The St. Clair County Commission met Wednesday, Oct. 5, with Presiding Commission Robert Salmon and Northern District Commission Leroy Strope present. Southern District Commissioner Gerald Williams was checking on a fallen tree across the road near Roscoe.

Commissioner Williams joined the meeting at 9:35 a.m.

The federal inmate count for Oct. 3 was 135 and Oct. 4 was 131.

The Commission and Road and Bridge Supervisor Cole Cochran discussed a tree across the road near Roscoe, pipes and installation, equipment and roads.

At 10:06 a.m. Commissioner Strope made a motion to go into Executive Session authorized by RSMo 610.021, Sub-section 2. Commissioner Williams seconded the motion. Motion passed by vote: Presiding Commission Salmon (Yes), Commissioner Strope (Yes), Commissioner Williams (Yes).

At 10:36 a.m. Commissioner Strope made a motion to go into Executive Session and reconvene in Open Session. Commissioner Williams seconded the motion. Motion passed by vote: Presiding Commissioner Salmon (Yes), Commissioner Strope (Yes), Commissioner Williams (Yes).

Sheridan Garman-Neeman, St. Clair County Economic Developer, was in to give the Commission an update on proposed projects.

Consensus was that Robert Salmon will represent the St. Clair County Commission on the University of Missouri Extension Council Board for the years 2017 and 2018. This will replace Gerald Williams whose term expires the first of February 2017.

Commission met Wednesday, Oct. 12, with Presiding Commissioner Robert Salmon, Northern District Commissioner Leroy Strope and Southern District Commissioner Gerald Williams.

The Commission and Road and Bridge Supervisor Cole Cochran discussed equipment, brush cutting, culverts and maintenance on ditches.

Commissioner Strope made a motion to approve Land Commissioner’s Sale to Gary R. Schoonover All of Lots 50, 51 and 52, Block 78, Plat 20 of Twin Oaks Harbor for a selling price of $900. Motion carried.

Sales Tax Revenues received for August 2016, were $27,804.71. Sales Tax Revenues were up $1,096.89 compared to one year ago.

Presiding Commissioner Salmon signed the Assessment Reimbursement for the quarter of July 2016 through September 2016 in the amount of $26,040.44.

The federal inmate count for Oct. 11, 2016, was 130 and Oct. 12, 2016, was 130.

Gary Strack, representing Shafer, Kline & Warren, telephoned to discuss with the Commission B.R.O. Bridge projects. The Commission stated they had not programmed a bridge project at this time.

Commission met Monday, Oct. 17, with all present.

The Commission and Road and Bridge Supervisor Cole Cochran discussed brush cutting, equipment repair, gravel, culverts and culvert installations.

Commissioner Strope made a motion to sign a contract with Clear Basin Software LLC for an update on the computer software program for the Collector’s office. Motion carried.

County Clerk Debbie Peden and the Commission discussed the 2016 Assessed Valuations.

Construction on the Courthouse sidewalks are in progress.

The Commission and Road and Bridge Supervisor Cole Cochran discussed pipe, brush cutting and Tucker Bridge and repair.

After discussion, the Commission ordered pipe from Viebrock Sales & Services. The pipe is to be delivered to Appleton City as it is to be installed in the northwest part of the county.

CART Revenues received were $57,299.90; $41,150.83 was the portion going to Common Road District. (These funds are allocated per mile of raod and are received monthly).

Appleton City Special $2,854.63; Chloe Special $1,875.90; Collins Special $3,670.25; Hillsdale Special $1,875.90; Osceola Special $3,017.76; Vista Special $2,854.63.

The federal inmate count for Oct. 20, was 125 and for Oct. 21 was 126.

Road and Bridge Supervisor Cole Cochran reported on equipment repair. Also, the Commission and Cochran discussed brush cutting, pipes and pipe installations.

The Commission spoke with Darin Hamelin, MoDot, concerning repair on the Tucker Bridge.

Treasurer Rhonda Shelby reported she spoke with the company that designed the County Website concerning the slow assess to the website. A meeting is to be arranged to discuss restructuring and any concerns.

A citizen called to request gravel for SE 650 Rd. It was reported this matter will be checked into.

Saralee Jamieson, University of Missouri Extension Office, was in to update the Commission on future plans regarding the Extension Office and her retirement.

Commission met Wednesday, Oct. 26, with Presiding Commissioner Robert Salmon, Northern District Commissioner Leroy Strope, Southern District Commissioner Gerald Williams, County Clerk Debbie Peden and Administrative Assistant Marian McCaslin.

The Commission received a telephone call from a concerned citizen regarding lack of communication with a company installing carports. As the company is located in Cedar County, the citizen was informed to contact that county.

The Commission spoke by telephone, with Road and Bridge Supervisor Cole Cochran regarding road signs and brush cutting.

Effective Monday, Nov. 7, 2016, the Commission agreed to change the Road and Bridge Department’s work week and hours to five (5) days per week, Monday through Friday, eight (8) hours per day, 7:30 a.m. to 4 p.m. This will be in effect until further notice.

Sheridan Garman-Neeman, St. Clair County Economic Developer, updated the Commission on proposed projects for the County.

The Commission discussed repair on Tucker Bridge with a local contractor. It was reported the work should begin in approximately one week.

The Commission viewed the new Courthouse sidewalks. A railing will be installed on the ramp portion of the sidewalk.

The Commission and Road and Bridge Supervisor Cole Cochran discussed pipe, brush cutting and locations and hauling gravel.

The federal inmate count for Oct. 27, was 124 and for Oct. 28, was 125.

A concerned citizen telephoned regarding road signs on SW 400 Rd. and SE 871 Rd. Road and Bridge Department was informed of the situation and will check on it.

Commissioner Strope made a motion to nominate Robert Salmon as delegate to the upcoming Missouri Association of Counties Conference. Motion carried.

The company that built the County Website telephoned to discuss reorganizing pages and minor updates. Consensus was to send a proposal of changes with charges for the Commission to review.
