The St. Clair County Commission met Monday, Aug. 1, with Presiding Commissioner Robert Salmon, Northern district Commission Leroy Strope and Southern District Commission Gerald Williams present.

Local residents telephoned regarding road conditions due to recent rains on SE 451 Rd.

The Commission and Road and Bridge Supervisor Cole Cochran discussed equipment and repair and road conditions.

Gary Strack, Shafer, Kline and Warren, called to discuss with the Commission B.R.O. Bridge Funds.

Collector Pamela Guffey was in exploring the possibility with the Commission of new software for the Collector’s office. The Commission related Guffey should proceed with exploring this possibility.

The Commission reviewd upcoming B.R.O. Bridge projects.

Commissioner Williams made a motion to approve the Land Commissioner’s Sales to Michael Perry and Olivia Perry All of Lot 42, Block 59, Plat 15 in Twin Oaks Harbor for a selling price of $334; All of Lot 44, Block 59, Plat 15 in Twin Oaks Harbor for a selling price of $334; All of Lot 45, Block 59, Plat 14 in Twin Oaks Harbor for a selling price of $335. Motion carried.

Commission met Wednesday, Aug. 3, with all present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed road conditions and repairs, equipment repairs and road signs.

Due to cancellation of Land Commission’s Sale dated July 13, 2016, to Michael Perry for Lots 54 and 55, Block 59 Plat 15 in Twin Oaks Harbor, Presiding Commissioner Salmon made a motion to rescind the approval of this sale. Motion carried.

The Commission discussed the installation of new sidewalks for the Courthouse yard.

Sheridan Garman-Neeman Economic Developer for St. Clair County, gave the Commission an update on proposed projects for St. Clair County. She also reported there is a new website, stclairbusiness.com for St. Clair County Economic Development.

Dan Wadlington, representing Senator Blunt’s office, telephoned to report he will conduct a Listening Post at the Courthouse on Aug. 29 at 1:30 p.m.

Road and Bridge Supervisor Cole Cochran discussed the 2016 Tax Levies for General Revenue, Common Road and County Road and Bridge. Peden related the Tax Levy Hearing date is set for Aug. 24 at 10 a.m.

A meeting with U. S. Fish and Wildlife Representative Dean Bossert, is to be held at SE 51 Rd. near Blackjack area, on Aug. 22, to work on a parking lot.

Road and Bridge Supervisor Cole Cochran discussed with the Commission equipment repairs, hauling gravel and brush cutting.

Representatives of Osceola Special Road District were in to request brush cutting along the roads located in Osceola Special Road District. The Commission stated that the county crew can cut brush for Osceola Special after all the County Common roads are cut. Road and Bridge Supervisor Cochran will contact the Special Road District when this can be done.

Treasurer Rhonda Shelby reported she had contacted the company, which built the County Website and reported a slow uploading time. Shelby said the company stated they are working on this matter.

Treasurer Rhonda Shelby was in to consult with the Commission the legal procedure for uncashed checks.

County Clerk Debbie Peden and Tyler Technologies representative visited with the Commission regarding computer software update for payroll and financial programs. It was decided to proceed with the process of purchasing updated software.

Road and Bridge Supervisor Cole Cochran discussed with the Commission repairs on Road and Bridge Department trucks, culverts and installations. Cochran reported that the Northside brush cutter crew is located south of the Ohio Community and the Southside brush cutter crew is located at Roscoe.

Elizabeth Van Winkle, representing Kaysinger Basin Regional Planning Commission, presented a signed annual contract for Sheridan Garman-Neeman, St. Clair County Developer. Sheridan Garman-Neeman gave an update on developments and goals.

Lila Foster, Osceola city clerk, commented that Sheridan has accomplished more than anyone before her and she is kept updated on developments and would be willing to help Sheridan, if and when needed. John Neuenschwander, representing Lowry City, stated that Sheridan was doing a good job and Karol Stephan, representing Appleton City agreed.

Sheridan Garman-Neeman was asked to step out of the meeting so an Executive Session could be held to discuss her annual review.

Garman-Neeman returned to the meeting and was informed of the decision to retain her services for another year. She was informed that everyone attending was happy to have her and she was doing great, but try not to do everything herself and get burned out and overworked. Van Winkle stated she is working on getting assistance to help.

Presiding Commission Salmon and Commissioner Williams discussed the possible meeting with U.S. Fish and Wildlife Representative regarding a parking lot near the Blackjack area.
