CEDAR COUNTY COMMISSION

The Cedar County Commission met Sept. 8, Present: Kenneth Thornton, Presiding Commissioner; Ron Alumbaugh, Northern Commissioner; Peggy Kenney, Commission Assistant and Chrislynn Price, County Clerk.

9 a.m. Met with Larry Bobin on Hwy. z applied for senior tax credit and got ineligible letter due to new construction. Needs clarification on what the definition of new construction is. Commission will pull file and check on it and call Bobin back with clarification.

Met with Billy Bruce and Todd Clayton update on road improvement on 1000 Rd., off of 1025 Rd. still stating that it is not passable, if they had graded the road and think they are finished, would like them to come out and reassess and fix what needs to be to make the road passable.

9:20 a.m. Met with Assessor Leah Morton, discussed senate bill 190 for senior tax freeze. Commission reviewed and approved the Assessors weekly receipts.

10 a.m. Met with Galen Floyd and Shawn Mayr with GBS and Higgenbotham about funding for claims, we have a shortfall of $12,541.36 with GBS. Gave suggestions off inputting additional funds, overall commission will communicate to decide how much additional funds to input.

10:25 a.m. Met with Clay Jeffries for sheriff weekly report, 42 inmate for Cedar County. 425 or 1550 Rd., not everyone drives sensibly, requesting some speed limit signs. B in Jerico to CC 1550 at 97 all the way to Z Hwy. Trying to look out for Amish community due to the detours with the bridges being out, sheriff’s office has received quite a few calls of concern. Motion made by Alumbaugh to approve to purchase or make arrangements for up to 15, 35 MPH speed limit signs to be put along alternate routes that are detours for Jerico for safety purposes and establish temporary speed limit on alternate roads for 35 MPH. Thornton seconded, Anderson is not present.

10:45 a.m. Met with Treasurer Carla Lowe, discussed software and prepaid debit cards that will be going out to taxpayers. The card company clarified that there is no fee associated with spending the money until after a full year. Commission signed Progress invoice number for BRO-R020(001) for reimbursement amount of $1,386.75.

11 a.m. Alumbaugh made a motion to go into closed session pursuant RSMo 610.21 (2), Thornton seconded, Anderson is not present.

11:45 a.m. Commission returned to open session.

11:47 a.m. Met with Assessor Leah Morton, gave update about how counties are dealing with SB190.

1 p.m. Met with DJ Ford with Road and Bridge, gave weekly update, discussion on 1000 Rd., DJ stated he will go out and look at it. Discussed 35 MPH speed limit signs for detours due to bridges being out. DJ will order the signs.

1:20 p.m. Conference Call with Victoria Barker, Cedar County Health Department, update on PHIG funding that must be used for things that stay at the Health Department.

1:30 p.m. Met with Patricia Taylor to sign proclamation to honor Constitution week, Sept. 17 ringing bells at 3 p.m. Thornton signed said proclamation.

2 p.m. Commission Adjourned due to Asbestos Abatement.

9 a.m. Met with Assessor Leah Morton, discussed senate bill 190 for senior tax freeze. Commission reviewed and approved the Assessors weekly receipts.

9:30 a.m. Motion made by Anderson to approve backpay owed to Assessor in the amount of $3,212.38 for 2023-2025 and Public Administrator $5,345.29 for 2023-2025. Second made by Alumbaugh and voted unanimously with Thornton approving the vote as well.

9:42 a.m. Jeremy and Allison with Axios goup brokerage to discuss voluntary benefits, they consolidate into one point of contact and make one bill. Commission will discuss it further.

9:55 a.m. Met with Treasurer Carla Lowe, discussed CIC corrections being done and update on balancing the software. Reviewed Sales, Use, and LEST tax.

10:05 a.m. Jeffries with Sheriff office, 39 inmates in Cedar County, and appreciate the speed limit signs on gravel road due to detour.

10:07 a.m. Met with Benny Bough wanting an update on bridge that is out on 1001 Rd. and ensuring what the procedure is on the bridges. Asking if there are programs that help with gravel.

10:11 a.m. Signed City Tax collection contract with City of El Dorado . Signed Court orders #122713-122750, didn’t sign court orders #12274-12276 as those are 2025.

10:15 a.m. Met with Corby Stockton and hank Ryan about building houses for Walnut Heights estates off of S. 1453 Rd., stating the conversations with DNR they are exempt, only two homes being built at the moment planning on six. Have been in contact with Mirra, Cedar County Health Department, environmental specilist.

10:20 a.m.Commissionn reviewed and approved to credit Utility tax bills generated by the county clerk from 2020-2024 in total amount of $47.151.98 disbursed between all utilities. The ones that we currently don’t have to bill but were in prior years will have checks cut from the Cedar County Treasurer.

10:30 a.m. County Commission reviewed and approved to pay Federal Licensing for Fire Department radios to communicate with dispatch.

10:45 a.m. Commission signed previous week Commission Minutes.

10:55 a.m. Commission conversated about GBS amount to pay, Anderson made motion to approve $40,000 payment for GBS to put in the claims bucket to even out the shortfall. Alumbaugh seconded the motion, motion passed unanimously with Thornton approving the motion.

11:10 a.m.Laura Woody making a 3rd request for Opioid Settlement Funds, for a booth at the Walnut Festival, a table at the Cedar County Health Department, and the Nationwide Empty Chair Campaign event as well. Request amount for $3,000 of the Opioid Settlement Funds. Alumbaugh made a motion to approve the request, Anderson seconded the motion, motion passed unanimously with Thornton approving the motion.

1:10 p.m. Robert and Star Malouff concern on senior tax freeze. Commission clarified SB190, stating that it is primary residence only.

1:31 p.m. Weston Hangar with Great River Engineering, project update for Cedar Creek BRO project, in the waiting period for review. Reviewed and signed 5050 supplemental agreement #2.

1:47 p.m. Met with DJ Ford, weekly update, discussed 1000 Rd., discussed powerline Rd. E. 752, off J Jwy. due to road complaint submitted by the United States Postal Service, DJ will go out and review to see what Road and Bridge can do. Discussed 601 and 150 rd., not able to do much until we have some rain.

2:25 p.m. Conference call with Victoria BArker Cedar County Health Department, looking at changing Stockton WIC to every other Monday, discussed the subdivisions, have been in contact with all of them, contacted DNR on certain ones, and found out they are exempt. Mirra requested they be looked at by an engineer. Another area has over 40 houses and septic’s are starting to fail, certified letter was sent to the one septic system failing. The issue being there is no room to update the septic system, also an illegally placed septic system, if under three acres you must contact the health department.
