Discussed Caplinger Bottoms issue with river & road again.

Discussed complaints on CR1201 & Hwy 39

Weekly Report of Inmate Housing – Out of County – 54, Cedar – 7 = 61

Discussed the two patrol units sold on Purple Wave for a combined total of $4,995. Suppose to be picked up by April 15th.  Also discussed selling other patrol cars remaining in impound lot.

Met with Mary Norell, City Mayor

Discussed election results for City Council meeting & received copies. Discussed new Verizon tower going up on High Street and how it should be done in week or so.

Robert Morgan called about CR752 and culverts that are full & need grading.

Call from Great River Engineering about bridge/invoice, we did not receive.  Received email later.

Received bid information from Hostetler’s on courthouse roof.  Breakdown for Recorder’s roof area $5963.10.

Discussed Health Department and how Hospital tax failed on April ballot.  Deadline to put tax levy on August ballot is May 28, 2019.

Met with Judge Munton, Sheriff McCrary, Captain Coots & Circuit Clerk Melinda Gumm

Discussed security concerns in the courthouse. Suggested camera inside, out and in elevator, we already have this. Options on portable mobile detectors, locking doors and employees having fobs. Captain Coots is checking into metal detectors that would detect down to a 6 inch blade.

Discussed security concerns.

Discussed bills to be paid.

Reviewed monthly report from Cedar County Sheriff’s Office, El Dorado Springs Community Center, and Recorder of Deeds.

Discussed inmate housing rate increase again from $37 p/day to $40 p/day.

Discussed pouring concrete or adding steps to an incline on the south side of the sheriff’s office.

Reported that he is requesting two brush guards for two units from the CLERF board.

Submitted invoices for review.

Report of concern for low water crossing on CR1674 having newly added posts for a private fence. 

Commission reviewed payment requests submitted by the Senior Tax Board and submitted them to Treasurer for payment.

Commission reviewed payment requests submitted to the Treasurer for discretionary funds by elected officials.

Commission reviewed and approved monthly reports for the Prosecuting Attorney Office.

Met with DJ Ford, Road & Bridge Supervisor

Discussed CR501 south of 32, CR825 south of CC/32, CR525/CR350 intersection for ruts, and CR1875.

Met with Cheryl Marcum and Wanda Cassell to discuss SB391.  They expressed their concerns for the impact of this bill if our CAFO ordinance is revoked due to the current bill.  Commission expressed their efforts to stop this bill but at minimum have requested an amendment to be grandfathered in so that we may maintain our current ordinance.  A meeting was suggested to inform the community about this issue and express their opinions and it was suggested that our state representatives and state senator should be present to hear concerns.  A public meeting date was discussed but due to the timing of the current bill schedule it was decided that this meeting would be more effective to direct our concerns to the Governor as it will be through the house before we can get a meeting set. 

Victor Kennedy stopped in to thank the commission for road repair on CR.

Discussed indigent burial.

Weekly Report of Inmate Housing – Out of County – 52, Cedar – 11 = 63

Had trap cleaned out at jail but there are plastic containers, clothing and other items in the pipes and will have to be back hoed out. This will likely need to be done every few years.

Met with Tammy Ikerd, University Extension County Engagement Specialist

Reviewed EMSI report for Cedar County and areas of concern.  Resources from the Cares Engagement website but info is also on All Things Missouri website.

Reviewed monthly outreach report.

Met with our local Cat representative for introduction and to discuss motor grader needs. 

Flyers for Model 140 and Model 120.  Need 4-6 month lead time and offer lease with full warranty. 

Springfield City Utilities – Annual Report of lake water usage.

Needed very little water last year, about 1.5” was removed from the lake last year from October to October, this equates to about the same as 10 days worth of natural water evaporation. 

Barbara Jenkins reported CR951 off of 32 becomes CR1250 and dead ends, it is a problem road, is washed out and nearly impassible, can’t get two of her vehicles out.  Commission sent DJ to this site.

Jessica Rickman reported CR675 and CR1250, dirt road, no rock on the road. Commission drove out to view that afternoon.

Cliff Belamy reported 24660 E. 1620th Rd washes east end of driveway out, ditches full, water is pushing gravel off the road.

Rhonda Spencer reported bridge on CR418 off of HWY J, SW corner of the bridge has a hole in the road.   

Commission signed a letter to terminate project BRO-B020 (12) and refund federal funds paid to date due to changes in priority and an emergency bridge replacement.

Commission reviewed payment requests submitted by the Treasurer for discretionary funds by elected officials.

Commission reviewed a copy of Care Connection Fiscal Year 2018 Annual Report and Cedar County Library Annual Report 2018.

Commission reviewed and approved monthly reports for Circuit Clerk, and Recorder of Deeds.

Bills and payroll were approved.
