ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made six arrests during the weeks of May 13-20, 2019.

Warrant Arrests

Joshua Young- On May 19, Joshua Young, 35, Appleton City, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance, two counts of a class D felony delivery or possession of a controlled substance at a county/private jail/correctional center without a written prescription, and a class A misdemeanor unlawful possession of drug paraphernalia-prior offense. Bond is set at $15,000 cash only.

The arrest comes after a deputy performed a traffic stop on the vehicle Young was a passenger in for an equipment violation. After getting consent to search the vehicle from the driver, the deputy found a green bag on floor board in the passenger area of the vehicle. Inside the bag was a syringe, a plastic bag with a white crystal like substance, and a pair of “brass” knuckles. The crystal like substance did field test positive for methamphetamine.

While being transported to the jail, the deputy reminded Young, that if he had anything else hidden on his person, he needed to speak up now. Young stated he did have some pills on his person. Upon arrival, Young was taken in to be searched. The correctional staff did locate the pills and a plastic bag with a crystal like substance. All evidence was collected.

Peggy Davis- On May 17, Peggy Davis, 64, O’Fallon, was arrested by a St. Clair County deputy on a class D felony unlawful possession of a firearm, a class B misdemeanor trespassing in the first degree, and a class A misdemeanor resisting or interfering with arrest/detention/stop. Davis was placed on a 24 hour hold pending formal charges.

The arrest comes after St. Clair County deputies were dispatched to a residence on SE Highway V in reference to a disturbance in progress. Upon arrival, one of the deputies made contact with Davis. Another deputy made contact with Deborah Shipman. Shipman stated she told Davis several times to leave the property.

Davis became increasingly agitated and was told to leave the property by the deputies. Davis continued to yell and refused to leave and was placed under arrest. While being handcuffed, Davis resisted the deputies. A handgun was located in Davis’ vehicle.

Michael Mullen, Jr.- On May 17, Michael Mullen, Jr., 39, Urich, was arrested by a St. Clair County deputy on a Henry County warrant for failure to appear in court. Bond is set at $225 cash only.

Christian Woodrome- On May 16, Christian Woodrome, 22, Lowry City, was arrested by a St. Clair County deputy on a warrant from the Grandview Police Department on an ordinance for simple assault. Bond is set at $1,000 cash or surety.

William Moon- On May 15, William Moon, 27, Clinton, was arrested by a St. Clair County deputy on a Johnson County warrant for a parole violation. This is a no bond warrant.

Robin Sparks- On May 15, Robin Sparks, 51, Sabetha, KS, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The warrant comes after St. Clair County deputies were dispatched to residence on NE 650 Road in reference to a disturbance in progress. Upon arrival, the deputies noticed a female subject, later identified as Sparks, in an agitated state. Sparks was not following the orders of the deputies. Sparks was handcuffed for safety reasons. Before being placed in the back of the patrol car, a female deputy performed a pat down search. During the search, a plastic bag containing a white crystal like substance was found, along with two straws that had a white crystal like residue in them.
