The Cedar County Commission met July 12, 2021. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Ted Anderson, Southern Commissioner; Heather York, County Clerk.

Met with Chad Pyle, Assessor

Requests to process court order #26792, 26807-26816, to add-on the assessed valuation of newly purchased personal property.

Cheryl Marcum stopped in to discuss current status of SB391 lawsuit, a water testing survey project that has been scheduled for August by the MO Coalition for the Environment, and provided a watershed map of Cedar Creek from DNR.

Resident stopped in to report spot grading on CR1225 of 600 yards out of 3 miles isn’t enough.  There is too much water running down the road, needs crowning, and ditching.  Resident was told our maintenance policy is to try to complete 4 road grading trips per year per road but would ask road and bridge supervisor to check on the location.

Met with Mikayla Neil, University of Missouri Extension

Presented monthly report of activities.  They have been busy with the youth fairs, Cedar County Youth Fair 3 weeks ago, Bates County Youth Fair last week, Land of Lakes Youth Fair and Vernon County Youth Fair are this week.  Also noted that the YPA position was vacated on 7/01/2021 and they are looking for a replacement.

Met with David and LeDon Roberts to discuss road closure of CR1180 prior to road hearing.

Met with David Stafford petitioner to vacate a segment of CR1180.  The county commission granted Ginnese Oglesby, a bordering property owner, permission to clear the abandoned county road for more direct access for a driveway on September 23, 2019.

Motion by Boultinghouse to decline proceeding with closing CR1180 at this time due to granting access to the bordering resident, second by Anderson.  Anderson – Yes; Boultinghouse – Yes; Collins – Yes

Met with Kelly Vert, MO Jobs Center

Discussed options to promote jobs currently available for immediate employment with Cedar County.  Recommends Facebook for new job postings, and on jobs.mo.gov, offer OJT cost reimbursement  based on eligibility of averaging 700 hours at 50% with other employers.  Currently hiring two new people for road and bridge, and several more with the Sheriff’s Office.  It was decided that we would skip the OJT agreement for now and focus on a job fair, scheduled for July 29th, at 11:00 a.m.-1:00 p.m. in the Cedar County Courthouse.

Call received from Attorney Stephen Jeffrey but were in the middle of discussion with Kelly Vert, scheduled a call back for afternoon.

Bid Opening – Bank Depository Agreement

Received bid for bank depository from Simmons Bank.  The bid was not accepted until the clerk can compare the current contract to the new quote.  Clerk will meet with Simmons later in the week if possible.

Met with DJ Ford, Road & Bridge Supervisor

Discussed road maintenance needed on CR1225, and CR2045. Commission granted DJ Ford approval to attend the annual MACTO training in Columbia on Oct. 6th, and 7th.

Public Administrator car was delivered to CarX for a tire sensor repair last week, it was later rear ended in the CarX parking lot.  An accident report is being prepared by the Sheriff’s Office for insurance and the tire sensors have been repaired.

Met with Sheriff James McCrary

Inmate Housing = 64

Discussed whether he was interested in adding job openings to the job fair set for July.  He will work up job descriptions and how many jobs he has available and provide the clerk.

Discussed status of Householder’s being held in another county jail awaiting trial, and the need for relocation again.  Brown is also still being held, awaiting sentencing.

Reporter Allison Kite, Missouri Independent stopped in to interview the commission on SB391.  Collins and Boultinghouse responded to the questions by Ms. Kite as Anderson was not present when the CAFO Ordinance was established, or when SB391 passed.  Collins stated in the beginning before a CAFO ordinance was established there were rumors for hog farms making resurgence but nothing occurred at the time.  Sometime later, local farmers and residents began reporting complaints of encroachment, improper disposal, odor, and various other complaints; this is what prompted the commission to implement a CAFO ordinance.

Met with Peggy Kenney, Treasurer

Reviewed bank depository bid received by Simmons Bank.

Call placed to Attorney Stephen Jeffrey, call went to voicemail, received no call back for the day.

Commission approved quarterly Assessor report.

Commission approved Sho-Me Technologies easement.

Reviewed monthly report from the Recorder of Deeds and County Clerk’s Offices.

Bills and payroll were approved.
