ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made seven arrests and took multiple reports during the weeks of August 11 through August 18, 2020.

Arrests

Billie Atkinson- On Aug. 17, Billie Atkinson, 36, Wheatland, was arrested on a St. Clair County warrant charging her with a probation violation on an original class D felony possession of a controlled substance, a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense, a class B misdemeanor failure to register a motor vehicle, an unclassified misdemeanor no insurance, a class C misdemeanor failure to drive on the right half of roadway when the roadway was of sufficient width. Bond is set at $2,500 cash only.

The original charges stem from a St. Clair County Sheriff’s Office investigation in May of 2017 when deputies were patrolling on T Highway and conducted a traffic stop on a vehicle Atkinson was driving. During the investigation, two glass pipes used to smoke methamphetamine were located in the vehicle. A glass pipe used to smoke marijuana was also located.

Trevor Davis- On Aug. 17, Trevor Davis, 31, Appleton City, was arrested by a St. Clair County deputy on a class E felony driving while intoxicated-persistent. Davis was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Davis was driving for a moving violation. The deputy noticed the odor of intoxicants and had Davis perform a field sobriety test. Davis failed. A breathalyzer test was performed at the jail. Davis had a blood alcohol concentration of .301. Davis was taken to be medically cleared.

Virgil Burroughs- On Aug. 16, Virgil Burroughs, 25, Appleton City, was arrested on a St. Clair County warrant on an unclassified felony for armed criminal action, a class D felony domestic assault in the second degree, and a class D felony endangering the welfare of a child creating a substantial risk in the first degree-no sexual conduct. Burroughs was placed on a 24 hour hold pending formal charges.

Ronald Park- On Aug. 16, Ronald Park, 63, Osceola, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance. Bon is set at $20,000 cash or surety.

The warrant comes after the vehicle Park was a passenger in was pulled over for a moving violation in June of 2020. A K9 unit was on scene and performed an exterior sniff test of the vehicle. The K9 did alert to the odor of narcotics. The deputies asked the three occupants to exit the vehicle.

During a search of the vehicle drug paraphernalia was located along with a glass pipe with a white crystal like residue on it. The glass pipe did field test positive for methamphetamine. All three occupants refused to claim the pipe as theirs.

Terry Gale- On Aug. 13, Terry Gale, 45, Dexter, was arrested on a St. Clair County warrant charging him with a class D felony tampering with a motor vehicle in the first degree and a class E felony resisting/interfering with arrest for a felony. Bond is set at $15,000 cash or surety.

The warrant comes after Gale was identified as the subject that had stolen a vehicle in Collins around August 3. Gale had fled from the deputy and crashed the vehicle in a tree line along Coon Creek and then fled on foot.

Sonny Haywood- On Aug. 12, Sonny Haywood, 40, Osceola, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance. Bond is set at $15,000 cash or surety.

The warrant comes after a St. Clair County deputy performed a traffic stop on the vehicle Haywood was driving for an equipment violation on Aug. 8, 2020. A K9 unit was called to the vehicle. The K9 did alert to the odor of narcotics. During the search, the deputy located three syringes, marijuana, and a plastic bag with a crystal like substance. The substance did field test positive for methamphetamine.

Donald Smith- On Aug. 12, Donald Smith, 31, Drexel, was arrested by a St. Clair County deputy on a class A misdemeanor driving while revoke/suspended-second or third offense. Smith was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Smith was driving for an equipment violation. A record check revealed Smith has had multiple convictions for driving without a license.

Stolen Cattle in Collins

On August 17, a St. Clair County deputy was dispatched to a residence on SE Highway 54 in reference to stolen cattle. Upon arrival, the deputy spoke with Linda Delaney. Delaney stated after moving two of her cattle; they ended up missing when she went out to feed them. Delaney stated she had checked all the fence line and could not find any downed fence and all her gates were locked. The cattle missing are a black and white spotted female longhorn with a black and white spotted calf.

Estimated loss value is $1,000.

Stealing in Collins

On August 17, a St. Clair County deputy was dispatched to a residence on Business Highway 13 in reference to stealing. Upon arrival, the deputy spoke with Bobby Ralston. Ralston stated he had left some tools on top of a Craftsman tote underneath his carport. Ralston stated he was missing a Milwaukee 18 volt, half-inch impact, and a couple of cheap flashlights.

Estimated loss value is $200.

Burglary in Osceola

On August 17, a St. Clair County deputy was dispatched to a property on NW 151 Road in regards to a burglary. Upon arrival, the deputy spoke with Ronda Ake. Ake stated when she got to her property she noticed that the barn door was opened. Ake stated a gas can with gas in was missing along with the key to her mower, mower battery, and mower key were missing.

Estimated loss value is $85.

Property Damage in Lowry City

On August 16, a St. Clair County deputy was dispatched to a property on W 6th Street in Lowry City in reference to property damage. Upon arrival, the deputy observed the back window of a vehicle had been broken out. The deputy spoke with Patrick Barkwell. Barkwell stated that an intoxicated subject had arrived at his residence multiple times during the day and the subject had been asked to leave.

A suspect has been named. Estimated loss value is $200.
