ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made 17 arrests and took multiple reports during the weeks of Nov. 26 through December 31, 2019.

Warrant Arrests

Logan Dutcher- On Dec. 31, Logan Dutcher, 20, Appleton City, was arrested by a St. Clair County deputy on a class E felony resisting arrest/detention/stop by fleeing-creating a substantial risk of serious injury/death to any person. Dutcher was booked and released pending formal charges.

On Dec. 30, while a St. Clair County deputy was responding to a stranded motorist on Highway H, a maroon dually truck topped a hill at a high rate of speed, nearly running the deputy off the road. The deputy turned around and attempted to perform a traffic stop on the truck. The truck continued along the highway at a high rate of speed. The truck pulled into a residence off the highway and bailed out of the truck and ran on foot. St. Clair County deputies arrived on scene and did a search of the area with negative results.

Lissa Hearting- On Dec. 30, Lissa Hearting, 36, Rockville, was arrested on a St. Clair County warrant charging her with failure to appear in court on a class D felony non-support, total arrears in excess of 12 monthly payments due under order of support. Bond is set at $10,000 cash or surety.

Phillon Howard- On Dec. 26, Phillon Howard, 27, Kansas City, was arrested on a probation violation on original charges of a class D felony forgery and a class E felony resisting arrest by fleeing. Bond is set at $10,000 cash only.

The original charges stem from an Osceola Police Department investigation in February of 2017.

Kenda Meredith- On Dec. 22, Kenda Meredith, 30, Appleton City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class E felony unlawful possession of drug paraphernalia. Meredith was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Meredith was driving for an equipment violation. During the stop, Meredith gave the deputies consent to search the vehicle. During the search, the deputies located a make-up bag that had a loaded syringe that field tested positive for methamphetamine. Also located were a bag with a white crystal like substance, a bag with marijuana, and 16 syringes.

Karl Kimbrell- On Dec. 22, Karl Kimbrell, 17, Clinton, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class E felony unlawful possession of drug paraphernalia. Kimbrell was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Kimbrell was a passenger in for an equipment violation. During the stop, the driver of the car gave the deputies consent to search the vehicle. During the search the deputies located a make-up bag that had a loaded needle that field tested positive for methamphetamine. Also located were a bag with a white crystal like substance, a bag of marijuana, and 16 syringes.

Jennifer Bandy- On Dec. 21, Jennifer Bandy, 41, Osceola, was arrested on a St. Clair County warrant charging her with failure to appear in court on an ordinance charge for driving while revoked/suspended. Bond is set at $77.50.

Joedy Hill- On Dec. 20, Joedy Hill, 42, Osceola, was arrested by a St. Clair County deputy on a Polk County warrant charging him with failure to appear in court on an infraction charge. This is a no bond warrant.

Vincent Mansell- On Dec. 19, Vincent Mansell, 39, El Dorado Springs, was arrested on a St. Clair County warrant charging him with failure to appear in court on a class D misdemeanor no insurance and an infraction for no seat belt. Total bond is set $178.50 cash only.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Mansell was driving for an equipment violation in April of 2019. While making contact with Mansell, the deputy observed an open beer can. Mansell was asked if he had been drinking and stated he had two beers. The deputy asked if he would submit to a preliminary breath test. The deputy administered the test and the results indicated a blood alcohol content of .05%.  

Joshua Young- On Dec. 19, Joshua Young, 35, Appleton City, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance. This is a no bond warrant.

Cody Strutton- On Dec. 16, Cody Strutton, 22, unknown, was arrested on a St. Clair County warrant for failure to pay fines on a class A misdemeanor stealing and a class C misdemeanor assault in the fourth degree. Total bond is set at $191.50 cash only.

The warrant comes after St. Clair County deputies were notified by an employee of Shelby’s Gas Station in Lowry City, that a guy left the station without paying for the merchandise on June 26, 2019. The deputies made contact with Strutton as he was about to fight a store employee. He was taken into custody without incident.

Brandon Wood- On Dec. 16, Brandon Wood, 27, Osceola, was arrested on a St. Clair County warrant charging him with failure to appear in court on a class D felony possession of a controlled substance and a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense.

The original arrest comes after a St. Clair County deputy stopped to check on a stranded motorist in March of 2019. After making contact with the driver and passenger, the deputy had the passenger, Wood, stand in front of the vehicle. When the deputy went to check Wood for weapons, the deputy observed Wood drop a glass pipe into the engine compartment on the vehicle.  

Matthew Hammer- On Dec. 13, Matthew Hammer, 31, Butler, was arrested by a St. Clair County deputy on two Bates County warrants for failure to appear in court on misdemeanor charges. Total bond is set at $700 cash or surety.

Daryl Patterson- On Dec. 5, Daryl Patterson, 30, Independence, was arrested by a St. Clair County warrant charging him with a class E felony non-support, total arrears in excess of 12 monthly payments due under order of support. Bond is set at $1,000 cash only.

Amy Shull- On Dec. 5, Amy Shull, 47, Collins was arrested by a St. Clair County deputy on a Hickory County warrant for failure to appear in court on a traffic violation. Bond is set at $5,000 cash or surety.

Jessica Thomas- On Dec. 2, Jessica Thomas, 26, Osceola, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance, a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense, and a class A misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Total bond is set at $10,000 cash or surety.

The warrant comes after an investigation by the St. Clair County Sheriff’s Office and the Mid Missouri Drug Task Force in November of 2019.

Ryan Greve- On Dec. 1, Ryan Greve, 27, Osceola, was arrested by a St. Clair County deputy on a Kansas probation violation warrant. This is a no bond warrant.

William Rodriguez- On Nov. 28, William Rodriguez, 23, Springfield, was arrested by a St. Clair County deputy on a class A misdemeanor possession of marijuana/synthetic cannabinoid of 11-35 grams. Rodriguez also had two outstanding warrants for failure to appear in court on an ordinance charge for exceeding the posted speed limit by 20-25 mph and an infraction charge for no seat belt. Total bond is set at $228 cash only.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle that Rodriguez was a passenger in for a moving traffic violation. When the deputy approached the vehicle, they could smell the odor of marijuana emitting from the vehicle. The deputy asked for consent to search the vehicle and it was granted. During the search of the vehicle, three plastic baggies with marijuana were recovered from the passenger area of the vehicle. Williams admitted to the marijuana to being his.

Burglary in Deepwater

On Dec. 28, St. Clair County deputies were dispatched to a residence on NE 1150 Private Road in reference to a burglary. Upon arrival, the deputies spoke with Mark Winningham. Winningham stated someone had attempted to steal from his property but were unsuccessful due to the suspect vehicle getting stuck in his yard.

It appeared there were two suspect vehicles. One pulled the stuck vehicle out of the yard. Winningham stated they were trying to steal the golf cart out if his yard. It also appeared that they were trying to steal his boat that had been loaded with Winningham’s property.

The deputies entered the residence and observed that someone had gone through multiple drawers in multiple rooms.

Estimated loss value unknown at the time of this report. Winningham stated he would get an estimate to repair his yard. He also stated he would contact the deputies if anything else was missing.

Evidence was collected from the scene.

Winningham advised the residence next to his had also been broken into. The deputies noticed a blue tote behind the residence that had tools in it. Winningham contacted the neighbor by phone. The home owner, Larry Fyfe, spoke to the deputy over the phone. The deputy advised Fyfe that it appeared as if someone had broken into his residence.

Fyfe advised he would come to the residence and assess the damage and to see if the tools were his. Fyfe did state the tools were in fact his and observed the damage to the front screen door.

Estimated loss value is $600.

Vehicle Tampering in Collins

On Dec. 28, a St. Clair County deputy was dispatched to Hawthorn Bank in Osceola to take a report from Lynn Melvin in reference to someone breaking into her vehicle. Melvin stated she parked her vehicle outside her residence on Coon Creek Road. When she went to start her vehicle on the morning of Dec. 27, she noticed her glove box was open and the contents were scattered all over the passenger seat. Melvin stated she asked her husband if he had been into the glove box and he advised he had not.

Melvin stated her personal checkbook was missing. Also missing was a small bag with miscellaneous items in it and new license plates for her vehicle.

Burglary in El Dorado Springs

On Dec. 25, a St. Clair County deputy was dispatched to a residence on SW 900 Road in reference to a burglary. The deputy made contact with the home owner by phone. The home owner, Lawrence Cumpton, stated he left his residence around 8:30 a.m. on Christmas day. He stated when he returned home around noon, he noticed the glass front to his gun case had been broken. Crumpton stated four guns were missing from the case, but nothing else was missing from the residence.

The guns that are missing are a Savage model 110 (unknown caliber) rifle with a BSA scope, a Glenfield 30-30 rifle with a Tasco scope, a SCCY 9mm stainless steel pistol with Muddy Girl camouflage, and a Marlin bolt action .410 shotgun.

Total estimated loss value is $1,310. A person of interest has been named.

Burglary in Osceola

On Dec. 22, a St. Clair County deputy was dispatched to a residence on NE 50 Road in reference to a burglary. Upon arrival the deputy spoke with Casey Green and Joseph Arreola. Arreola stated he had unloaded Christmas presents from his vehicle, at around 3 p.m., into his residence. He placed his new Stihl MS250 chainsaw on the floor inside his residence. Arreola stated he and Green left the residence at around 4 p.m. When they returned back to the residence around 10 p.m., Arreola observed the front door to the residence open and the front porch light was unscrewed. Arreola advised the chainsaw was missing from where he had placed it. They checked the house to make sure they hadn’t misplaced it.

A person of interest has been named.

Burglary in Osceola

On Dec. 17, a St. Clair County deputy was dispatched to a residence on NE 320 Road in reference to a burglary. Upon arrival, the deputy spoke with Paul Krider. Krider stated he was watching the residence while the owner was on vacation. Krider stated when he showed up to the house to feed the cat, he noticed the shed and the garage doors were open. Krider stated a black 2015 four door Jeep Cherokee was missing.

Krider stated he would try to contact the home owner to let them know what was going on.

Later in the day on Dec. 17, Sarah Russell, the daughter of the home owner, Hal Russell, called and spoke with the deputy. She stated she was at her father’s house to see what was missing. She stated all of her mother’s jewelry was missing along with all of her father’s guns. Two hunting bows were also missing.

Dallas Russell, the son of the home owner, also provided a list of missing items to the deputy. Dallas stated all the guns where in a olive green gun safe and the entire safe was missing from the basement.

Missing items include an 8mm Mauser rifle, a .270 Savage with a Nikon scope, a 12 gauge semi-auto shotgun, a 12 gauge pump shot gun, a .22 HR pistol, a .22 Winchester rifle, a .22 synthetic rifle, a .22 bolt action rifle, a .22 single shot rifle, a .38 Colt pistol, a Martin compound bow, an Elite bow with pink string, 10 various knives of unknown make, a diamond ring, a diamond necklace, diamond earrings, several pearl necklaces along with various other necklaces and $500 cash. Estimated loss value is unknown at time of this report.

Burglary in Osceola

On Dec. 14, St. Clair County deputies were dispatched to a residence on NW 501 Road in reference to a burglary. Upon arrival, the deputy spoke with Duke Johns. Johns stated his father-in- law’s residence had been broke into. Johns stated someone had cut the lock to one of the sheds and pulled the lawn mower out. A lock on a different shed had also been cut off. Johns stated when he walked up to the residence he noticed a window AC unit had been pushed into the residence.

Johns showed the deputies the inside of the residence where a metal gun safe was broke into. Johns stated two guns were missing. The first gun was a model 60 Marlin .22 long rifle. Gun number two was a non operable revolver.

Johns stated nothing else seemed to be missing, but would know better when his father-in-law got to the residence to check.

Estimated loss value is $350.

Stealing in Collins

On Dec. 13, a St. Clair County deputy was dispatched to Mike’s Towing in Collins in reference to a possible stealing. Upon arrival, the deputy spoke with Mike Garlett. Garlett stated a trailer loaded with wood had been towed for the Missouri State Highway Patrol on Dec. 8. The trailer was taken from the lot at approximately 2:25 a.m. on Dec. 9. Garlett stated he reviewed the video, but it was too dark to make out the truck or the driver.

Estimated loss value of the bill is $500.

Stealing in Collins

On Dec. 10, a St. Clair County deputy was dispatched to SW Highway PP in reference to a burglary. Upon arrival, the deputy spoke with Mike Garlett. Garlett stated when he had entered one of his sheds, he noticed that two of his chainsaws were not where he had left them. He also stated a green soft sided tackle box full of crappie lures was missing along with three five gallon gas cans, full of gas.

Total estimated loss value is $850.

Burglary in El Dorado Springs

On Dec. 10, a St. Clair County deputy was dispatched to a residence on SE 600 Road in reference to a burglary. Upon arrival, the deputy spoke with Patricia Davis. Davis was informed by a friend that Davis’ garage had been broken into over the Thanksgiving holiday.

Davis stated she went to the garage on Dec. 6 to see if anything was taken. She stated an ARC welder along with welding rods and welding helmet, a power washer, a Stihl weed eater, two compound bows, a golf bag full of clubs, five power tools and assorted hand tools were missing.

Estimated loss value is $2,050.

Recovered Stolen Vehicle from Collins

On Dec. 8, Hickory County contacted St. Clair County stating they had found a wrecked out 1999 Chevrolet Tahoe. When they ran the license plate of the vehicle, it came back to a resident of St. Clair County.

A St. Clair County deputy went to the registered owner’s residence and asked if he owned a 1999 Chevrolet. The owner, Jerry Walker, stated he did own a Tahoe. Walker stated that someone must have taken it during the night. Walker stated he may have not noticed it missing since there are a lot of vehicles on the property.

The deputy informed Walker the Tahoe was located on Highway 123 just outside of Weaubleau, Missouri. The vehicle was towed to the owner’s residence. Once there, the St. Clair County deputy collected evidence and took photos of the vehicle.

Stolen Vehicle from Osceola

On Dec. 5, a St. Clair County deputy was dispatched to a residence on NE Highway CC in reference to a stolen vehicle. Upon arrival, the deputy spoke with Jennifer Berns. Berns stated they had gone fishing in the morning and when they returned to the residence at 12:30 p.m. the vehicle gone. Berns stated the vehicle is a pearl white 2014 Chevrolet Malibu. Berns also stated her purse was inside the vehicle.

Total estimated loss value is $7,040. A person of interest has been named.

Stolen Vehicle from Osceola

On Dec. 3, a St. Clair County deputy was dispatched to a residence on SE 475 Road in reference to a stolen pick-up truck. Upon arrival, the deputy spoke with Gary and Paula Thomas. Gary stated he and his wife were sitting in their living room watching TV around 7:30 p.m. on Dec. 2, when they noticed tail lights leaving their driveway. Gary stated he has a friend that has been staying in the garage apartment and assumed it was him leaving so they did not think about it too much.

When Gary awoke on the morning of Dec. 3, he noticed his silver in color 2006 GMC pick-up missing from the driveway. Gary stated he checked with his neighbors to see if anyone had borrowed his truck. All the neighbors did not know anything about his vehicle.

Gary stated there were multiple tools in the truck as well. There was a DeWalt tool kit, a Black and Decker tool kit, an electrician’s tool bag, a Ram Set nail gun, a truck bed tool box, two full five gallons containers of gas, a log chain, a set of jumper cables, and miscellaneous tool bags with tools.

Total estimated loss value is $9,009. A person of interest has been named. A request for prosecution was signed.

Property Damage in Gester

On Nov. 29, a St. Clair County deputy was dispatched to a residence on NE 1133 Road in reference to property damage. Upon arrival, the deputy spoke to Dennis Davis. Davis stated on Nov. 27, he heard a loud truck stop near his residence around 1:50 a.m. Davis stated he heard someone open the screen door on his residence and they attempted to open the main door. Davis then stated he heard his screen door shut so he retrieved his rifle. Davis noticed the motion lights were on at two of his sheds. Davis stated he fired a shot in the direction of one of his sheds, into some trees. Davis stated he could hear the suspect(s) running away.

Davis stated his wife went to the shed on Nov. 29, and noticed the padlock clasp was broken with the padlock still attached.

It was unknown if anything was missing at the time of this report.
