Sheriff Scott Keeler reported deputies made 15 arrests and took two reports during the weeks of July 15-29, 2019.

Warrant Arrests

Derek Masters- On July 29, Derek Masters, 20, Walker, was arrested on a St. Clair County warrant charging him with two counts of a class E felony passing bad check(s). Bond is set at $500 cash only.

Austin Ragle- On July 28, Austin Ragle, 42, Appleton City, was arrested on a St. Clair County warrants charging him with a class A misdemeanor violation of a child protection order-first offense and a class D felony possession of a controlled substance. Total bond is set at $10,000 cash only.

The original charge comes after a St. Clair County deputy made contact with a car parked in a suspicious location during his patrol of the area in May of 2018. The deputy made contact with the driver, Ragle. During a record check of Ragle, it was found that he had an active warrant out of St. Clair County. After being asked if there was anything illegal in the car, Ragle admitted to there being a baggie of methamphetamine, a glass pipe, and a glass water bong. Ragle gave consent to the deputy to search the vehicle. During the search, the deputy recovered methamphetamine and the water bong, along with two handguns. The passenger admitted to breaking and tossing the glass pipe, but showed the deputy where it was at in the ditch.

Daryl Patterson- On July 26, Daryl Patterson, 30, Independence, was arrested on a St. Clair County warrant charging him with a class E felony non-support, total arrears in excess of 12 monthly payments due under order of support. Bond is set at $2,500 cash or surety.

Celeste Sole- On July 26, Celeste Sole, 19, Osceola, was arrested by a St. Clair County deputy on a class E felony assault in the third degree. Sole was booked and released pending formal charges.

The arrest comes after St. Clair County deputies were dispatched to a disturbance on the square in Osceola. Upon arrival, the deputies made contact with the female victim. She claimed Sole had punched her multiple times.

Heather Carpenter- On July 25, Heather Carpenter, 46, Appleton City, was arrested by a St. Clair County deputy on a warrant for failure to pay fines on two ordinance charges of failure to register vehicle and no insurance. Bond is set at $151 cash only.

The original charges were issued by the Osceola Police Department in April of 2019.

Casey Slaughter- On July 25, Casey Slaughter, 35, Appleton City, was arrested on a class E felony receiving stolen property. Slaughter was placed on a 24 hour hold pending formal charges.

The arrest comes after a multiple agency investigation into some stolen property the Conservation property in Montrose.

Joshua Young- On July 25, Joshua Young, 35, Appleton City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Young was placed on a 24 hour hold pending formal charges.

The arrest comes after St. Clair County deputies performed a search of Young’s residence as per part of his probation. During the search marijuana, a white crystal like substance and drug paraphernalia were located.

Garrett Murphy- On July 23, Garrett Murphy, 24, Strafford, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance, a class E felony unlawful use of a weapon-possess weapon and a felony controlled substance, and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The warrant comes after a St. Clair County deputy performed a traffic stop on the vehicle Murphy was driving for multiple equipment violations in March of 2019. After making contact with the driver, the deputy asked if there was anything illegal in the vehicle. Murphy did state he had a pistol on his person. The deputy had Murphy step out of the vehicle so that he could retrieve the weapon and secure for safety reasons. The deputy asked for and was denied consent to search the vehicle. The deputy informed Murphy he was going to have a K9 unit come to the scene. Murphy then handed the deputy a glass pipe from his jacket along with a zip lock bag with a crystal like substance.

Murphy then gave the deputy consent to search the vehicle. During the search of the vehicle the deputy recovered the marijuana, two syringes, another zip lock bag with a crystal like substance, a camouflage plastic container with a crystal like substance, and multiple rounds of ammo for the weapon.  The glass pipe did field test positive for methamphetamine.

Gloria Robinson- On July 23, Gloria Robinson, 54, Springfield, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance and a class E felony unlawful possession of drug paraphernalia-amphetamine or methamphetamine. Bond is set at $1,500 cash or surety.

The warrant comes after St. Clair County deputies performed a traffic stop on the vehicle Robinson was driving for a traffic violation. During the stop, deputies asked for consent to search the vehicle. Robinson denied consent. After contacting the K9 unit, the deputy approached the vehicle again. At this point, Robinson removed some marijuana from her person and admitted to having more in her purse. During the search of the vehicle, multiple prescription pills were located and syringes were located. Inside her purse a glass pipe was located. The glass pipe and syringes field tested positive for methamphetamine.

William Elliott- On July 20, William Elliott, 61, Osceola, was arrested on a St. Clair County warrant charging him four counts of a class B misdemeanor trespass in the first degree and a class A misdemeanor peace disturbance –second or subsequent offense. Bond is set at $3,500 cash or surety.

The warrant comes after Jon Belcher had reported to a St. Clair County deputy that Elliott had trespassed onto his property multiple times in a loud and obnoxious manner. The deputy made contact with Elliott at his place of residence and he did admit to walking across Belcher’s property.

Steven Collins- On July 19, Steven Collins, 33, Lowry City, was arrested by a St. Clair County deputy on a Henry County warrant charging him with failure to appear in court on a class E felony driving while revoked/suspended. Bond is set at $4,500.

Nancy Sander- On July 18, Nancy Sander, 64, Quincy, was arrested on a St. Clair County warrant for a class A felony murder in the first degree. This is a no bond charge.

The warrant comes after the continuing investigation into the Elizabeth Kilgore case. It was determined that Sander may have a prior knowledge to the murder/suicide that occurred on September 7, 2018.

Darrell Stevens Jr.- On July 16, Darrell Stevens Jr., 40, Osceola, was arrested by a St. Clair County deputy on a class B felony driving while intoxicated-habitual. Stevens was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy observed Stevens driving a vehicle at a high rate of speed and struck a curb; coming to rest in a grassy lawn. The deputy made contact with Stevens. Stevens did admit to the deputy that he had drank a couple of beers and some liquor. Stevens refused to a breath test.

David Vanlue- On July 16, David Vanlue, 30, Calhoun, was arrested on a St. Clair County warrant charging him with a class A felony assault or attempted assault on a law enforcement officer in the first degree. This is a no bond charge.

The original charge comes from an investigation by the Lowry City Police Department in October of 2015.

Naomi Green- On July 15, Naomi Green, 34, Blairstown, was arrested on a St. Clair County warrant charging her with a probation violation on original charges of a class D felony possession of a controlled substance and a class B misdemeanor trespass in the first degree. Bond is set at $1,500 cash or surety.

The original charges come from when Damon was the passenger in the vehicle that was driven by Timmie Green in February of 2018. She admitted to the deputy that she had a baggie of methamphetamine stuffed into the crotch of her pants. The baggie was recovered at the St. Clair County Jail during a search of her person.

Stolen Vehicle Recovered in Osceola

On July 24, St. Clair County deputies were dispatched to a residence on NW 101 Road in regards to people trespassing. Upon arrival, the deputies followed the reporting party down a farm road. When the deputies arrived, they noticed a GMC S-15 type pickup parked next to a commercial type orchard sprayer. A deputy did a record check on the registration tag and VIN of the truck. The truck came back as stolen out of St. Louis County Missouri. The deputies collected evidence from the scene.

Stealing in Collins

On July 23, a St. Clair County deputy took a report of stealing from Willard Kauffman. Kauffman stated someone got into his machine barn and stole two socket sets from his property on SE 1025 Road. Kauffman estimated to total loss value at $210.
