The Cedar County Commission met December 14, 2020. Present were: Marlon Collins, Presiding Commissioner; Don Boultinghouse, Northern Commissioner; Robert Foster, Southern Commissioner; Heather York, County Clerk.

Resident stopped in to request a widening of CR1100, fill, and back slope to be done near his property before he replaces the fencing later this week.  County Commission inspected the location, declined the widening of the road, but approved ditching and back slope of the road in that location.  Dig Right was contacted today.

Met with Assessor, Chad Pyle

Requests to process court order #26037-26068, to add-on the assessed valuation of newly purchased personal property.

Assessor submitted a Real Property Court Order, Parcel 09-2.2-09-002-001-001.00, re-establishing it as an exempt property.

Motion by Foster to approve the court order to exempt parcel 09-2.2-09-002-001-001.00 from taxes, second by Boultinghouse.  Boultinghouse – Yes, Foster – Yes, Collins – Yes

Met with DJ Ford, Road & Bridge Supervisor

New JD grader has malfunctioned on a couple of occasions on colder weather days; John Deere has been working on the issue.  Discussed the project for CR1100.

Met with Sheriff James McCrary

Inmate Housing = 53

Body scanner and finger print machines are scheduled to arrive in early 2021.

Sheriff reports the intercom system in the jail is in need of repair but the system that was installed in 2014 is out of date and no longer available.  A repair quote has been received for around $8,000.  Sheriff indicated the failure occurred during a power outage so the information will be submitted to insurance before proceeding.

Randy Dillon with Viebrock Pipe stopped in to deliver calendars and notepads.

Met with Coroner Nora Powell

Reviewed a letter from Southwest Missouri Forensics requesting reimbursement for and autopsy.  Commission will request the prosecuting attorney draft a letter protesting the invoice.

Coroner requests unused training and mileage budget from 2020 be carried over to 2021 for her to attend two additional trainings out of state in 2021.  Commission will consider in budget preparation.

Pleasant View Estates is requesting permission to put a gate across CR1474 to prevent the general public from using that as a lake access.  Commission directed her to Rowland Special Road District.  Commissioner Collins offered to talk to the Prosecuting Attorney to verify whether it will be necessary to re-plat the subdivision to close the road.

Motion by Boultinghouse to approve the purchase of software provided by Breaking Point Solutions LLC, DBA GEO Partners LLC, in agreement with Kaysinger Basin Regional Planning Commission to participate in a survey to quantify Cedar County’s need for future rural broadband internet grants; second by Foster.  Collins – Yes, Foster – Yes, Boultinghouse – Yes

Reviewed a letter from the Missouri State Medical Association requesting the Cedar County Commission to require local citizens to wear masks and help stop the upward curve of COVID-19 cases throughout Missouri.  No changes from the Commission were directed.

Signed Progress Invoice #9 for BRO-B020(18) CR1620 Bridge in the amount of $1,282.35.

County Clerk presented additional documentation submitted by Doug Crawford, Stockton R-1 School; Barbara Walsh, El Dorado Springs Ministerial Association; and Elaina Daniels, Cedar County Library for Cares Act Funding requests previously submitted.

Set Special Commission Meeting for Cares Act Funding and year end items for 12/16/2020 at 8:00 a.m. until necessary.

Reviewed a memorandum from Judge David Munton authorizing the 28th Judicial Circuit Court Offices to be closed on December 24th, 2020.

Bills and payroll were approved.
