Sheriff Scott Keeler reported deputies made four arrests during the week of March 5-9, 2018.

Warrant Arrests

March 9 – Andrew Davis, 34, Osceola, was arrested on a St. Clair County warrant charging him with a class D felony domestic assault in the second degree. Bond is set at $15,000 cash or surety.

The charge comes after a St. Clair County investigation into a domestic disturbance on East Chestnut in Osceola. The victim stated that herself and Davis had been drinking and an argument occurred. At a point during the argument, the victim claims, Davis struck her and chocked her. She also claims Davis ripped a door off the hinges and threw it at her.

March 8 – Norman Beasley, 56, Clinton, was arrested on a St. Clair County warrant for a probation violation on a class A misdemeanor domestic assault in the fourth degree. Bond is set at $5,000 cash only.

March 7 – Tammy Davis, 37, Clinton, was arrested on a St. Clair County warrant charging her with a class A misdemeanor driving while revoked/suspended-second or third offense and a class B misdemeanor property damage-second degree. Total bond is set at $3,000 cash or surety.

The warrant stems from a St. Clair County investigation into damage done to motel rooms at the River’s Edge Bar and Grill in Roscoe on Sept. 17, 2017. After talking with an employee from River’s Edge, it was determined the suspects had just left the motel in a black SUV. While en route to River’s Edge, a deputy observed a black SUV at First St. and Hwy 82. After pulling over the suspect vehicle, the driver, later identified as Tammy Davis, tried to give the deputy a false name.

When the deputies arrived back at River’s Edge, they collected evidence and photographs from the damaged rooms. A request for prosecution was filled out.

March 7 – Jessica Hutchins, 30, Osceola, was arrested on a St. Clair County warrant charging her with two class D felonious counts of possession of a controlled substance, a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less, a class B misdemeanor failure to register motor vehicle, a class D misdemeanor driving while revoked/suspended, a class D misdemeanor no insurance, and an infraction for failure to secure a child less than eight years old in a restraint belt or booster seat. Total bond is set at $12,500 cash or surety.

The warrant stems from a traffic stop by a St. Clair County deputy on April 17, 2017. Hutchins was the driver of a vehicle that was pulled over for expired tags. When the deputy approached the vehicle, he noticed a male toddler not sitting in a booster seat or seat belt. A K9 unit arrived on scene and did an exterior sniff of the vehicle and alerted to the presence of narcotics. During the search of the vehicle, a marijuana cigarette was found, along with a prescription bottle, without Hutchins’ name on it, with multiple different pills in it.

March 11, Zachary Chiles, 28, Lowry City, was arrested on a St. Clair County warrant charging him with a class E felony of harassment in the second degree. Bond is set at $10,000 cash or surety.

The warrant comes after Chiles had made threatening remarks on Facebook to the employees and their family members of the St. Clair County State Bank.

March 11 – Mandy Hale, 35, Kansas City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Hale was booked and release pending formal charges.

The arrest comes after a vehicle Hale was driving was stopped for a traffic violation. During a search of the vehicle drug paraphernalia was found along with a container that Hale admitted keeps her methamphetamines in. The container tested positive for methamphetamines.

March 10 – John Wassenaar, 45, El Dorado Springs, was arrested on a St. Clair County warrant charging him with a class C felony possession of a controlled substance and a class A misdemeanor unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The warrant comes after a St. Clair County Sheriff’s Office and Mid Missouri Drug Task Force investigation on May 27, 2016. During a search of a residence, a straw was found in a suitcase that belonged to Wassenaar. The straw field tested positive for methamphetamines.

March 9 – Kurbin Menaugh, 28, Independence, was arrested on a class D felony of possession of a controlled substance and a class E felony unlawful possession of drug paraphernalia. Menaugh was booked and released pending formal charges.

Menaugh was a passenger in a vehicle that was pulled over for a traffic violation. During a search of the vehicle, a purse was found where Menaugh was sitting. Inside the purse, two glass pipes, straws and baggies with a crystal substance were found. Menaugh admitted the purse and contents were hers.

March 9 – Seneca Stenberg, 33, Stockton, was arrested by a St. Clair County deputy on a Polk County warrant for failing to appear in court. This is a no bond warrant.

Stenberg was a passenger in a vehicle that was pulled over for a traffic violation.

March 11, a St. Clair County deputy responded to a residence on NW Hwy E in Lowry City in reference to some stolen items.

Upon arrival, the deputy spoke with John Lysinger. He stated that he noticed some of his property missing from his garage. Lysinger listed the stolen items to be, a Stihl FS 90 straight shaft weed eater,  a Stihl MS 250 with 18 inch bar chainsaw, a Stihl MS 170 chainsaw, a Stihl (unknown model) leaf blower, and a trail camera. Total estimated loss is $960.

Photographs were taken from the scene and a request for prosecution was filled out.

March 7, a St. Clair County made contact with Kevin Parker via telephone in reference to a stolen four wheeler. Parker stated that someone stole a green 1999 Polaris 4×4 four wheeler from his property.

Parker did fill out a request for prosecution.

Stolen Motorcycle Out of Collins

On March 8, a St. Clair County deputy responded to a residence on SE 871 Road in Collins.

Upon arrival, the deputy spoke with Walter Beach. He stated someone stole a 1955 Harley Davidson motorcycle from a building on the property.  There were drag marks in the ground leading out of the building. Beach said his father, Donald Merchant, is the owner of the motorcycle.
