The complete St. Clair County Sheriff’s office  news release Oct. 16-23, 2017

Sheriff Scott Keeler reported deputies made seven arrests during the week of Oct. 16-23, 2017.

Warrant Arrests

Oct. 17 – Kurtis Decker, 42, Warsaw, was arrested on a St. Clair County warrant charging him with a probation violation on an original charge of receiving stolen property, a class C felony on Sept. 18, 2017. Bond is set at $5,000 cash or surety.

Oct. 18 – Skyla Carroll, 28, Osceola, was arrested on a St. Clair County warrant charging her with a class D felony of possession of a controlled substance and a class A misdemeanor of unlawful possession of drug paraphernalia. Bond is set at $30,000 cash or surety. The charges stem from an investigation on Aug. 26, when a St. Clair County deputy responded to Pilot Travel Center about a suspicious vehicle. The deputy had Carroll come speak with him and she stated she didn’t mean to steal the 12 pack of soda. The deputy advised Carroll he wasn’t aware she stole the soda and asked where it was. They walked over to the vehicle where the deputy observed an open 12 pack of Mountain Dew with an open Mountain Dew can in a cup holder. Carroll was shaking and seemed nervous so the deputy asked her if there was anything else in the vehicle illegal. She stated no and she didn’t want the deputy to search.

Carroll asked if she can just go pay for it. The deputy took Carroll and the 12 pack of Mountain Dew inside so she could tell the Shift Manager Rob Lee she stole it and asked if she could just pay it. The manager stated it would be fine if she paid for it. Carroll didn’t have enough money on her so she asked to go to her car and look for change. The deputy walked to the car with Carroll and observed her shaking worse and when she got to the driver’s door and opened it she stood there looking into the car. The deputy pointed his flashlight to the back seat while still watching Carroll and observed her grab what appeared to be a glass pipe from the door handle and attempted to put it in her bra.

  A search of the vehicle revealed a silver tin can with a white crystal residue inside. The pipe and tin can both tested positive for methamphetamines.

Oct. 18 – Keri Wright, 24, Osceola, was arrested on a St. Clair County warrant for probation revocation on an original charge of a class C felony of forgery and failure to appear in court on an ordinance charge. Bond is set at $5,750 cash only.

  The forgery charge stems from an incident on Sept. 19, 2016.

Oct. 21 – Kaleb Roth, 21, Appleton City, was arrested on an unclassified misdemeanor of supplying liquor to a minor or intoxicated person. Roth was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to a disturbance in Appleton City. It was determined at the scene that Roth had bought the alcohol. Roth, along with two minors consumed the alcohol.

  Oct. 21 – Adam Evans, 27, Osceola, was arrested on a class B misdemeanor for property damage in the second degree. Evans was booked and released pending formal charges.

   The arrest stems from a St. Clair County investigation into a motor vehicle accident on T Hwy. A deputy arrived at the scene and searched for injured occupants in the vehicle and surrounding tree line. No occupants were found. The deputy called a tow company to remove the vehicle. While the tow company was trying to remove the vehicle, the driver, identified as Adam Evans, arrived on scene. The deputy was asking Evans questions and Evans was being very deceptive. While the deputy continued to ask question, Evans started to become aggressive and started to walk away from the deputy. The deputy called him back to finish the conversation and Evans took off running. After a short pursuit, Evans was taken into custody.

  After Evans was placed into the back of a patrol vehicle, he started to kick the window and door, causing damage to the patrol vehicle.

Oct. 21 – Kenny Emmett, 57, Osceola, was arrested during a traffic stop for a class B misdemeanor of driving while intoxicated. Emmett was booked and released pending formal charges.

Emmett was traveling in the wrong lane of traffic. A St. Clair County deputy conducted a traffic stop on his vehicle. While talking with Emmett, the deputy could smell alcohol coming from his person. A field sobriety test was performed on Emmett. He was placed under arrest after failing the sobriety test.

Oct. 23 – Margaret Turpin, 20, St. Charles, was arrested on a St. Clair County warrant charging her with a class C felony of possession of a controlled substance except 35 grams or less of marijuana. Bond is set at $15,000 cash or surety.

The charges stem from an Osceola Police Department investigation on Aug. 8, 2016.

St. Clair County Sheriff’s Office News Updates Oct. 23-27, 2017

Sheriff Scott Keeler reported deputies made four arrests, took a stealing report, and a burglary report during the week of Oct. 23-27, 2017.

Warrant Arrests

Oct. 24, Zachery Angst, 35, St. Joseph, was arrested on a St. Clair County warrant for failure to appear in court on an original unclassified misdemeanor charge of driving while suspended/revoked-first degree and a class B misdemeanor of exceeding the posted speed limit by 26 mph or more. Total bond is set at $1,330 cash only.

  The charges stem from a traffic stop on Sept. 2, 2016, by a St. Clair County deputy.

Oct. 25 – Casey Watkins, 31, Springfield, was arrested on a St. Clair County warrant charging her with a class D felonious possession of a controlled substance and a class A misdemeanor of unlawful possession of drug paraphernalia. Bond is set at $15,000 cash or surety.

The arrest comes after a K9 did an exterior sniff test of vehicles in the parking lot. The K9 alerted to the presence of narcotics on a vehicle that was registered to Watkins. Deputies waited for her to exit the Sheriff’s office and made contact with her. They explained that the K9 alerted to the presence of narcotics on her vehicle and that they were going to search her vehicle. She admitted to having a pipe in her purse that was sitting on the front seat. The pipe field tested positive for methamphetamines.

Oct. 25 – Justin Ward, 27, Elkland, was arrested on a St. Clair County warrant for failing to appear in court on an original class D misdemeanor of driving while revoked/suspended. Bond is set at $262.50 cash only.

The original charge stems from a traffic stop by the Missouri State Highway Patrol on Jan. 8, 2017.

Oct. 26 – Samuel Wellington, 24, Clinton, was arrested on a St. Clair County warrant charging him with a class D felonious possession of a controlled substance and a class D misdemeanor of unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The charges stem from an Osceola Police Department traffic stop on June 24, 2017.

Stealing Report in Collins

Oct. 23 – a St. Clair County deputy took a stealing report from Amanda Hancock. Hancock stated that she and the other witness, Julian Barry, met Jody Tanner at Cox North in Springfield. She stated that during their conversation Tanner told them about a computer for sale in Osceola. They started to drive to Osceola and Tanner told them they were going to meet at Pilot Travel Center in Collins.

  Hancock said they pulled into Pilot and a black HHR pulled up next to them. While there, Tanner was insistent for the money for the computer. Hancock handed the money to Barry, and he handed it to Tanner. She stated that Tanner then took his bag from the back seat of the car and jumped into the HHR and it sped off.

Video surveillance was collected from Pilot. The case is ongoing.

Burglary Report in Collins

Oct. 26 – A St. Clair County deputy was dispatched to SE 671 Rd, Collins, in for a report of a burglary.

The deputy arrived on scene and spoke with Kevin Wisner. Wisner said he was advised from an employee of the Wheeler and Sons Livestock Auction, the door on his mother’s building was open.

  Wisner had entered into the building prior to the deputy’s arrival. When the deputy made entry into the building, he noticed there was damage to the doorway at the dead bolt lock and a pry mark below the dead bolt on the door jam. As he walked in the building he observed glass broken in multiple areas of the building. Wisner said he did notice the cases broken and that costume jewelry missing. Wisner said he did not know what all was missing from the building, but his mother would know more.

  A request for prosecution and probable cause statement were signed and evidence was collected from the scene.
