The Cedar County Commission met October 14,2025. Present: Kenneth Thomton; Presiding Commissioner; Ron Alumbaugh, Northern Commissioner; Ted Anderson, Southern Commissioner, Carla Lowe, Treasurer, Peggy Kenney, Commission Assistant and Chrislynn Price, County Clerk.
9:00 a.m. Collector LisaNelson presented court orders to be signed. Commission signed court orders numbers 122849-122882 missing number 122850 as commission signed previously.
9:07 a.m. Leah Morton had commission review weekly receipts and Morton signed quarterly assessment reimbursement.
9:30 a.m. Commission reviewed loss control recommendations, and Thomton signed. Commission is going to try and comply and see what the county can do to get MVR for all employees who operate county vehicles
9:52 a.m. Commissioner Thomton signed Medicaid audit compliance for CCHD
9:53 a.m. Commission reviewed Click Computers email and approved them to wire and install the new security system
9:56 a.m. Met with Sheriff McCrary, gave weekly update, they are housing around 37 inmates, discussed loss control insurance
10:00 a.m. Commissioner Thomton reviewed and signed N-D reimbursement agreement
10:19 a.m. Discussed LATCF funding, commission have discussed some possible uses of funds such as replacing parts on the Courthouse elevator and fixing some boiler pipes.
11:00 a.m. Conference call with Dennis Dedmon to ensure asbestos removal on some extra pipes that were found. They should be at the Courthouse at the beginning of next week.
2:30 p.m. Anderson motioned to have Cedar County Treasurer Carla Lowe take overlput on the Cedar County cemetery Bank Accounts and County CDs at ~immbnsB ank. Alumbaugh seconded the motion, motion passed unanimously with Thomton votin-g yes as well, Account numbers and information will be on a separate sheet of paper.
3:00 p.m. Commission reviewed building and grounds, general government, county clerk, election, HAVA, and election services fund proposed budgets for 2026. Reviewed and Approved Payroll and Accounts Payable Bills.

9:01 a.m. Citizen concern on road on the end of H HWY 1975 RD
9:30 a.m. Assessor Leah Morton presented weekly fees, and commission signed 2025 court order
9:30 a.m. Weston Hanger with Great River Engineering Cedar County was selected for a new BRO Project on CR 1001. Next round of BRO in 2026 has been delayed.
9:47 a.m. Rusty Nomd and Tom Ryan presented dispatch services with the ambulance board, Thorton and Nomd signed the contract, but it is retroactive starting June 1,2025.
10:05 a.m. Sheriff James McCrary and Chief Deputy Clay Jeflnes, inmate count is 37, Jefines brought up an option to be compliant with insurance on body cameras from Axon for $53,267, at $10,654.44 a year with a Contract signed by November 1,2025. Discussion on Tasers as well from Axon for $100,490.02, discussion on use of LATCF fund to use for body cameras and tasers. Another possible option with the Opioid Settlement Funding, for the Body Cameras. Also, discussed using sheriffs discretionary fund usage as well. Sheriff will make some calls, and we will reconvene. Anderson made a motion to approve body cameras, Alumbaugh seconded, and passed unanimously with Thomton voting yes.
11:36 am. Landowner discussion on county road 550 and 1051 RD., west of Hackleman Cemetery, culvert pipes plugged up as well.
11:50 a.m. Collector Lisa Nelson, presented Tyler Technologies amendment, she will call Clear Basin to discuss some concerns
1:15 p.m. Sheriff McCrary and Jeflnes about the tasers and body cameras, the tasers were brought down to the amount of $84,360.80 which McCrary stated can be paid for using his discretionary funds over the course of 5 years. The body cams got lowered to $50,823.72, which the commission bad approved at $53,267, earlier in the meeting, Anderson made a motion to approve the Sheriff office to pay for the tasers out of his discretionary funds over the course of 5 years, and the lowered amount of the Body Cameras at $50,823.72 with Axon being a sole source, Alumbaugh seconded, the motion passed unanimously with Thomton voting yes as well. Reviewed and Approved Payroll and Accounts Payable Bills.
