ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made seven arrests and took two stealing reports during the week of Sept. 10-17, 2018.

Warrant Arrests

Francsico Martinez- On Sept. 17, Francsico Martinez, 30, Wichita Falls, TX, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Javier was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Martinez was driving for an equipment violation. Martinez and the passenger gave the deputy consent to search the vehicle. During a search of the vehicle the deputy recovered a plastic baggie with a white crystal like residue in it and a glass pipe. The baggie field tested positive for methamphetamine. Martinez admitted to the glass pipe to being his.

Christian Davidson- On Sept. 17, Christian Davidson, Wichita Falls, TX, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Davidson was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Davidson was a passenger in for an equipment violation. The deputy got consent to search the vehicle from the driver and Davidson. During the search of the vehicle the deputy recovered a plastic baggie with a white crystal like residue in it and a glass pipe. The baggie field tested positive for methamphetamine. Davidson admitted the plastic baggie belonged to him.   

Nicholas Austin IV- On Sept.17, Nicholas Austin IV, 21, El Dorado Springs, was arrested by a St. Clair County deputy on a class D felony domestic assault in the second degree. Austin was booked and released pending formal charges.

On Sept. 17, a St. Clair County deputy was dispatched to make contact with Brittney Bolling, by phone, in reference to a domestic assault that had occurred at a residence on SW 300 Road. Bolling stated that her and her boyfriend, Austin, had gotten into an argument and he had put his hands on her neck and squeezed it to the point to where she couldn’t breathe.

Elizabeth Kilgore- On Sept. 16, Elizabeth Kilgore, 35, Quincy, was arrested on St. Clair County warrants charging her with a class B felony delivery or possession of a weapon at a county/private jail/correctional center, two counts of a class E felony acceding to corruption by a public servant, class D felony possession of a controlled substance, and a class D misdemeanor unlawful possession of drug paraphernalia. Total bond is set at $20,000 cash only for the B felony and E felony charges, and $15,000 cash or surety on the D felony and D misdemeanor charges.

The charges stem from an investigation into allegations that Kilgore had been getting personally involved with an inmate while employed at the St. Clair County Jail. The investigation resulted in her immediate termination and arrest on Aug. 24, 2018.

On Sept. 16, 2018, a warrant was issued for Kilgore’s arrest from Aug. 24. Deputies were notified to be on the lookout for Kilgore’s vehicle. While on patrol, a deputy noticed a vehicle matching the description of Kilgore’s vehicle exceeding the speed limit on the highway. The deputy performed a traffic stop on said vehicle. The deputy made contact with the driver, Kilgore, and advised her there was a warrant out for her arrest. Kilgore was advised that her vehicle was going to be towed. While the deputies inventoried the vehicle, they found a light bulb that had been modified into a smoking device that had a burnt residue in it along with a large sum of cash.

Lewis Thomas- On Sept. 16, Lewis Thomas, 54, Lowry City, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The arrest comes after a St. Clair County deputy was dispatched to a residence on N Griswold Street in Lowry City in reference to a domestic disturbance. Upon arrival, the deputy made contact with Thomas in the driveway of the residence. Thomas stated he and his wife had gotten into an argument. His wife stated that she had grabbed Thomas’ phone, when Thomas jerked the phone, it caused his wife to fall, causing her to hit her head.

As Thomas was being placed into handcuffs, he stated he needed his bill fold and paycheck. He stated it is in a bag in his shop. The deputy escorted Thomas to the shop. Thomas asked the deputy to get into the bag a retrieve the items. When the deputy opened the bag he saw a marijuana stem and some residue inside the bag, along with a drill bit container. When the deputy asked Thomas what was in the drill bit container, Thomas stated he only uses it once in awhile. Thomas gave the deputy permission to look inside the container. Located in the container was a small baggie with a white crystal like residue. The baggie field tested positive for methamphetamine.

Vanessa Barker- On Sept. 14, Vanessa Barker, 38, Lowry City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Barker was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Barker was driving for a traffic violation. A K9 unit was called to the scene. The K9 performed an exterior sniff test of the vehicle and did alert to the presence of narcotics. A search of the vehicle revealed a straw with a white crystal like residue on it. The straw did test positive for methamphetamine.

Andrea Rodriguez- On Sept. 12, Andrea Rodriguez, 42, Smithville, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance, class D misdemeanor unlawful possession of drug paraphernalia, and a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Bond is set at $15,000 cash or surety.

The arrest comes after a St. Clair County deputy performed a traffic stop on a vehicle Rodriguez was a passenger in. The deputy requested a K9 unit to his location. The K9 did an exterior sniff test of the vehicle and did alert to the presence of narcotics. During a search of the vehicle the deputy found a marijuana cigarette in the passenger door and two $1 bills in Rodriguez’s purse that had a white crystal like residue on them. Rodriguez handed the deputy some plastic bags that had a crystal like substance in one and marijuana in the other. Rodriguez admitted to all the items as being hers. The baggie and dollar bills did field test positive for methamphetamine.

Stealing in Lowry City

On Sept. 12, a St. Clair County deputy was dispatched to a residence on NE Center Road in reference to a stolen Polaris Ranger.

Upon arrival, the deputy spoke with Perry Atchison, who stated he had last seen his 2013 Polaris Ranger on Sept. 11. Atchison and his wife were gone on the morning of Sept. 12, and when they returned home they noticed the Ranger missing along with the miscellaneous tools in the bed of the Ranger. The tools were valued at approximately $500.

Atchison showed paperwork to the deputy that showed he had paid $6,300 for the Polaris Ranger.

Stealing in Collins

On Sept. 11, Terrie Trowbridge filed a stealing report at the St. Clair County Sheriff’s Office.

Trowbridge stated that she had a house fire on May 13, 2018 at her residence on S 18th Street in Collins. She also stated that she hasn’t been to the home much since it burned, but was there about a week ago and noticed some items missing. She stated there is a 100 slot CD holder missing, multiple clear plastic storage bins with blue lids with an unknown amount of items in them, a landscaping measuring tape, and some family jewelry.

Estimated loss value is $3,330.
