Sheriff Scott Keeler reported deputies made 14 arrests and took a property damage report during the week of July 7 through July 14, 2020.

Warrant Arrests

Brandi Fine- On July 14, Brandi Fine, 30, Fairplay, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class E felony unlawful possession of drug paraphernalia-amphetamine or methamphetamine. Fine was placed on a 24 hour hold pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Fine was a passenger in for an equipment violation. The deputy made contact with the driver. The driver gave consent to the deputy to search the vehicle. During the search, a bag was located that contained two syringes. One syringe had a clear liquid in it. The liquid did field test positive for methamphetamine. A continued search revealed more syringes, a spoon with residue, a scale, and a pop can with residue on the bottom of it. Fine admitted to the items to being hers.

Amy McCarty- On July 13, Amy McCarty, 35, Lee’s Summit, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. McCarty was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to a suspicious vehicle in Pilot Travel Center’s parking lot. Upon arrival, the deputy made contact with the vehicle. The deputy observed the door to the vehicle wide open and seen two females inside that appeared to be asleep. The deputy made contact with the driver, McCarty and asked if they were okay. Both occupants appeared to be nervous when asked if there was anything illegal in the vehicle. The deputy asked for and was granted consent to search the vehicle. During the search, a glass plate with a white powdery residue on it was located. The residue field tested positive for methamphetamine. Both McCarty and the other female admitted that there would be a substance on the plate.

Natalie Howe- On July 13, Natalie Howe, 39, Kansas City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Howe was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to a suspicious vehicle in Pilot Travel Center’s parking lot. Howe was in the passenger seat when the deputy made contact with the diver. During conversation, the deputy asked for and was granted consent to search the vehicle. During the search, a glass plate was located with a white powdery substance on it. The substance did field test positive for methamphetamine. Both Howe and the driver of the vehicle admitted that there would be a substance on the plate.

Ardina Green- On July 12, Ardina Green, 44, Roscoe, was arrested by a St. Clair County deputy on a class E felony operating a vehicle on a highway without a valid license-third or subsequent offense. Green was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed an investigative stop on the vehicle Green was driving. A record check showed Green had prior charges for driving without a valid license.

Brenda Lane- On July 12, Brenda Lane, 52, unknown, was arrested by a St. Clair County deputy on a class E felony unlawful possession of drug paraphernalia-amphetamine or methamphetamine. Lane was booked and released pending formal charges.

The arrest comes after the vehicle Lane was a passenger in was pulled over for a moving violation. The deputy made contact with the driver of the vehicle and explained the reason they were pulled over. During the conversation, the deputy asked for and was given consent to search the vehicle. During the search, a straw was located were Lane was sitting. A field test of the straw was positive for methamphetamine.

Kenda Meredith- On July 12, Kenda Meredith, 31, Appleton City, was arrested on a St. Clair County warrants charging her with a class D felony possession of a controlled substance, a class D misdemeanor unlawful possession of drug paraphernalia. The second warrant charges her with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Total bond is set at $7,500 cash or surety.

The first warrant comes from an investigation by the St. Clair County Sheriff’s Office in December of 2019. The warrant comes after a St. Clair County deputy performed a traffic stop on the vehicle Meredith was driving for an equipment violation. During the stop, Meredith gave the deputies consent to search the vehicle. During the search, the deputies located a make-up bag that had a loaded syringe that field tested positive for methamphetamine. Also located were a bag with a white crystal like substance, a bag with marijuana, and 16 syringes.

The second warrant comes after an investigation by the St. Clair County Sheriff’s Office in April of 2020. The warrant comes after St. Clair County deputies were dispatched to E 2nd Street in Appleton City in reference to drug activity. Upon arrival the deputies made contact with the reporting party, Kalen Meredith. The Kalen stated she had found a syringe in her sister’s belongings. The syringe field tested positive for methamphetamine. The deputies asked for and were given consent to search Kenda’s room. During the search two spoons were located that field tested positive for methamphetamine.

Haylee Sieleman- On July 12, Haylee Sieleman, 19, Deepwater, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $7,500 cash or surety.

The original charges stem from a Mid Missouri Drug Task Force investigation in September of 2018.

William Taylor-West- On July 11, William Taylor-West, 22, Carterville, was arrested by a St. Clair County deputy on a Jasper County warrant charging him with failure to appear in court. Bond is set at $1,500 cash or surety.

Delia Taylor- ON July 11, Delia Taylor, 22, Carterville, was arrested by a St. Clair County deputy on a Jasper County warrant charging her with failure to appear in court. Bond is set at $200 cash only.

Felicia Shepherd- On July 10, Felicia Shepherd, 37, Springfield, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance, a class D misdemeanor unlawful possession of drug paraphernalia, and a class B misdemeanor making a false report. Shepherd was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was checking on a suspicious vehicle. The deputy made contact with the driver who was out at a residence. While speaking with the driver, the deputy asked if there was anyone else in the vehicle. The driver stated there was not. When the deputy shined their light on the vehicle, they noticed a female subject in the vehicle. The deputy then made contact with the female subject. The female identified herself as Alexandra Heinrichs.

While speaking with the two subjects, the deputy asked for and was denied consent to search the vehicle. The deputy requested a K9 unit to the scene. While the K9 was being dispatched, Heinrichs admitted to a glass pipe in the vehicle. The K9 arrived on scene and performed an open air sniff test of the vehicle. The K9 did alert to the odor of narcotics.

The deputy searched the vehicle and retrieved the glass pipe. Nothing else was located.

While checking the identification of Heinrichs, the deputy noticed the picture did not look like the female subject. The deputy asked if she was lying about who she was; the female stated she was. The female stated she lied because she had warrants. She stated her real name was Felicia Shepherd. A record check revealed she had a warrant out of Greene County and a warrant out of Newton County.

Amber Stevens- On July 9, Amber Stevens, 30, Kansas City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D felony unlawful possession of a firearm. Stevens was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Stevens was a passenger in for an equipment violation. During conversation, the deputy was granted consent to search the vehicle. During the search, a pill bottle was located that contained a plastic baggie. Inside the baggie there was a crystal like substance. The substance field tested positive for methamphetamine. Also located was a pistol.

James Talley- On July 9, James Talley, 35, Kansas City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Talley was placed on a 24 hour hold pending formal charges.

During conversation, the deputy was granted consent to search the vehicle. During the search, a pill bottle was located that contained a plastic baggie. Inside the baggie there was a crystal like substance. The substance field tested positive for methamphetamine.

Porsche Keith- On July 8, Porsche Keith, 28, Appleton City, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance. Bond is set at $15,000 cash or surety.

The warrant comes after the vehicle Keith was a passenger in was pulled over for a moving violation. While Keith was outside of the vehicle, the deputy asked if she had anything illegal on her person. Keith removed a plastic baggie from her pocket that contained a crystal like substance. The substance did field test positive for methamphetamine.

Laura Hahn- On July 7, Laura Hahn, 55, Kansas City, KS, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The warrant comes after the vehicle Hahn was driving was pulled over for a traffic violation in April of 2018. The deputy asked for and was given consent to search the vehicle. During the search of the vehicle a glass pipe with a white crystal like residue was found, along with a straw with residue. Both the pipe and straw field tested positive for methamphetamines.

Stolen Vehicle in Collins

On July 11, a St. Clair County deputy was dispatched to SE 951 Road in reference to a stolen vehicle. Upon arrival, the deputy spoke with Barbara Ulbright. Ulbright stated after her brother passed, his white 1995 Chevrolet Sierra was left in the driveway of his residence and Ulbright was going to take care of his things when she made it to town. When she arrived, she noticed the truck was missing. The truck was last seen a week ago.

Property Damage in Lowry City

On July 9, a St. Clair County deputy was dispatched to a residence on NE 51 Road in reference to property damage. Upon arrival, the deputy made contact with Scott Brecht. Brecht stated people driving four wheelers come down the road multiple times a week. Brecht advised that when the white male on a green in color four wheeler was driving erratically on the road at approximately 7:15 p.m., rocks were thrown towards his house causing a window to break.

The deputy collected evidence from the scene. Brecht filled out a request for prosecution. No know loss value at time of this report.
