The Cedar County Commission met Jan. 14, 2013. Present were – Jesse Watts, presiding commissioner; Don Boultinghouse, northern commissioner; John A. Fox, southern commissioner; Marlon Collins, county deputy clerk; Heather York, bookkeeper
Minutes from Jan, 7, 2013, were approved.
Met with Road and Bridge Supervisor Eddie Coffin. Commissioners authorized the purchase of two new chainsaws and four pairs of chaps. Discussed concerns and the need to replace the bridge located on CR1570 near Donald Hughes.
Clifford Ring met with the commission to discuss the difference in his property appraisals and the assessor’s valuation. Although there was considerable difference in values, after discussion with County Assessor Eddie Johnson, it was determined the county assessment was in line with current valuations. Mr. Ring was informed he would have to meet with the Board of Equalization to pursue the matter any further.
Circuit Court Administrator David Heumader and Judge James Bickel presented their 2013 budget. An amended draft of the budget was also presented in which Bickel requested additional funding to support a dedicated bailiff to travel the circuit with him. On Jan. 15, the county clerk’s office received a call from David Heumader withdrawing the amended draft. There was some discussion about the County Law Enforcement Restitution Fund.
Austin Mount, Kaysinger Basin Regional Planning Commission, met to discuss the need to pursue the creation of an Economic Development Plan and making Cedar County an Enhanced Enterprise Zone. Mr. Mount described the advantage Cedar County has in that its two population centers, El Dorado Springs and Stockton, are uniquely different and complement the overall attraction to Cedar County.
Cedar County Republican reporter Becky Groff discussed the state auditor's report with the commissioners.
Ellie Blankenship, CTS Group, an energy consulting firm, met with the commission to discuss the services offered by her company. It was agreed to let CTS Group do an energy audit of the courthouse at no cost to the county.
Met with Eddie Coffin, Road & Bridge supervisor, to discuss needs for 2013 budget considerations i.e. tires that needed replacement, equipment that needs repairs, traded and that is going off warranty.
Commission discussed 2013 holiday calendar. Commissioner Boultinghouse made motion to approve the holiday list and Commissioner Fox seconded the motion.

Mary Norell, Stockton Chamber director, met with Commission to visit and verify that they had gotten their picture taken.
Robin Fisher, Friends of RB treasurer, met with Commission to discuss county insuring the Ray Zumwalt Expo Center. Corp of Engineers is lien holder. The structure is steel, 120’ x 98’, 11,760 square foot, split level. There is 180 acres and 58 acres currently utilized by the Friends of RB however 58 acres will be going back to the Corp for their supervision so the insurance will only need to cover the 180 acres and the expo center.
