Sheriff Scott Keeler reported deputies made five arrests and took two reports during the week of Aug. 26-Sept. 2, 2019.

Warrant Arrests

Joshua Young- On Sept. 1, Joshua Young, 35, Appleton City was arrested on three St. Clair County warrants. The first warrant charges him with a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $2,500 cash only.

The warrant comes after a St. Clair County deputy performed a traffic stop on a vehicle that Young was driving, for a traffic violation in April of 2019. The deputy made contact with Young and asked if there was anything illegal in the vehicle. Young gave consent for the deputy to search the vehicle. During the search, a glass pipe with a white residue was located.

The second warrant is for a class D misdemeanor driving with no insurance. Bond is set at $500 cash only. This warrant stems from the traffic stop by a St. Clair County deputy in April of 2019.

The third warrant is for a class D felony possession of a controlled substance, two class D felony counts of delivery or possession of a controlled substance at a county/private jail/correctional center, and a class D misdemeanor unlawful possession of drug paraphernalia.

The warrant comes after a deputy performed a traffic stop on the vehicle Young was a passenger in for an equipment violation in May of 2019. After getting consent to search the vehicle from the driver, the deputy found a green bag on the floorboard in the passenger area of the vehicle. Inside the bag was a syringe, a plastic bag with a white crystal-like substance, and a pair of “brass” knuckles. The crystal-like substance did field test positive for methamphetamine.

While being transported to the jail, the deputy reminded Young, that if he had anything else hidden on his person, he needed to speak up now. Young stated he did have some pills on his person. Upon arrival, Young was taken in to be searched. The correctional staff did locate the pills and a plastic bag with a crystal-like substance. All evidence was collected.

Paul Evans- On Aug. 31, Paul Evans, 30, Osceola, was arrested by a St. Clair County deputy on a class B misdemeanor driving while intoxicated. Evans was booked and released pending formal charges.

The arrest comes after St. Clair County deputies observed Evans stumble multiple times on the way to his vehicle at the rodeo grounds. It was unclear if Evans was retrieving something from his vehicle or leaving. Evans got into his vehicle and drove off. A deputy pulled over the vehicle Evans was driving. When asked if he would do a field sobriety test, Evans refused. When asked to perform a breathalyzer test, Evans refused.

Jay Buck- On Aug. 30, Jay Buck, 41, Kansas City, was arrested on a St. Clair County warrant charging him with a probation violation on an original class D felony possession of a controlled substance. Bond is set at $5,000 cash only.

The charge stems from an incident when a St. Clair County deputy conducted a traffic stop for speeding on Highway 13 near Collins in January of 2016. During the investigation, a glass pipe and digital scales were found in Buck’s vehicle. The items field tested positive for methamphetamine.

Marcus Balthrope- On Aug. 29, Marcus Balthrope, 37, Chilhowee, was arrested on a St. Clair County warrant for a probation violation on an original class C felony driving while intoxicated-aggravated offender and a class D felony driving while revoked/suspended. Bond is set at $5,000 cash only.

The original charges stem from a traffic stop by the Missouri State Highway Patrol in May of 2013.

Cody Cooper- On Aug. 29, Cody Cooper, 28, Humansville, was arrested by a St. Clair County deputy on a class B misdemeanor property damage in the second degree. Cooper was placed on a 24 hour hold pending formal charges.

The arrest comes after deputies were dispatched to a residence on SE Highway 54 in reference to a disturbance.

Upon arrival, a deputy made contact with Cooper. Cooper was very agitated and refused to follow the deputy’s orders. Cooper finally complied when the deputy pulled his county issued taser.

The victim stated she and Cooper had gotten into an argument and Cooper had been following her as she was trying to get away from him. Cooper had parked his truck and started to beat on it as he yelled at the residence where the victim was at.

Stealing in Collins

On Sept. 1, a St. Clair County deputy was dispatched to a residence on SE 901 Road in reference to stealing. Upon arrival, the deputy spoke with Bryan Purtle. Purtle stated when he and his family came down to their trailer to go hunting, they noticed the back door of the trailer pried open. Purtle stated he noticed a small green toolbox, with tools in it, were missing, along with a red twin tank 110 volt air compressor and a camouflaged Barnett crossbow with a case. The estimated loss value is $700.

Property Damage in El Dorado Springs

On Aug. 27, a St. Clair County deputy was dispatched to a residence on Highway K in reference to property damage. Upon arrival, the deputy spoke with Melvin Carver. Carver stated he came to the residence to take care of yard work and noticed a door on the north side of the house was kicked in. Carver stated he did not notice anything missing except for light bulbs.

Warrant Arrests

Earl Pinkman- On Sept. 7, Earl Pinkman, 39, Sheldon, was arrested on a St. Clair County warrant for two counts of a class D felony possession of a controlled substance and a class A misdemeanor. Bond is set at $5,000 cash only.

The charges stem from an Osceola Police Department investigation in November of 2017.

Mitchel Nickolas- On Sept. 6, Mitchel Nickolas, 28, Appleton City, was arrested by a St. Clair County deputy on a Cedar County warrant for failure to appear in court. Bond is set at $2,500 cash only.

Nicholas Himmelberg- On Sept. 5 Nicholas Himmelberg, 37, Willard, was arrested on a St. Clair County warrant charging him with failure to appear in court on an original class A misdemeanor violation of a child protection order. Bond is set at $500 cash only.

Matthew Todd- On Sept. 5, Matthew Todd, 41, Unknown, was arrested on a St. Clair County warrant for a probation violation on original charges of two class D felonies possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $5,000 cash only.

The original charges stem from a traffic stop by a St. Clair County deputy on a vehicle Todd was driving. During the stop, a K9 unit was called to the scene. The K9 performed an exterior sniff test of the vehicle. The K9 did alert to the presence of narcotics. During the search of the vehicle, a bag containing drug paraphernalia with residue was located along with syringes and baggies of white crystal like substance. The substance later field tested positive for methamphetamine.

Antonio Dossett- On Sept. 4, Antonio Dossett, 59, Kansas City, was arrested on St. Clair County warrants charging him with two separate counts of driving while revoked/suspended.  Total bond is set at $7,000 cash or surety.

One charge comes from a traffic stop by a St. Clair County deputy in March of 2018.

The second charge comes from a traffic stop by the Missouri State Highway Patrol in November of 2017.

Jason Williams- On Sept. 4, Jason Williams, 42, Grandview, was arrested on a St. Clair County warrant charging him with a class C felony manufacturing a controlled substance, a class E felony keeping or maintaining a public nuisance, a class D felony unlawful possession of a firearm, and a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Bond is set at $20,000 cash or surety.

The arrest comes after St. Clair County deputies and the Mid Missouri Drug Task Force conducted a search warrant on their place of residence. During the search, a marijuana grow was located inside the residence.

Essence Williams- On Sept. 4, Essence Williams, 44, Grandview, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Williams was booked and released pending formal charges.

The arrest comes after St. Clair County deputies and the Mid Missouri Drug Task Force conducted a search warrant on their place of residence.

Anthony Franklin- On Sept. 3, Anthony Franklin, 25, Lebanon, was arrested on St. Clair County warrants charging him with a class D misdemeanor driving while revoked/suspended, and unclassified misdemeanor no insurance and an infraction charge for exceeding the posted limit by 1-5 mph. Total bond is set at $1,326.50 cash or surety.

The charges stem from a traffic stop by the Missouri State Highway Patrol in November of 2018.

Tye Kempinger- On Sept. 3, Tye Kempinger, 48, Kansas City, was arrested on a St. Clair County warrant for a class D felony possession of a controlled substance, a class D felony unlawful possession of a firearm, and a class E felony unlawful use of a weapon. Bond is set at $15,000 cash or surety.

The arrest comes after a St. Clair County Sheriff’s Office and Mid Missouri Drug Task Force investigation. A St. Clair County deputy performed a traffic stop on a vehicle that Kempinger was a passenger in. During the investigation, a scale with a white crystal like substance was located under the passenger seat where Kempinger was seated. A plastic baggie was located with a white crystal like substance. A loaded handgun was located in the vehicle as well. The white crystal like substance field tested positive for methamphetamine. Kempinger admitted to the handgun being his.

Benny Smith, Jr.- On Sept. 3, Benny Smith, Jr., 32, Lebanon, was arrested on a St. Clair County warrant for a probation violation on an original class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set $2,500 cash only.

The original charges stem from an Osceola Police Department investigation in May of 2018.

Rionna Williams- On Sept. 3, Rionna Williams, 28, Osceola, was arrested on a St. Clair County warrant for failure to appear in court on an original unclassified felony for armed criminal action and a class B felony unlawful use of a weapon. Bond is set at $20,000 cash or surety.

The original charges stem from an Osceola Police Department investigation in May of 2018.

Stealing in Lowry City

On Sept. 3, a St. Clair County deputy was dispatched to a residence on NW 301 Road in reference to stealing. Upon arrival, the deputy spoke with Sheryl Walters. Walters stated she was cleaning her yard with a Husqvarna weed trimmer. Walters stated when she left her residence she left the trimmer in the tall grass. When she returned, the trimmer was gone. Walters has named people of interest. Estimated loss value is $350.
