ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made nine arrests, took two burglary reports, a damaged property report, and captured a wanted suspect during the week of July 2-9, 2018.

Warrant Arrests

Eric Sipes- On July 9, Eric Sipes, 38, Lowry City, was arrested by a St. Clair County deputy on a class D felony domestic assault in the second degree. Sipes also has a warrant out of Henry County for failure to appear in court on a class D misdemeanor driving without a license. Bond for the Henry County warrant is $199 cash or surety. Sipes is on a 24 hour hold pending formal charges for the domestic assault arrest.

The arrest comes after a St. Clair County deputy was dispatched to a residence on NE Highway C in Lowry City.

A St. Clair County deputy made contact with Dee Moore. Moore stated that her and her son, Sipes, got into an argument while in a vehicle. Moore stated after they got inside the residence, Sipes pushed her and then struck Moore in the face with a closed fist. Moore advised that Sipes then put her into a choke hold and drug her across the floor.

When deputies arrived at the residence to make contact with Sipes, he refused to come out of the residence. The St. Clair County Special Response Team was dispatched to the residence. Sipes was taken into custody without incidence.

     

Mari Pack- On July 9, Mari Pack, 35, Montrose, was arrested by a St. Clair County deputy on a Henry County warrant charging her with failure to appear in court on a class D misdemeanor operating a motor vehicle without insurance. Bond is set at $127 cash or surety.

The charge comes from a traffic stop by the Missouri State Highway Patrol on March 17, 2018.

Cody Muncy- On July 8, Cody Muncy, 24, Independence, was arrested on a St. Clair County warrant charging him with a class C misdemeanor exceeding posted speed limit by 11-15 mph over and an unclassified misdemeanor operating a motor vehicle without a valid driver’s license. Total bond is set at $655 cash only.

     The charges come from a traffic stop by the Missouri State Highway Patrol on April 2, 2016.

     

David Constanzo- On July 8, David Constanzo, 23, Sedalia, was arrested by a St. Clair County deputy on a Pettis County warrant for failure to appear in court on an infraction charge for failing to display plates on motor vehicle/trailer. Bond is set at $118 cash only.

The charge comes from a traffic stop in Pettis County on Jan. 16, 2017

     

Brittney Shipman- On July 8, Brittney Shipman, 28, Clinton, was arrested by a St. Clair County deputy on Henry County warrants for failing to appear in court on infraction charges of no seat belt and displaying/possessing motor vehicle/trailer plates of another person. Bond is set at $10 cash only and $195 cash or surety.

The charges come from traffic stops by the Missouri State Highway Patrol on Nov. 29, 2017 and Dec. 9, 2017.

     

Robert Thomas Sr.- On July 6, Robert Thomas Sr., 57, Osceola, was arrested by a St. Clair County deputy on a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Thomas was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy pulled over the vehicle Thomas was driving for an equipment violation. The deputy asked for and was given consent to search the vehicle by Thomas. During the search of the vehicle a marijuana roach and a marijuana cigarette were found.

Alisha Weyant- On July 4, Alisha Weyant, 35, Clinton, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Weyant was booked and released pending formal charges.

The charges come after the vehicle Weyant was driving was pulled over for an equipment violation. A K9 unit was called to the scene. The K9 did an exterior sniff test of the vehicle and alerted to the odor of narcotics. Weyant stated there would be some residue on the soda can that was in the vehicle. There was also a dollar bill located in Weyant’s wallet that had a white crystal like residue on it. The dollar bill field tested positive for methamphetamines.

William Dorman- On July 4, William Dorman, 50, Clinton, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D misdemeanor possession of drug paraphernalia. Dorman was booked and released pending formal charges.

The charges come after a St. Clair County deputy pulled over the vehicle that Dorman was a passenger in for an equipment violation. A K9 unit was called to the scene. The K9 did an exterior sniff test of the vehicle and alerted to the odor of narcotics. During the search of the vehicle, a soda can was found with a white crystal like residue on it and a dollar bill was found that had a white crystal like residue on it. The dollar bill field tested positive for methamphetamines.

Benny Smith Jr.- On July 2, Benny Smith Jr., 31, Lebanon, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The original charges stem from an Osceola Police Department investigation on May, 2, 2018.

Burglary in Osceola

On July 9, a St. Clair County deputy was dispatched to the Missouri Department of Transportation hub in Osceola in reference to a burglary.

Upon arrival, the deputy spoke with Stan Jovich. Jovich stated that he locked the office on the evening of July 5. When he returned on the morning of July 9, he noticed a window was broken out. He also stated that someone reached through the broken window and removed a metal pipe used to keep the back door locked.

Jovich stated that multiple drawers and cabinets had been gone through. There was $80 cash stolen out of a file cabinet along with an unknown amount of loose change.

Evidence was collected from the scene.

Wanted Person Captured in Lowry City

On July 4, a St. Clair County deputy was dispatched to NE 969 Private Road in reference to a possible shooting suspect.

The deputy was advised through dispatch to be on the lookout for a male subject with long brown hair, blue jeans, and a black leather vest, driving a white in color pickup. The individual was wanted by the Hickory County Sheriff’s Office in connection to a shooting incident.

Upon arrival, the deputy observed a white in color 2002 Ford Ranger in the yard of the residence with an individual matching the description sitting in the driver’s seat, who appeared to be asleep.

A second deputy arrived on scene and both deputies approached the vehicle. The deputies were able to awaken the subject and assist him out of the vehicle. When the subject exited the vehicle, a stainless 9mm semi-automatic handgun was found in the driver’s seat.

The subject was identified as Calvin Baker.

Upon further searching the individual, a metal container was found on his person that contained a small plastic straw, three zip lock baggies, and a small piece of black plastic. The zip lock baggies contained a white crystal like residue. The residue did field test positive for methamphetamines.

The subject, along with the weapon, were transported to the St. Clair/Hickory County line and transferred into the custody of the Hickory County Sheriff’s Office.

Charges are pending out of St. Clair County.

Damaged Mailbox in Osceola

On July 4, a St. Clair County deputy was dispatched to NW Highway E in reference to property damage.

Upon arrival, the deputy spoke with Zane Gray. Gray stated that sometime during the night someone had damaged his mailbox. Gray stated that this has happened before and it would cost about $75 to repair the mailbox.

Assault and Burglary in Appleton City

On July 3, a St. Clair County deputy was dispatched to NW Highway M in reference to an assault and burglary.

While en route to the residence, the deputy spoke with Jimmy Bock on the phone. Bock stated he is renting a house to Kenneth Collins, Jr. and Pamela Williams without a written lease, but wants them off the property now. The deputy advised Bock, he would have to evict the residents.

The deputy arrived on scene and spoke with Kenneth Collins, Jr. Collins stated that when he arrived home he seen someone had mowed the grass and he noticed some of his belongings missing. Collins also stated that his landlord came onto the back porch of the residence and started to yell at him to get out. Then Bock spat onto Collins’ face and acted like he was going to hit Collins. Pamela Williams came outside and stated she was going to call 911. Bock left the property.

Collins stated that someone had been into his residence and that several items were missing. Collins lists the items as a kitchen trashcan, dishes, a 30 pound bag of dog food, a baby gate, two red lawn chairs, a Craftsman push mower, a pneumatic Bostitch coil nail gun, a pneumatic Bostitch frame nail gun, a 25 gallon Craftsman air compressor, a 100 foot air hose, a Milwaukee hammer drill, a Craftsman tool chest, a pneumatic dual action sander, miscellaneous hand tools, and an aluminum truck bed tool box. Total estimated loss value is $1,942.

Collins filled out a request for prosecution.
