The Cedar County Commission met June 22,2026. Present: Kenneth Thornton; Presiding Commissioner; Ted Anderson, Southern Commissioner, Ron Alenbaugh, Northern Commissioner, Carla Lowe, Treasurer, and Peggy Kenney.

9:00 a.m. Resident visited about the Bear Creek Special Road District.

9:10 a.m. Assessor’s Office presented weekly report; court order list from 6/16/2026 – 6/22/2026

9:22 a.m. Sam Alexander visited regarding the State overstepping with the people’s taxes, hospitals, and health care in rural areas. He’d like to see students that don’t go to college, have the ability to go to Vo Tech school and bring the jobs into rural areas. He’d like to work towards reform and bringing the State to realize rural Counties level of need.

10:15 am. Sheriff McCrary brought the jail report.

10:30 am. Collector LisaNelson presented weekly court order numbers 124219 – 124234

10:40 am. Robert Graves, Chair, and Statler French, Vice Chair of the Cedar County Ambulance District board, Tom Ryan, Manager, and Sheriff, James McCrary, visited about the issues of training and miscommunication regarding the contract between the County and the ambulance board. A new contract will be drafted to meet the agreements made between parties and once a meeting with the ambulance board is had and the topics are voted on. There was discussion about separating the invoices for each month of service for services from January to May 2025 and an invoice for the dispatch training reimbursement. Discussion was also had regarding dispatcher retention for the frst 6 months after training agreeing to add this to the contract pending the meeting and vote.

11: 15 a.m. Liz Moreau with the Independence Special Road District called regarding a hole in a culvert on 725 road.

11:50 a.m. I, Carla Lowe, Cedar County Treasurer, reported that I sent an email to Laura Woody requesting all invoices be matched to the bank statement and emailed to me each month to keep track of the OPIOID money.

1:00 p.m. Skip Casper, Koncord Special Road District Commissioner reporting bridge wash outs.

1:15 p.m. Road and Bridge report presented by DJ Ford. He requested to bave someone available to answer emergency calls on the weekends. The Commission agreed to allow DJ to ask Robert Papenfuhs to cover the weekends.

1:30 p.m. A Citizen called, reporting 722 E 2000 Rd is washed out.

2:20 p.m. Melissa Heskett, Leah Mortan, Charlotte Haden, Chrislynn Price, and I, Carla Lowe requested the Commission to pay for the December Meeting Dinner that will be held on December 11,2026. Commission voted to pay.

Second topic was Juneteenth. With all businesses and banks being closed, we requested to bave the day as a County paid holiday. They will take it into consideration.

2:30 p.m. Phone call with County Attorney, Travis Elliot. Anderson motioned to go into Closed Session, Ron Seconded, pursuant to 610.021(1), RSMo.), motion passed unanimously.

3:25 p.m. Commission returned to open session. Ted motioned to come out of closed session. Ron 2nd. All in favor.

3:30 p.m. Phone call with a resident regarding 900 Rd on the north side of her ranch by the Polk County line past 2397 Rd. has a culvert that is washed out. She stated she put a cone out and fixed a portion of the road.

3:50 a.m. Commission returned a call to a citizen regarding a house demolished by fire being cleaned up 1491 Rd in the Seven Sisters residential area. The Commission attempted to call the homeowner via phone.

4:00 p.m. Commission adjourned.

The Cedar County Commission met June 29,2026. Present: Kenneth Thomton; Presiding Commissioner; Ted Anderson, Southern Commissioner, Carla Lowe, Treasurer, and Peggy Kenney.

9:00 a.m. Bennie Salkilwith the Cedar County Library Board discussed the need forboard member approval. Ted made a motion and Kenneth seconded, all in favor to accept Bennie and Taihlor Mears to stay on as board members.

9:10 a.m. Acitizen called to retrieve information about Dogwood SpecialRoad District and the road needs. The road is E. 1774 Rd.

9:10 a.m. Collector Lisa Nelson presented weekly court ordernumbers 124235 – 124259

9:25 a.m. Sheriff McCrary reported there being35 inmates in jail.

9:30 a.m. Assessor’s Office presented weekly report; court order list from 6/23/2026 – 6/29/2026

Leah reported they had software memory loss due to generator malfunctioning. All but one day of data was retrieved. She asked for funds to fix the issues.

10:10 a.m. Citizen called regarding a question about what jurisdiction they are in. She was advised she would have to go through the Health Department before they put in septic.

10:40 a.m. Phone conversation with the Health Department regarding Mira’s carbeing totaled out by the insurance due to hail and also engine issues. A second issue is regarding a possible metb lab in a house that does not have a working septic and water along with dogs that have been bighting people. A third issue reported is a possible rabid skunk that needs to be caught and tested for rabies. The skunk is near the dogs mentioned above. Tori wanted to confirm that the cost ofthe vet is permissible. They were advised to get pepper spray to protect themselves. A fourth topic was regarding the shed in the parking lot being moved.

1:00 p.m. Road and Bridge report presented by DJ Ford.

1:30 p.m. Commission signed the Kaysinger Basin Regional Planning Commission agreement for a letter ofsupport.

1:30 p.m. Commission signed the Clear Basin software agreement for the Collector’s software and added the Homestead Pro. Homestead Pro is to he paid for out ofthe General Revenue.

1:30 p.m. Commission went to look overthe roads.

3:40 p.m. Commission returned to look over the building and grounds of the Courthouse.
