with misdemeanor possession of marijuana, unlawful use of drug paraphernalia, theft, no insurance, operating a vehicle without a valid driver’s license and no seat belt. The charges stem from a Missouri State Highway Patrol investigation on October 13, 2016. The original charge from Montrose Police Department is an ordinance violation for no insurance on August 11, 2016. Total bond on the two charges is $560 cash only.     

July 19, Billie Atkinson, 33, Wheatland, was arrested on a St. Clair County warrant for failing to appear in court on several counts, class D felony possession of controlled substance, class A misdemeanor unlawful possession of drug paraphernalia, class B misdemeanor failure to register motor vehicle, an unclassified misdemeanor of no insurance, and class C misdemeanor failure to drive on right half of the roadway. Bond is set at $15,000 cash or surety.

The original charges stem from a St. Clair County Sheriff’s office investigation on May 25 when deputies were patrolling on T Hwy and conducted a traffic stop on a vehicle Atkinson was driving. During the investigation two glass pipes used to smoke methamphetamine were located in the vehicle. A glass pipe used to smoke marijuana was also located.

Woodrow Gray, 44, Appleton City, was arrested on a St. Clair County warrant charging him with four felony and two misdemeanor counts. Gray is charged with class C felony delivery of a controlled substance, class D felony possession of a controlled substance, two class E felony unlawful use of a weapon-subsection 11-possess weapon and a felony controlled substance, class D misdemeanor unlawful possession of drug paraphernalia, and class D misdemeanor possession of 10 grams or less of marijuana. The warrant was issued on June 28 and bond is set at $20,000 cash or surety.

On Feb. 2, a St. Clair County deputy conducted a traffic stop on a vehicle Gray was driving on Hwy 82 near Roscoe. Members of the Mid Missouri Multi Jurisdictional Drug Task Force assisted deputies with the investigation and a small clear bag with a white powdery substance which field tested positive for methamphetamine was located along with a misdemeanor amount of marijuana in the vehicle. Gray was arrested and charged in that case.

The new charges stem from further investigation the same day which led to a search warrant being obtained for Gray’s residence on NW 601 Rd, Appleton City. While the warrant was being served deputies located a large quantity of methamphetamine, a misdemeanor amount of marijuana, drug paraphernalia, firearms and a large sum of cash in his residence.     

July 21- Megan Shields, 29, Independence, was arrested on a St. Clair County warrant for probation violation on an original class C felony charge of possessing a controlled substance. The warrant was issued on July 13 and bond is set at $5,000 cash only.

The original charge stems from a St. Clair County Sheriff’s office investigation in January 2014 when deputies along with members of the Mid Missouri Multi Jurisdictional Drug Task Force conducted a drug investigation at a residence on NE 364 Rd, Osceola. The investigation revealed Shields to be in possession of methamphetamine.    

Chelsea Burleson, 26, Joplin, was arrested on a St. Clair County warrant charging her with class D felony possession of controlled substance. The warrant was issued on July 13 and bond $10,000 cash or surety. The charge stems from an Osceola Police Department investigation on June 26.

Pamela Williams, 27, Osceola, was arrested in St. Clair County on a warrant from Johnson County for probation violation on an original class C felony charge of receiving stolen property. The warrant was issued on April 7 and bond is set at $25,000 cash only.

Williams was also arrested on a warrant from Henry County for failing to appear in court on an original class A misdemeanor charge of stealing leased or rented property. The warrant was issued on April 3 and bond is set at $102 cash only.

July 22 – St. Clair County deputy received information in reference to the location of a stolen motorcycle at a residence on SE 871 Rd, Collins. During the investigation, a 2004 Honda Rebel CMX 250 was located on the property. The motorcycle checked stolen out of Hume. The motorcycle was towed and the owner notified.

July 24 – Four individuals were arrested on felony drug charges after the St. Clair County Sheriff’s office assisted the Mid Missouri Multi Jurisdiction Drug Task Force with executing a search warrant at a residence on West Miller Street, Appleton City.

Shannon Knowles, 46, Appleton City, is charged with class D felony possession of a controlled substance, class E felony unlawful use of a weapon-subsection 11-possess weapon and a felony controlled substance and class D misdemeanor unlawful possession of a drug paraphernalia. Bond is set at $15,000 cash or surety.

Robert Maxwell, 52, Warsaw, is charged with class D felony possession of a controlled substance, class E felony unlawful use of a weapon-subsection 11-possess weapon and a felony controlled substance, class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Bond is set at $25,000 cash only.    

During the investigation it was determined Maxwell is currently residing at the home with Knowles and shares a bedroom with her. While executing the warrant a plastic bag containing a crystalline substance, a glass pipe with a white powdery and burned substance inside and a Heritage .22 caliber revolver were located in their bedroom. The bag and pipe field tested positive for the presence of methamphetamine.

Bertha Lockwood, 54, Humansville, is charged with class D felony possession of a controlled substance, class D misdemeanor unlawful possession of a drug paraphernalia and class D misdemeanor possession of marijuana. Bond is set at $15,000 cash or surety.

Mark DeForrest, 59, Appleton City, is charged with class D felony possession of a controlled substance and class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Bond is set at $25,000 cash only.

During the investigation it was determined Lockwood and DeForrest currently reside at the home and share a bedroom. While executing the warrant, a cardboard box was located in their room. The box contained two plastic bags with a crystalline substance inside each, a clear plastic straw with a white powdery substance inside, a glass pipe with a white powdery and burned substance inside, a clear plastic bag containing marijuana and a wooden pipe with burned substance inside. The bags and the straw field tested positive for the presence of methamphetamine.

Two plastic bags containing a crystalline substance were located in a pair of jean shorts with DeForrest’s wallet attached by a chain. A back pack containing a used hypodermic syringe, a spoon, and a straw with a white powdery substance was located in their room. An envelope addressed to DeForrest was located inside the back pack. The substance inside one of the plastic bags and the straw field tested positive for the presence of methamphetamine.

Jesse Auten, 34, Quincy, was arrested in St. Clair County on a Henry County warrant for failing to appear in court. Auten is charged with an ordinance violation for improper registration from Clinton Police Department. Bond is set at $444.50 cash only.

July 25 – St. Clair County deputy was dispatched to the area near Hwy 13 and UU Hwy, Collins, in reference to a vehicle in the ditch. Information was received the vehicle was stolen out of Springfield and the suspect fled the scene on foot.

During the investigation contact was made with Robert Truitt who reported his brown 2015 Chevrolet truck was missing from his residence on SE 975 Rd, Humansville. A short time later information was received the truck went off the highway and struck a sign at the Hwy 52 off ramp in Henry County. The truck stopped with the airbags deployed.  A Clinton Police Department officer on scene noted the suspect was not there when he arrived. The truck was processed and returned to Truitt.

Information was received a truck was later stolen from a car dealership in Clinton. The suspect in this case is believed to be the same suspect involved in an early morning incident with Springfield Police Department and Greene County Sheriff’s office in which a deputy was dragged by a vehicle the suspect was driving. The suspect was taken into custody by Garden City Police Department on July 27.

July 25 – Missouri State Highway Patrol arrested Robert Brison, 53, Osceola, on a St. Clair County warrant for failing to appear in court on an original class C felony charge of forgery and class C misdemeanor fraudulent use of a credit device. The warrant was issued on July 13 and bond is set at $1,200 cash only.

The forgery charge stems from an incident in October 2015 and the fraudulent use of a credit device charge stems from an incident in November 2015.  On Nov. 24, 2015 St. Clair County deputies took a report from Evelyn Schroer in reference to two credit cards being activated in her name and maxed out to the limit. She also reported a $300 debit transaction that was not authorized and a check written to her son, Brison, for $25 was altered to $125. Schroer’s total loss was estimated at $2,114.60. She advised a recent credit check discovered another credit card in her name also.

July 25- Ricky Wilson, 22, Humansville, was arrested in St. Clair County on a Bates County warrant charging him with class D felony burglary-second degree. The warrant was issued on July 14 and bond is set at $10,000 cash or surety. The charge stems from a Butler Police Department investigation on May 1.

July 26 – St. Clair County deputy took a stealing report from Richard Strahle. He reported his 2012 Ford Transit Connect van was stolen from his residence on NE 1021 Rd, Osceola. Strahle named a female suspect who was staying at his residence. He noted when he woke up he noticed the van missing and the female subject and her belongings gone. The value of the vehicle was estimated $15,000. A request for prosecution was signed.

St. Clair County deputy took a report from Kenneth Gurley in reference to a stolen handgun. Gurley reported a 22. caliber Ruger Single Six revolver missing from his residence on Northwest 451 Rd, Lowry City. The value of the handgun was estimated at $629.       

St. Clair County deputy took a report of a stolen vehicle. Mary Scheer reported 1994 Ford F150 truck was stolen from her residence on North Maple Street, Appleton City. The truck was described as maroon with purple waves down the sides. She stated the truck has been missing since June 6.

Misty Roberts, 31, Clinton, was arrested on a St. Clair County warrant for failing to appear in court on a class A misdemeanor passing a bad check-less than $500. The warrant was issued on April 18 and bond is set at $500 cash only. The charge stems from an incident on May 18, 2016.

July 27 – Lucas Boone, 23, Springfield, was arrested in St. Clair County on a Taney County warrant for failing to appear in court on two class C felony charges of possession of a controlled substance. The warrant was issued on Feb. 21 and bond is set at $10,000 cash or surety. The charge stems from a Taney County Sheriff’s office investigation on Feb. 3, 2015.

Boon’s arrest came after a St. Clair County deputy conducted a traffic stop on a vehicle Boone was a passenger in. During the investigation a clear plastic container with white crystal substance inside was located in the vehicle. The white substance field tested positive for methamphetamine. Formal charges are pending from the investigation.
