The St. Clair County Commission met Wednesday, Feb. 28, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner; Debbie Peden, county clerk and Marian McCaslin, administrative assistant present.

The Commission and Road and Bridge Supervisor Cole Cochran met. Discussed were culverts, culvert installation and equipment for the department.

Commissioner Strope made a motion to approve Land Commissioner’s Sale to April Donnell for Lot 8, Block 47, Plat 12 and Lots 9 and 10, Block 47, Plat 12 at Twin Oaks Harbor for a selling price of $714. Motion carried.

Commission met Monday, March 4, with all present.

The Commissioners discussed road conditions due to the recent snow storm and wind gusts.

Commissioner Williams made a motion to approve Land Commissioner’s Sale to Dorothy Young for Lot 13, Block 112 in the town of Monegaw Springs, St. Clair County Missouri for a selling price of $270.77. Motion carried.

Cathy Nugent, representing Cooley Public Strategies and Derrick Pearce, representing Edgar Law Firm were in to update the Commission on a class action opioid lawsuit.

Commission met Wednesday, March 6, with all present.

Road and Bridge Supervisor Cole Cochran met with the Commissioners and discussed equipment, road grading, road conditions and road signs.

James M. Deren, President/CEO of Group Benefit Services, Inc., was in to introduce the firm which is a consulting firm for health insurance. The Commissioners agreed to let him proceed in getting information from the County Clerk to see if his company can benefit the County in the future.

Teresa Heckenlively, St. Clair County Economic Developer, was in to update the Commissioners on recent and upcoming events in Appleton City, Lowry City and Osceola.

Commissioner Strope made a motion to sign Outlawed Tax Abatements on Real Estate for Year 2013 and Personal Property for Year 2015. Motion carried.

Permits form the Corps of Engineers were received for the Bridge Project on NW 750 Rd.

The Commissioners discussed purchasing, for the Road and Bridge Department, a Road Boss Road Drag to pull behind a tractor.

Commission met Wednesday, March 13, with all present.

Students from Southwest Baptist University were in to interview the Commission regarding information on Osceola.

Brian Hassley with the State Emergency Agency telephoned regarding projects for disaster relief in May and June 2015.

The Commission met with Chuck Fields, from Digital Computer Works, to discuss updating the Computer Network Server in the Courthouse. It was decided to go with a new server with a three-year warranty. Digital Computer Works provides the computer maintenance and backup for the majority of the county offices.

Commission met Monday, March 18, with all present.

The Commissioners discussed road conditions due to recent rains.

Consensus was to change Road and Bridge hours and work week effective April 1, 2019 to four (4) days per week, Monday through Thursday, ten (10) hours per day, 7 a.m. t0 %:30 p.m.

Material bids for Road and Bridge Department were opened beginning at 10 a.m.

Corrugated Aluminized Pipe bids: Commissioner Strope made a motion to accept the bids from Metal Culverts, Inc. for Corrugated Aluminized Pipe. Motion carried.

HP Storm Plastic Pipe bids: Commissioner Williams made a motion to accept the bids from Viebrock Sales and Service, LLC for JP Storm Plastic Pipe. Motion carried.

Grader Blade bids: Commissioner Strope made a motion to accept the bids from Murphy Tractor and Equipment Company for Grader Blades. Motion carried.

Commission met Wednesday, March 20, with all present.

Presiding Commissioner Salmon reported on the Workforce Development Meeting he attended in Sadalia on Tuesday, march 19, 2019.

Road and Bridge Supervisor Cole Cochran met with the Commission. They discussed roads, ditches, pipes and pipe installations. Also discussed were motor graders locations and power washers.

Teresa Heckenlively, St. Clair County Economic Developer, was in to report to the Commission on attending Council meetings and events in Appleton City and Lowry City. She reported on Osceola events and a luncheon meeting in which she will be speaking on Friday.

Commissioner Williams made a motion in which St. Clair County enter into an agreement with Edgar Law Firm, LLC, Robins Kaplan LLP and Andrews and Thornton AAL, ALC to represent the County in a Civil Suit against those legally responsible for the wrongful manufacture and distribution of prescription opiods and damages caused thereby. Motion carried.

The Commission received a remonstrance regarding the petition to close St. Clair County Rd. SW 1175.
