ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 10 arrests and deputies responded to shots fired during the week of Sept. 3-10, 2018.

Warrant Arrests

George Richey- On Sept. 10, George Richey, 56, Warrensburg, was arrested by a St. Clair County deputy charging him with a class A misdemeanor peace disturbance- second or subsequent offense. Richey was placed on a 24 hour hold pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to a residence on North Hickory Street in Appleton City in reference to a disturbance.

Upon arrival, the deputy made contact with Richey and another subject. Richey admitted to yelling at some of the neighbors.

Dakota Robinson- On Sept. 9, Dakota Robinson, 24, Overland Park, KS, was arrested on a St. Clair County warrant charging him with a class A felony trafficking drugs in the first degree, class D felony tampering with a motor in the first degree, and a class E felony resisting arrest by fleeing-creating a substantial risk of serious injury or death to any person. Bond is set at $50,000 cash only.

The arrest comes after the Missouri State Highway Patrol notified our dispatch that they were terminating a high speed pursuit because they were entering a construction zone on southbound Highway 13 for safety reasons.

A St. Clair County deputy tried to pull over a vehicle matching the description given to them by MSHP. The suspect vehicle failed to yield to the deputy and continued southbound on Highway 13 at a high rate of speed exiting onto eastbound Highway 54.

The passenger of the vehicle was observed throwing a large plastic bag out of the window, causing the bag to break open on a bridge. One of the deputies in pursuit of the suspect vehicle stopped and secured the evidence. The white crystal like substance was collected, weighed, and tested. The approximate 2.88 pounds of white crystal like substance did field test positive for methamphetamine.

The suspect vehicle continued into Hickory County and spike strips were used to stop the vehicle. The driver and passenger of the vehicle were taken into custody without further incidents. Robinson was identified as the driver.

Brandy Herr- On Sept. 9, Brandy Herr, 35, Grandview, was arrested on a St. Clair County warrant charging her with a class A felony trafficking drugs in the first degree and a class D felony tampering with a motor vehicle in the first degree. Bond is set at $35,000 cash only.

The arrest comes after the vehicle Herr was a passenger in failed to yield to deputies. During the pursuit, Herr was observed throwing a large plastic bag out of the window of the moving vehicle. A deputy stopped and secured the evidence. Approximately 2.88 pounds of a white crystal like substance was recovered. The substance field tested positive for methamphetamine.

Herr, and the driver, were taken into custody after deputies used spike strips on the vehicle to end the chase.

Wendy Veach- On Sept. 9, Wendy Veach, 53, Independence, was arrested by a St. Clair County deputy on two class D felonies of possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Veach was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy pulled over the vehicle Veach was driving for an equipment violation and traffic violations. The deputy asked for and received consent to search the vehicle. During the search, the deputy located two plastic baggies with a white crystal like substance, a plastic bag with prescription pills in it, and a glass pipe. Veach admitted to the stuff to being hers. The white crystal like substance and glass pipe did field test positive for methamphetamine.

Keith Daniels- On Sept. 7, Keith Daniels, 36, El Dorado Springs, was arrested on St. Clair County warrants charging him with failure to appear in court on four infraction charges of exceeding the posted speed limit by 1-5 mph over, no seat belt, and two charges of driver fail to secure child less than 16 years old. Total bond is set at $671 cash only.

The charges stem from a traffic stop by the Missouri State Highway Patrol on Nov. 12, 2017.

Chelsea Wheeler- On Sept. 7, Chelsea Wheeler, 22, Kansas City, was arrested by a St. Clair county deputy on two Cooper County warrants charging her with failure to appear in court on original charges of a class D misdemeanor unlawful possession of drug paraphernalia and a class D misdemeanor stealing. Total bond is set at $470 cash only.

The unlawful paraphernalia charge stems from a traffic stop by the Missouri State Highway Patrol on June 9, 2018. The stealing charge stems from a Boonville Police Department investigation on Aug. 25, 2018.

Leslie Hardy- On Sept. 6, Leslie Hardy, 40, Isabella, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance. Bond is set at $15,000 cash or surety.

The charge comes after the vehicle Hardy was a passenger in was pulled over for a traffic stop by a St. Clair County deputy on March 3, 2018. Hardy admitted to having a marijuana cigarette in her backpack. A search of the backpack revealed multiple marijuana cigarettes and a baggie with crystal like residue in it, which field tested positive for methamphetamine.

Juliette Smith- On Sept. 6, Juliette Smith, 40, Lee’s Summit, was arrested on a St. Clair County warrant charging her with failure to appear in court on an original class A misdemeanor operated a motor vehicle in a careless and imprudent manner, involving an accident and a class D misdemeanor no insurance. Bond is set at $500 cash or surety for the class A misdemeanor and $241.50 cash only for the class D misdemeanor.

The charges come from the Missouri State Highway Patrol on April 19, 2018.

Amanda Crawford- On Sept. 5, Amanda Crawford, 29, Lowry City, was arrested by a St. Clair County deputy on a St. Clair County warrant charging her with a class D felony possession of a controlled substance, a class D misdemeanor unlawful possession of drug paraphernalia, and a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Bond is set at $10,000 cash or surety.

The warrant stems from an investigation by the St. Clair County Sheriff’s Office and the Mid Missouri Drug Task Force on Aug. 3, 2018. Deputies and detectives executed a search warrant at Crawford’s residence. During the search, a plastic baggie with a white crystal like residue was found, along with a container with marijuana, syringes and a pipe with marijuana residue.

Christina Gauger- On Sept. 4, Christina Gauger, 37, Springfield, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle she was driving for an equipment violation.

The deputy requested a K9 unit to his location. The K9 did an exterior sniff test of the vehicle and did alert to the presence of narcotics. A search of the vehicle resulted in the deputy finding plastic baggies with a grey rock substance and a vile with a white crystal like residue. The vile field tested positive for methamphetamine.

Shooting in Osceola

On Sept. 7, 2018, at approximately 7:20 a.m., St. Clair County deputies were dispatched to the “Port” convenience store for a report of shots fired.

Deputies arrived on scene and found two male subjects lying on the ground, unresponsive, with gunshot wounds. An ambulance crew was requested by the first deputy on scene. Other deputies arrived and secured the area. The ambulance crew arrived and advised both subjects were deceased.

The identification of the men involved in the shooting have been confirmed by the Missouri State Highway Patrol and the St. Clair County Sheriff’s Office.  The first victim is Lance Kilgore, 35, of Nixa. The second victim is Charles Sander, 72, of West Plains. Next of kin have been notified.

The investigation has been turned over to the Missouri State Highway Patrol Division of Drug and Crime Control.

This is an isolated incident and there is no further danger to the public.
