Sheriff Scott Keeler reported deputies made 10 arrests and took multiple reports during the week of May 19 through 26, 2020.

Warrant Arrests

Andrea Campbell- On May 22, Andrea Campbell, 29, Warrensburg, was arrested on two St. Clair County warrants. Campbell was charged with a class D felony possession of a controlled substance and a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Campbell was also charged with a class E felony damage to jail/jail property. Total bond is set at $8,500 cash or surety.

The warrant comes after a St. Clair County deputy performed a traffic stop on the vehicle Campbell was driving for an equipment violation. During the stop, the deputy asked if there was anything illegal in the vehicle and asked for consent to search it. Campbell consented to the search. During the search, a bag was located that had marijuana in it. In another backpack located in the vehicle, a deputy located a tube that contained a white powdery substance. The substance field tested positive for heroin. Campbell admitted to the backpack as being hers.

After being booked into the jail Campbell was allowed to use the desk phone. Campbell was told multiple times to wrap up the call. Campbell got agitated and shoved the desk phone onto the floor, causing the phone to break.

David Arduser Jr.- On May 21, David Arduser, was arrested on a St. Clair County warrant charging him with a class E felony resisting arrest/detention/stop by fleeing and a class A misdemeanor driving while intoxicated-prior offense. Bond is set at $4,000 cash or surety.

The arrest comes after a St. Clair County deputy tried to perform a traffic stop on the vehicle Arduser was driving for a moving violation. Arduser failed to yield and stop to the deputy. After a short pursuit, Arduser stopped his vehicle. Arduser was ordered to the ground, face down. Arduser failed to comply. While deputies were placing Arduser into handcuffs, a deputy could smell the strong odor of intoxicants coming from Arduser.

Arduser was taken into custody and a breathalyzer test was requested. Arduser consented to the test and had a blood alcohol concentration of .116%.

Vincent Wallace- On May 21, Vincent Wallace, 32, unknown, was arrested by a St. Clair County deputy on a St. Charles County warrant for failure to appear in court on an ordinance charge. Bond is set at $103 cash only.

Kathryn Yates- On May 21, Kathryn Yates, 54, Thornton, CO, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Yates was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Yates was driving for an equipment violation. Upon contact with Yates, the deputy could smell the strong odor of marijuana. Yates stated she had smoked it earlier. The deputies conducted a search of the vehicle. The deputies found a pink baggie containing a crystal like substance that did field test positive for methamphetamine. Also located was a container with marijuana residue in it, a vape pen with THC in it, and a light bulb that contained a white residue in it.

Rodney Nitchals- On May 20, Rodney Nitchals, 35, Appleton City, was arrested by a St. Clair County deputy on a class D felony assault in the second degree. Nitchals was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to Casey’s General Store in Appleton City in regards to a fight in progress. Upon arrival, the deputy made contact with Nitchals. Nitchals stated he and Russell Morris got into an argument. Nitchals stated he got angry and struck Morris with the chain attached to his wallet. Nithcals stated Morris chased him behind Casey’s General Store and hit him in the face multiple times.

Russell Morris- On May 20, Russell Morris, 21, Appleton City, was arrested by a St. Clair County deputy on a class D felony assault in the second degree. Morris was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to Casey’s General Store in Appleton City in regards to a fight in progress. Upon arrival, the deputy made contact with Morris. Morris stated he and Rodney Nitchals had been arguing and Nitchals pulled out his wallet with a chain attached to it and struck Morris. Morris stated he pushed Nitchals down. Nitchals got back up and continued at Morris. Morris struck Nitchals several times with a closed fist.

Joseph Arnold- On May 20, Joseph Arnold, 35, Bolivar, was arrested by a St. Clair County deputy on a class E felony driving while suspended/revoked. Arnold was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Arnold was driving for a moving violation. The deputy made contact with the driver, later identified as Arnold, and asked for his driver’s license. The driver advised he did not have one. The duty gathered Arnold’s information by word of mouth. A record check revealed Arnold driving privileges had been revoked with multiple previous convictions.

Franklin Keith- On May 19, Franklin Keith, 28, Appleton City, was arrested on a St. Clair County warrant charging him with a class E felony domestic assault in the third degree and a class B misdemeanor property damage in the second degree. Bond is set at $5,000 cash or surety.

The warrant comes after a deputy was dispatched to a residence on NE 177 Private Road in regards to a domestic assault that had just occurred. Upon arrival, the deputy spoke with Brittany Keith. Brittany stated Franklin had come to the house to pick up their kids for visitation. During their conversation Franklin got agitated and punched two holes in a wall. He then turned towards Brittany and head butted her in the nose causing her to bleed.

Samuel Lyons- On May 19, Samuel Lyons, 41. Lowry City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class E felony unlawful possession of drug paraphernalia-amphetamine or methamphetamine. Lyons was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Lyons was driving for a moving violation. During contact, the deputy asked if there was anything illegal in the vehicle. Lyons handed the deputy a cigarette pack that had a half smoked marijuana cigarette in it. Lyons was asked to step out of the vehicle. Upon searching the vehicle, the deputies located a glass pipe and a plastic bag containing a white powder. The powder field tested positive for cocaine.

Timothy Stevens- On May 19, Timothy Stevens, 37, Osceola, was arrested on a St. Clair County warrant charging him with three unclassified felonies for sodomy or attempted sodomy in the first degree-aggravated sexual offense and a class D felony statutory rape in the second degree. This is a no bond warrant.

The warrant comes after the St. Clair County Sheriff’s Office was notified of allegations that Stevens had inappropriately touched juvenile female victims.

Stealing in Roscoe

On May 23, a St. Clair County deputy was dispatched to a residence on SW Spring Street in reference to stealing and property damage. Upon arrival, the deputy spoke with Edwin Boyd. Boyd stated when he arrived at his property he noticed his self propelled 21 inch TORO push mower and a black plastic lawn cart were missing. Boyd also noticed the doorknob on his shed had been damaged with marks on the door and door frame. Boyd stated the ladder he keeps at his shed had also been moved.

Estimated total loss value is $435. The deputy photographed the scene.

Stealing in Lowry City

On May 22, a St. Clair County deputy was dispatched a call on NE 1270 Road in regards to a stolen paddle boat. The deputy spoke with Jim Raysik. Raysik stated a paddle boat was stolen from a barn on the property. It is a blue and white paddle boat. It was last seen approximately two weeks ago.

Property Damage in Schell City

On May 21, St. Clair County deputies were dispatched to the Speedwell Baptist Church in reference to property damage. Upon arrival, the deputy spoke with Darren Tolive. Tolive stated he did not notice anything missing from the church, but a door and door frame were damaged.

Total estimated loss value is $300. The scene was photographed.

Stealing in Collins

On May 20, a St. Clair County deputy was dispatched to a residence on SE 575 Road in regards to stolen property. Upon arrival, the deputy spoke with Charles Ferguson. Ferguson stated he went to his gun safe and found that a large roll of $2 bills were missing along with silver coins, half dollar coins and the bottom of his children’s piggy banks had been cut open and the money was gone out of them. Estimated total loss value is $1,000.

A suspect has been named.

Property Damage in Schell City

On May 20, a St. Clair County deputy was dispatched to SW 1401 Road in reference to property damage. Upon arrival, the deputy spoke with David Spencer. Spencer stated someone had attempted to steal his tractor sometime during the night. Someone had broken out a back window and cut themselves in the process.

Evidence and photos were collected from the scene and a request for prosecution was filled out. A suspect has been named.
