ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 21 arrests and took multiple reports during the weeks of July 14 through July 28, 2020.

Arrests

Shaun Norval- On July 28, Shaun Norval, 30, Rockville, was arrested by a St. Clair County deputy on a class B felony driving while intoxicated-habitual. Norval was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Norval was driving for a moving violation. Upon further investigation and a field sobriety test, Novrval was placed under arrest for driving while intoxicated on drugs.

Amanda Crawford- On July 26, Amanda Crawford, 31, Lowry City, was arrested on a St. Clair County warrant charging her with an ordinance of no insurance. Bond is set at $144 cash only.

The original ticket comes from a traffic stop by the Lowry City Police Department in February of 2020.

Ronald Papstein- On July 26, Ronald Papstein, 57, Collins, was arrested on a St. Clair County warrant charging him with a class E felony harassment in the first degree and a class B misdemeanor unlawful use of a weapon. Bond is set at $5,000 cash or surety.

The warrant comes after Papstein was identified as a suspect in a St. Clair County Sheriff’s Office investigation regarding harassment and bullet holes being found in the neighboring property.

Glenn Kreisel- On July 25, Glenn Kreisel, 19, Belton, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Kreisel was booked and released pending formal charges.

The arrest comes after the vehicle Kreisel was driving was pulled over for a moving violation. Upon contact with the driver, the deputy could smell the odor of marijuana emitting from the vehicle. The deputy asked if there was anything illegal in the vehicle and the front passenger handed the deputy a plastic bag with some marijuana in it and a glass pipe. The deputy had the occupants of the vehicle exit the vehicle so the deputy could perform a search of the vehicle. During the search, the deputy located a container that had a pill in it. When the deputy asked Kreisel what it was, Kreisel stated it looked like “molly”, commonly known as ecstasy.

Clayton Zachary- On July 24, Clayton Zachary, 29, Flemington, was arrested by a St. Clair County deputy on a class D felony unlawful possession of a firearm. Zachary was booked and released pending formal charges.

The arrest comes after the vehicle that Zachary was a passenger in was pulled over for an equipment violation. The deputies on scene were granted consent to search the vehicle by the driver. During the search, an altered shotgun was located in the trunk of the vehicle. Zachary admitted to buying it from a friend.

William Garrison- On July 23, William Garrison, 64, Osceola, was arrested on a St. Clair County warrant charging him with a class E felony harassment in the first degree, a class E felony parental kidnapping, and a class A misdemeanor violation of order of protection for an adult. Bond is set at $10,000 cash or surety.

The warrant comes after Garrison violated the order of protection against him. Garrison refused to let the child go to the court ordered guardian.

Scotty Hillis- On July 23, Scotty Hillis, 46, Collins, was arrested on a St. Clair County warrant charging him with a class D felony burglary in the second degree. Bond is set at $7,500 cash only.

The warrant comes after a St. Clair County Sheriff’s Office investigation into a burglary in February of 2020. Hillis was identified as the suspect in the investigation.

Kyle Ewing- On July 22, Kyle Ewing, 28, El Dorado Springs, was arrested by a St. Clair County deputy on a class A misdemeanor driving while revoked/suspended-second or third offense. Ewing was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to check the well being of driver that was slumped over the steering wheel of his vehicle. When the deputy arrived on scene, Ewing raised his head and looked at the deputy. After making sure Ewing was okay, the deputy performed a record check. A record check showed that Ewing had a revoked license.

Bryan McKim- On July 22, Bryan McKim, 46, El Dorado Springs, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $7,500.

The warrant comes after a St. Clair County deputy performed a traffic stop on the vehicle that McKim was driving for a moving violation and an equipment violation. While performing a records check of McKim, a K9 unit was called to the scene. The K9 performed an open air sniff test of the vehicle and did alert to the odor of narcotics. A search of the vehicle revealed a plastic bag with a white crystal like substance and a glass pipe. The substance and glass pipe both field tested positive for methamphetamine.

Gary White- On July 22, Gary White, 38, Kansas City, was arrested by a St. Clair County deputy on a Carroll County warrant charging him with an ordinance of speeding 16-19 mph over the posted speed limit. Bond is set at $300 cash only.

Paul Coleman- On July 20, Paul Coleman, 49, El Dorado Springs, was arrested on a St. Clair County warrant charging him with failure to appear in court on a class D felony stealing-$750 or more. Bond is set at $5,000 cash only.

This warrant stems from an investigation by the Missouri Department of Conservation in October of 2018.

William Coleman- On July 20, William Coleman, 55, Roscoe, was arrested on two St. Clair County warrants. The first warrant is for failure to appear in court on a class C felony stealing-$25,000 or more and a class D felony stealing-$750 or more. Bond is set at $5,000 cash only.

This warrant stems from an investigation by the Missouri Department of Conservation in September of 2018.

The second warrant is for a class D felony burglary in the second degree and a class D felony and a class D felony stealing-$750 or more. Bond is set at $10,000 cash or surety.

This warrant stems from a St. Clair County Sheriff’s Office investigation into stolen protery from the Roscoe area in May of 2020. St. Clair County deputies applied for and were granted a search warrant for the residence of Coleman. St. Clair County deputies along with Cedar County deputies and El Dorado Police Department officers executed the search warrant. During the search, property belonging to Edwin Boyd was recovered.

Lissa Hearting- On July 20, Lissa Hearting, 36, Rockville, was arrested on a St. Clair County warrant charging her with a probation violation on an original class D felony non-support, total arrears in excess of 12 monthly payments due under order of support. Bond is set at $1,500 cash only.

Daryl Patterson- On July 20, Daryl Patterson, 31, Independence, was arrested on a St. Clair County warrant for a probation violation on an original class E felony non-support, total arrears in excess of 12 monthly payments due under order of support. Bond is set at $1,000 cash only.

Annette Smith- On July 20, Annette Smith, 43, Fort Scott, KS, was arrested on a St. Clair County warrant charging her with a probation violation on an original class C felony possession of a controlled substance. Bond is set at $5,000 cash only.

The original charge stems from an investigation in October of 2016, when St. Clair County deputies responded to a report of a suspicious vehicle on Highway 82, west of Osceola on Missouri Department of Conservation land. Contact was made with Smith, the driver, and Hall, the passenger. During the investigation a pipe with residue that field tested positive for methamphetamine and several other items of drug paraphernalia were located in the vehicle.

Phillis Jackson- On July 17, Phillis Jackson, 42, Kansas City, was arrested on a St. Clair County warrant charging her with a probation violation on original charges of a class D felony possession of a controlled substance and a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Bond is set at $2,500 cash only.

The original charges come from a traffic stop by the Missouri State Highway Patrol in April of 2017.

Richard Allison- On July 17, Richard Allison, 49, Lowry City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Allison was placed on a 24 hour hold pending formal charges.

The arrest comes after a St. Clair County deputy was dispatch to a residence on NE 781 Road in reference to an accidental shooting that may have taken place around the property. Upon arrival, the deputy spoke with Allison’s girlfriend, Mechele Meads. While speaking with Meads, the deputy observed a glass container with a hose sticking out of it, through the doorway, sitting on a table. The deputy questioned Meads about the glass jar. Meads stated she did not know anything about the glass jar.

Meads refused to give consent to search the residence; stating the deputy would have to get consent from Allison. Contact was made with Allison at his place of business. Allison denied consent; stating he would go into the residence and retrieve the drugs.

Deputies applied for and were granted a search warrant for the residence. During the search, multiple firearms were located, along with an amount of white crystal like substance, multiple pieces of drug paraphernalia, 26 explosive blasting caps, an indoor marijuana grow, and multiple different stages of drug manufacturing.

Mechele Meads- On July 17, Mechele Meads, 51, Lowry City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Meads was booked and released pending formal charges.

This comes after a St. Clair County deputy was dispatched to a residence on NE 781 Road in reference to an accidental shooting that may have taken place around the property. Upon arrival, the deputy spoke with Meads. While speaking with her, the deputy observed a glass container with a rubber hose sticking out of it, through the doorway, sitting on the table. When the deputy asked her about it, Meads denied knowing what it was or who it belonged to.

A search of the residence revealed multiple pieces of drug paraphernalia, white crystal like residue, multiple firearms, and explosives.

Ryan Hampton- On July 16, Ryan Hampton, 19, Lee’s Summit, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class A misdemeanor possession of marijuana/synthetic cannabinoid of 11-35 grams.

The arrest comes after a St. Clair County deputy checked on a suspicious vehicle at a storage unit facility. Hampton stated he had a marijuana bong in the back seat of the vehicle and multiple items in the trunk. During the search of the vehicle multiple containers of THC wax were located, LSD, marijuana, and two glass bongs. Hampton admitted all the items were his.

Jeffrey Jaspering- On July 16, Jeffrey Jaspering, 23, Troy, was arrested by a St. Clair County deputy on two class D felonies possession of a controlled substance and a class A misdemeanor possession of marijuana/synthetic cannabinoid of 11-35 grams. Jaspering was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Jaspering was driving for a moving violation. When a deputy approached the vehicle, they could smell the odor of marijuana. During the search of the vehicle, the deputies recovered a plastic bag containing four bags of THC gummies, five THC vape cartridges, three bags with marijuana wax, two bags with marijuana, and a piece of a glass pipe.

John Lockridge- On July 15, John Lockridge, 33, Kansas City, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance. Bond is set at $2,500 cash only.

The warrant comes after a traffic stop by a St. Clair County deputy in May of 2018. The deputy conducted a traffic stop on the vehicle that Lockridge was driving for an equipment violation. The deputy asked Lockridge if there was anything illegal in the vehicle. Lockridge admitted there was a marijuana cigarette inside of a DVD case inside the car. Lockridge also advised there was a baggie of methamphetamine next to the driver’s seat.

     

During the search of the vehicle, the deputy collected the drugs where Lockridge stated they would be. A continued search of the vehicle resulted in no more findings. The baggie of white crystalline substance did field test positive for methamphetamine.

Stealing in Appleton City

On July 25, a St. Clair County deputy was dispatched to Walnut and Burdette Street in reference to a burglary. Upon arrival, the deputy spoke with Steven Jones. Jones advised he took his father to the emergency room at approximately 5:15 a.m. Jones stated he couldn’t remember if he had locked the door to his RV or not. Jones stated when he returned to the RV the door was open and all the items from the top of his dresser were missing. Items missing include three bottles of medication, a Glock .45 caliber pistol, and $357 cash.

While canvassing the area the deputy recovered a one hundred dollar bill, a five dollar bill, and a one dollar bill.

Total estimated loss value was not known at time of this report.

Stealing in Deepwater

On July 20, a St. Clair County deputy was dispatched to Lakeland High School in regards to a stealing and an attempted theft. Upon arrival, the deputy spoke with Lakeland Superintendent Mitch Towne. Towne stated, he observed a small built male subject, on school security cameras, arriving at the school at approximately 2:55 a.m. and leaving at approximately 3:30 a.m. in a Blue Bird school bus.

Towne observed on camera the male subject first trying to steal a 1991 Ford Ranger. The subject was able to get into the vehicle and hotwire it, but unable to get the steering column free. The subject was viewed moving the Ranger forwards and backward. The subject left the Ford Ranger and started looking through busses until he found one with keys in it.

Estimated loss value of the bus is $20,000. Estimated damage done to the Ford Ranger is $400.

On July 21, dispatch advised the deputy the stolen school bus was recovered in Warsaw. The deputy spoke with the Police Chief of Warsaw and arranged the pickup of the school bus. Towne retrieved the bus.
