The St. Clair County Commission met Wednesday, Aug. 23, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

Due to unforeseen circumstances, Commissioner Williams was not able to attend the meeting; however, he telephoned and spoke with the Commission.

The Commission and Road and Bridge Supervisor Cole Cochran discussed motor graders and brush cutters locations. They discussed road conditions and mowing and brush cutting along roads.

CART Revenues received were $59,062.01. $42,416.32 was the portion going to Common Road District. Out of these revenues, funds are allocated to the following Special Road Districts: Appleton City Special $2,942.42; Chloe Special $1,933.59; Collins Special $3,783.11; Hillsdale Special $1,933.59; Osceola Special $3,110.56; Vista Special $2,942.42.

Note: CART is County Aid Road Trust. This is the County’s portion of Missouri motor fuel tax, motor vehicle sales tax and motor vehicle license fee increases.

Commission met Wednesday, Sept. 13, with Robert Salmon, presiding commissioner, Leroy Strope, North Commissioner, Gerald Williams, south commissioner, Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commission and Road and Bridge Supervisor Cole Cochran met on this date. Discussed were locations of motor graders and brush cutters, road grading and brush cutter repair. They worked on the inventory list for the department.

Lee Hilty, representing St. Clair County Sheriff’s Office, was in to discuss Courthouse Security training.

The Commission conducted an interview for a part-time position for Road and Bridge Department.

Commission  met Monday, Sept. 18, with Robert Salmon, presiding commissioner, Leroy Strope, north Commissioner, Gerald Williams, south commissioner and Marian McCaslin, administrative assistant present.

Commissioner Strope joined the meeting at 9:10 a.m. as he had been checking roads.

Commission and Road and Bridge Supervisor Cole Cochran discussed equipment repair, employment for the department, culverts and culvert installations.

Robert Salmon, presiding commissioner, reported on the findings on the Courthouse Roof that he and Jim Noakes, courthouse maintenance, had viewed on Friday of last week.

Commission met  Monday, Sept. 25, with Robert Salmon, presiding commissioner, Leroy Strope, north commissioner, Gerald Williams, south commissioner and Marian McCaslin, administrative assistant present.

Presiding Commissioner Salmon called the meeting to order at 9 a.m.

Chief Deputy Mike Crocker was in to visit with the Commission regarding office space for the Sheriff’s office.

Prosecuting Attorney Josh Jones and the Commissioners discussed a fence on County right-of-way.

A meeting has been scheduled with Kaysinger Basin Regional Planning Commission for Oct. 4. The scheduled meeting is in regards to a contract for the St. Clair County Economic Developer.

Commissioner Strope made a motion to approve the request from Collector Pamela Guffey to destroy the following records: Real Estate Paid Tax Receipts for 2011, Personal Property Paid Tax Receipts for 2011, Miscellaneous Paid Tax Receipts for 2011, Tax Service Requests for 2013, Collector’s Monthly Settlement and Distribution Summary Report for 2013 and 2014 and faxes for 2015 and 2016. Motion carried.

Commissioner Williams was excused at 10:15 a.m. to view culvert installation.

The Commission and Treasurer Rhonda Shelby discussed purchasing fence railings for the exterior Courthouse A/C units.

The Commission and Road and Bridge Supervisor Cole Cochran discussed batteries for equipment, motor graders and brush cutters locations and roads.

Julie Zibert, representing MoDot, brought in new CART Maps for the Commission to approve.

Lindsey Chaffin, representing Great River Associates, telephoned with an update on the bridge replacement on NE 1270 Rd.

The Commission received a Letter of Resignation from St. Clair County Assessor Gladys Smith dated Oct. 2, 2017, effective Oct. 31, 2017. Said Commission notified the Governor’s Office via fax and mail.

Mike Keith was in to review the upcoming liability insurance renewal for the County.

A notice was received that MoDot has approved  right-of-way plans for a bridge replacement on NE 1270 Rd.

Sales Tax Revenues received for August 2017, were $30,283.11. Sales Tax Revenues were up $2,478.40 compared to one year ago. Year to date Sales Tax Revenues were down $8,666.08.

A meeting was held with Elected Officials to discuss delegates to the upcoming Missouri Association of Counties Conference to be held November 2017. Elected Officials attending the meeting were: Presiding Commissioner Robert Salmon, Commissioner Leroy Strope, Commissioner Gerald Williams, Treasurer Rhonda Shelby, Recorder Pat Terry, County Clerk Debbie Peden, Assessor Gladys Smith and Collector Pamela Guffey.

St. Clair County is allowed five delegates. Presiding Commissioner Salmon selected Commissioner Strope from the Commission. The other delegates were selected by a majority vote of the attending Elected Officials. The additional delegates are County Clerk Debbie Peden, Presiding Commissioner Robert Salmon and Commissioner Gerald Williams.
