Sheriff Scott Keeler reported deputies made four arrests and took multiple reports during the week of March 18-25, 2019.

Warrant Arrests

Makenzi Murphy- On March 21, Makenzi Murphy, 18, Lowry City, was arrested on a St. Clair County warrant charging her with a class D felony stealing and a class E felony fraudulent use of a credit/debit device. Bond is set at $10,000 cash or surety.

The original charges stem from an Osceola Police Department investigation in March of 2019.

Connie Brakebill- On March 20, Connie Brakebill, 49, unknown, was arrested by a St. Clair County deputy on a misdemeanor A failure to yield to an emergency vehicle sounding siren and displaying red/blue lights. Brakebill was booked and released pending formal charges.

The arrest comes after a St. Clair County tried to calm down Brakebill down during a keep the peace. Brakebill got upset and left the scene in her vehicle, refusing to stop for the deputy. Brakebill ran multiple stop signs and continued speeding southbound Highway 13. Brakebill finally stopped her vehicle when she noticed a spike strip deployed by a Polk County deputy.

Brandon Wood- On March 20, Brandon Wood, 26, Osceola, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Wood was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy stopped to check on a stranded motorist. After making contact with the driver and passenger, the deputy had the passenger, Wood, stand in front of the vehicle. When the deputy went to check Wood for weapons, the deputy observed Wood drop a glass pipe into the engine compartment on the vehicle.

Joseph Howery- On March 18, Joseph Howery, 20, Appleton City, was arrested on a St. Clair County warrant for a probation violation on an original class A misdemeanor domestic assault in the third degree. Bond is set at $10,000 cash only.

The charge stems from an incident on March 7, 2016, when a St. Clair County deputy took a report on West 6th Street, Appleton City, in reference to Howery allegedly holding a knife to a juvenile’s throat.

Dog Attack in Schell City

On March 24, a St. Clair County deputy was dispatched to a residence on SW 200 Road in reference to an animal complaint. Upon arrival, the deputy made contact with Raymond Evans. Evans stated that his neighbor’s dogs had attacked and killed one of his dogs.

Evans stated two days ago he had discovered one of his Border Collie dogs had been attacked and was bleeding from the mouth and neck. Evans stated he went to the Veterinarian and picked up some antibiotics, hoping his dog would pull through. Evans found his dog dead the morning of March 24.

Evans stated he has also had five of his sheep killed over the last few months. He also stated he did not witness any of the attacks, but did see one of the neighbor’s dogs eating one of the dead sheep.

Evans filled out a request for prosecution. Evans’ estimated loss from the dog and sheep is $3,000.

The deputy made contact with the neighbor, Brian Hearting. Hearting stated he did not know his dogs had got into a fight with one of Evans’ dogs, but did notice some blood and cuts on one of the dogs’ face.

Stolen Vehicle Recovered in Osceola

On March 22, St. Clair County deputies recovered a stolen vehicle out of Kansas. The St. Clair County Sheriff’s Office was notified by the Missouri State Highway Patrol of a possible stolen vehicle traveling southbound on Highway 13 coming through St. Clair County.

St. Clair County dispatch notified all units of the vehicle description. While staged at Highway 13 and Highway 82, a unit observed a vehicle matching the given description with a Kansas registration, traveling southbound Highway13.

The deputy activated his lights and sirens and the suspect vehicle pulled to the right side of the highway. Back up units arrived on scene. The driver and passenger were ordered out of the vehicle. A record check was performed on the driver and passenger.

During the investigation, it was determined that the driver’s daughter had told her parents to take the rented vehicle. The vehicle was originally rented by the daughter’s boyfriend, and never returned to the rental agent.

Property Damage in Monegaw Springs

On March 21, a St. Clair County deputy was dispatched to a property on NW 40 Road in reference to some hay bales that had burned. Upon arrival, the deputy spoke with fire department personnel who showed the deputy a set of tire tracks at the bales and what appeared to be a tire burn out mark.

The deputy spoke with the owner of the hay bales, Clint Dutcher. Dutcher named a person of interest. Dutcher stated approximately 38 hay bales burned and estimated the total loss at $4,000.

The deputy collected witness statements and made contact with the person of interest. The investigation is ongoing.

Stolen Cattle Out of Osceola

On March 19, a St. Clair County deputy took a report of stolen cattle. James Naylor came into the Sheriff’s Office to report he has six cattle missing from his pasture off of SE 140 Road. Naylor stated that between, Feb. 16 and March 19, he counted the herd multiple times and only came up with 30 cattle instead of the 36 he should have. Naylor also stated that he had walked the fence lines and they were in good condition.

Estimated loss value of the cattle is $5,400.
