Sheriff Scott Keeler reported deputies made eight arrests, took one report of stealing, and two burglary reports during the week of Jan. 29-Feb. 5, 2018.

Warrant Arrests

Feb. 1 – Shelby Limback, 27, Bates City, was arrested on a St. Clair County warrant charging her with a class D felony of non-support. Bond is set at $1,000 cash only.

Feb. 2- Angel McDonald, 27, Nevada, was arrested by a St. Clair County deputy on a Dallas County warrant for a non-moving violation ordinance charge. Bond is set at $150 cash only.

The arrest comes after a St. Clair County deputy was called to assist a stranded vehicle in the roadway. A record check of the occupants revealed McDonald had a warrant out of Dallas County.

Burglary in Collins

Feb. 1 – St. Clair County deputy was dispatched to SE 1000 Rd. in regards to a broken window with the inside of the residence being ransacked.

The deputy met with Chelsea McDaniel. McDaniel stated she had moved out, but had left some of her possessions there. She also stated she drove to the house approximately twice a week to check on the residence. McDaniel stated when she drove to the residence today to check on it, she observed the window to the living room busted out.

McDaniel stated her kitchen stove, washer, dryer, refrigerator, and pot belly wood stove  were missing, along with a broken front door lock.

A request for prosecution was signed. Total estimated loss is valued at $500.

Stealing in Osceola

Jan. 31 – St. Clair County deputy was dispatched to Missouri Department of Transport Highway Department Service Center for a stealing report.

  Stanley “Stan” Jovich, a representative for the Missouri Highway Department, said one of their digital sign was broke into and 10 pro series deep cycle batteries were cut out. Jovich said the sign was located on the southwest corner of Hwy A and Hwy 52 intersection when the batteries were stolen.

  Jovich said the last time he knew the batteries were in the sign was Jan 25, 2018, and they noticed the batteries were missing Jan 31, 2018.

Burglary in Montrose

Jan. 31 –  St. Clair County deputy was dispatched to NW 1150 Rd.  in reference to a burglary.

Upon arrival, the deputy spoke with Jana Killiebrew. She stated she was at work last night. When she got off of work she checked her phone and found messages from ADT that her alarm had been activated.

When she arrived at the residence, Killiebrew noticed the bedroom window on the East end of the house had been removed and broken. The deputy checked the residence to make sure no one was still inside.

Killiebrew stated that two 40 inch Samsung TVs, a 65 inch Samsung TV, two small stereos, one large stereo, Nintendo WII game console with games, camera system, Virtual reality game system, three DVD players, two karaoke machines, Air fryer, a Soda Stream, a RCA laptop, and a PC laptop/tablet combo for a total loss of $8,900.

Evidence was collected at the scene and a suspect has been named. A request for prosecution has been signed.

Warrant Arrests

Feb. 5, Kimberly Adkins, 30, Springfield, was arrested on a St. Clair County warrant charging her with failure to appear in court on an unclassified misdemeanor of driving while revoked or suspended. Bond is set at $541.50 cash only.

The original charge stems from a traffic stop by a St. Clair County deputy on May 28, 2016.

Feb. 5, Cynthia Chaluisant, 38, Collins, was arrested on a St. Clair County warrant charging her with an unclassified felony of probation violation. Bond is set at $10,000 cash only.

The original class C felony possession of a controlled substance charge stems from a St. Clair County Sheriff’s Office and Mid Missouri Multi Jurisdictional Drug Task Force investigation in April 26, 2013 at a residence on TT Hwy, Osceola. During the investigation a glass pipe that contained white powder which field tested positive for methamphetamine was located in Chaluisant’s purse.

Feb. 4 – Casey Singleton, 43, Osceola, was arrested by a St. Clair County deputy for a class B misdemeanor of driving while intoxicated. Singleton was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy pulled Singleton over for lane violations. When the deputy approached the window to speak with the driver, he noticed a strong odor of alcohol. Singleton submitted to a field sobriety test and failed.

Feb. 3, Paul Beaty, 29, Lowry City, was arrested by a St. Clair County deputy for a class B misdemeanor of driving while intoxicated. Beaty was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy pulled Beaty over for a traffic violation. As the deputy approached the driver’s side window of the vehicle he could smell the strong odor of alcohol. Beaty submitted to a field sobriety test and failed.

Feb. 3, Vincent Mansell, 37, Harrah, OK, was arrested by a St. Clair County deputy for a class D felony possession of a controlled substance and a class D misdemeanor of unlawful possession of drug paraphernalia. Mansell was booked and released pending formal charges.

The arrest comes after the deputy pulled Mansell over for a traffic violation. Mansell gave the deputy consent to search the vehicle. During the search, the deputy found a glass pipe with a crystal like residue in it. A field test of the pipe showed positive for methamphetamine.

Feb. 2- Ashley Frizzell, 30, Golden City, was arrested on a St. Clair County warrant charging her with an unclassified felony of probation violation. Bond is set at $5,000 cash only.

The original class D felony charge of possession of a controlled substance comes from a St. Clair County investigation on Oct. 9, 2017. The arrest comes after the homeowner gave deputies consent to search the house that Frizzell was in. When asked if she had anything illegal on her or in her purse, she stated there were broken glass pipes in her purse.

Burglary in Osceola

Feb. 3 – St. Clair County duty was dispatched to NE Hwy C in reference to a burglary.

Upon arrival the deputy spoke with Howard Hart. Hart stated when he and his wife returned from being out of town, he went to put their passports into his safe and noticed the safe was missing.

Hart stated the safe had personal papers and pictures in it, along with a Citibank credit card and others. Hart said the Citibank card had been attempted to be used in El Dorado and Nevada.

Hart then started looking around his house and noticed two knives missing from his gun cabinet. There was a .44 Magnum revolver missing from the drawer of the gun cabinet.

Hart stated that upon arriving home, all the door and windows were locked and he did not see any forced entry into the home. The only way into the residence was through a dog door in the basement.

While they were out of town, their son, Richard Hart, was keeping an eye on the property and taking care of the animals. Hart spoke with his son about the missing items. Richard told his father that the only other people that were on the property were Cory Schmutz and Jessica Hutchins, but they had not been in the house.

Requests for prosecution were filled out. Total estimated value of missing items is $1,080.

St. Clair County Sheriff’s Office News Updates Feb. 5-9, 2018

Sheriff Scott Keeler reported deputies made four arrests during the week of Feb. 5-9, 2018.

Warrant Arrests

Brandon Ketterman- Feb. 8, Brandon Ketterman, 46, Osceola, was arrested by a St. Clair County deputy on a Henry County warrant for failing to appear in court on a class C felony possession of a controlled substance and a class A misdemeanor of unlawful possession of drug paraphernalia. Ketterman also has an unclassified felony warrant for probation violation out of Polk County. Total bond is set at $5,000 cash only.

Feb. 7, Melissa Zweifel, 24, Osceola, was arrested by a St. Clair County deputy on a Benton County warrant for failing to appear in court on a class C misdemeanor violation of education requirement for a child. Bond is set at $420.50 cash only.

The arrest comes after St. Clair County deputies and Henry County deputies were working together on a follow up to a stealing case. The deputies arrived at NE 600 Rd. and made contact with Zweifel at the residence. A record check showed she had a warrant out of Benton County.

On Feb. 6, Phillis Jackson, 40, Kansas City, was arrested on a St. Clair County warrant for a class D felony of possession of a controlled substance and a class D misdemeanor possession of marijuana. Total bond is set at $10,000 cash or surety.

The charges stem from a traffic stop by the Missouri State Highway Patrol on April 19, 2017.
