The St. Clair County Commission met Wednesday, Dec. 18, with Robert Salmon, presiding commissioner; Leroy Strope, north commissioner; Gerald Williams, south commissioner, Debbie Peden, county clerk and Lori Rowe, administrative assistant present.

The Commissioners met with Road and bridge Supervisor Cole Cochran concerning road conditions and the location of equipment. The Commissioners also called the part-time Road and Bridge employees to notify them of lay-offs due to lack of work for the winter. The Commissioners have set up interviews to fill some full-time positions.

Teresa Heckenlively, St. Clair County Economic Developer, met with the Commission to update them on the progress made for St. Clair County. Agricultural land with rail access is still being sought. Teresa is helping an individual try to expand a business in Lowry City. Osceola continues to work with the Complete Streets Ordinance. The next Stakeholder meeting is scheduled for Jan. 10 in Lowry City.

The Commissioners met with Cole Cochran, road and bridge supervisor. The discussion concerned the location and condition of equipment and the conditions of roads.

Positions in the Road and Bridge department were offered to Cody Bray, Mickey Self and Matt Bowles.

Commissioner Strope reported on the West Central Full board Meeting he attended last week.

Bills and Payroll dated Dec. 31, 2019 were approved and paid.

Sales Tax Revenues came in on Jan. 7, 2020, in the amount of $23,828.69. Last year’s January amount was $31,651.38 giving a decrease of $7,822.69.

Commissioner Strope gave a report on the Economic Development Meeting held Jan. 10 in Lowry City. Represented were: Lowery City, Appleton City, City of Osceola, Sheridan Garman-Neeman, with Kaysinger Basin Regional Planning Commission, Theresa Heckenlively St. Clair County Economic Developer and Commissioner Strope. The main topic was an update of the past year’s activities.

Teresa Heckenlively, Economic Developer for St. Clair County, reported to the Commission about recent economic activities. Appleton City’s MFA grant was not funded this year. Looked at was a grant for recycled tires to cover park and playground areas. In Lowry City, an existing business is looking at options for expansion. Osceola is still in the process of working on their complete street plan.
