ST. CLAIR COUNTY SHERIFF

Scott Keeler reported deputies made 20 arrests and took multiple reports during the weeks of March 24 through April 7, 2020.

Warrant Arrests

Davy Bardwell, Jr.- On April 7, Davy Bardwell, Jr., 36, Osceola, was arrested on a St. Clair County warrants charging him with failure to appear in court on a class A misdemeanor driving while revoked/suspended-second or third offense and a class D misdemeanor no insurance. Total bond is set at $608.50 cash only.

The original charges stem from a traffic stop by a St. Clair County deputy in July of 2019.

Franklin Keith- On April 7, Franklin Keith, 28, Deepwater, was arrested by a St. Clair County deputy on a class E felony domestic assault in the second degree. Franklin was booked and re-leased pending formal charges.

The charges come after an altercation between Keith and his wife where Keith left bruises on his wife.

William Cain- On April 6, William Cain, 47, El Dorado Springs, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance, and a class A misdemeanor unlawful possession of drug paraphernalia-prior offense. Bond is set at $10,000 cash or surety.

The warrant comes after a St. Clair County deputy was dispatched SW 900 Road and SW 801 Road to assist a Cedar County deputy in April of 2019. The Cedar County deputy was checking on a suspicious vehicle in the area and encountered a female and male subject. The female subject was taken under arrest by the Cedar County deputy for an El Dorado Springs Police Department warrant. The male subject was checked for weapons and a glass pipe was located on his person. The St. Clair County deputy field tested the glass pipe and it did test positive for methamphetamine.

The vehicle was parked inside St. Clair County and the female driver did give consent to search the vehicle. A search was conducted with no findings.

Angelica Bryant- On April 5, Angelica Bryant, 23, Osceola, was arrested by a St. Clair County deputy on a class A misdemeanor driving while intoxicated-prior offense. Bryant was booked and released pending formal charges.

The arrest comes after St. Clair County deputies performed a traffic stop on the vehicle Bryant was driving for a moving violation. Bryant was asked to take a preliminary breath test after she was observed driving erratically. Bryant did consent to the test and had a .09 blood alcohol concentration. While at the jail, a formal breathalyzer was performed, and showed a B.A.C. of .078.

Trevor Davis- On April 4, Trevor Davis, 30, Appleton City, was arrested by a St. Clair County deputy on a class A misdemeanor driving while intoxicated-prior offense, and a class B misdemeanor property damage in the second degree. Davis was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed an investigative stop on the vehicle Davis was driving. There was severe front end damage to the vehicle. Davis did not immediately pull over for the deputy and continued until he reached the BP Gas Station. When the deputy made contact with Davis, the deputy could smell the strong odor of intoxicants coming from the vehicle.

The deputy asked Davis if he had hit the traffic sign at Highway H and A. Davis stated that he did. Davis was also asked why he didn’t stop and Davis stated he had been drinking. Davis consented to a preliminary breath test which he blew three times over the legal limit of .08.

Tiffany Hanson- On April 1, Tiffany Hanson, 30, El Dorado Springs, was arrested by a St. Clair County deputy on a class B misdemeanor property damage in the second degree. Hanson was booked and released pending formal charges.

The arrest comes after Hanson hit her elbow on the sliding glass door of her boyfriend’s residence causing it to shatter during an argument.

Clinton Oehring- On April 1, Clinton Oehring, 29, Osceola, was arrested on a St. Clair County warrant for a probation violation on original charges of a class C felony possession of a controlled substance, a class D felony resisting/interfering with arrest for a felony, and a class A misdemeanor unlawful use of drug paraphernalia. Bond is set at $5,000 cash only.

The original charges stem from a St. Clair County investigation August of 2016.

James Chamberlain- On March 30, James Chamberlain, 48, Osceola, was arrested by a St. Clair County deputy on a class A felony unlawful use of a weapon-shoot at/from a motor vehicle, at a person, motor vehicle or building, resulting in death or injury. Chamberlain was booked and released pending formal charges.

The arrest comes after someone stole his son’s truck from their residence. Chamberlain heard his son’s, John Chamberlain, 18, pickup truck being stolen from their residence. James and John chased the stolen vehicle southbound on Highway 13.

The Chamberlains caught up with the stolen vehicle on Highway 13 near the Highway T and V intersection. James Chamberlain fired shots at the vehicle while traveling southbound on High-way 13.

The driver, later identified as Billy Ray Luff, 39 of Arcola, MO, was struck in the right shoulder. Luff stopped the vehicle in the median and was held at gun point until deputies arrived on scene. Luff was transported by air ambulance to a Springfield area hospital where he is being treated for his injury.

Andrew Webster- On March 30, Andrew Webster, 19, Osceola, was arrested by a St. Clair County deputy on a class E felony assault in the third degree. Webster was booked and released pending formal charges.

The charge comes after two juveniles stated Webster had punched them.

Kassie Henderson- On March 29, Kassie Henderson, 41, Osceola, was arrested by a St. Clair County deputy on a Henry County warrant for failure to appear in court. Bond is set at $116.50 cash only.

Jermaine Howard- On March 29, Jermaine Howard, 33, Grandview, was arrested by a St. Clair County deputy on two Henry County warrants for failure to appear in court. Total bond is set at $369 cash or surety.

Melissa Riley- On 28, Melissa Riley, 32, Kansas City, was arrested by a St. Clair County deputy on four failures to appear in court warrants out of Jackson County. Total bond is set at $3,000 cash or surety.

Joshua Voss- On March 28, Joshua Voss, 43, Rogersville, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Voss was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Voss was driving for an equipment violation. The deputy asked for and was given consent to search the vehicle. During the search a glass pipe was located. The glass pipe did field test positive for methamphetamine.

Ryan Greve- On March 27, Ryan Greve, 27, Osceola, was arrested by a St. Clair County deputy on a class D felony unlawful possession of a firearm and a class A misdemeanor driving while revoked/suspended- third offense. Greve was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Greve was driving for a moving violation. A record check of Greve showed his driving status as sus-pended. The deputy asked if there was anything illegal in the vehicle. Greve stated no and gave consent to the deputy to search the vehicle. During the search three boxes of ammo were located. Greve is a convicted felon.

Jeremy Noble- On March 27, Jeremy Noble, 35, Clinton, was arrested on a St. Clair County warrant charging him with a probation violation on an original class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $5,000 cash only.

The original charges stem from a Mid Missouri Drug Task Force investigation in October of 2018.

Misty Manning- On March 26, Misty Manning, 35, Holden, was arrested on a St. Clair County warrant charging her with a probation violation on original class D felony tampering with a motor vehicle in the first degree and a class B misdemeanor driving while intoxicated. Bond is set at $5,000 cash only.

The original charges come from a St. Clair County investigation in November of 2019.

Jeffrey Walker- On March 26, Jeffery Walker, 42, Nixa, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D misdemeanor possession of marijuana/synthetic cannabinoid of 10 grams or less. Walker was booked and released pending formal charges.

The charges come after St. Clair County deputies performed a traffic stop on the vehicle Walker was driving for an equipment violation. During the initial conversation with Walker, he was asked if there was anything illegal in the vehicle. Walker admitted to having marijuana under the front passenger seat. During a consensual search of the vehicle, the marijuana was located where Walker stated it would be. Further search of the vehicle revealed drug paraphernalia, more mari-juana, and some prescription pills.

Maggie Burchett- On March 25, Maggie Burchett, 36, unknown, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Burchett was booked and released pending formal charges.

The arrest comes after the St. Clair County Sheriff’s Office assisted the Mid Missouri Drug Task Force in an investigation. Burchett was at a residence in Appleton City during the investigation. When deputies made contact with her, there was a syringe in plain sight near her. Burchett admitted the syringe was hers. The syringe did field test positive for methamphetamine.

Michael Leuty- On March 25, Michael Leuty, 49, Lowry City, was arrested on a St. Clair County warrant for a probation violation on an original class D felony possession of a controlled sub-stance. Bond is set at $2,500 cash only.

The original charge stems from an Osceola Police Department investigation in July of 2019.

Hannah Rhyne- On March 25, Hannah Rhyne, 35, Clinton, was arrested on a St. Clair County warrant charging her with a class C felony forgery. Bond is set at $15,000 cash or surety.

The warrant comes after Rhyne cashed an altered cashier’s check at Carney’s Five Star grocery store in May of 2016.

Theft in Osceola

On March 31, a St. Clair County deputy was dispatched to a residence on SE Highway TT in reference to stealing. Upon arrival, the deputy spoke with Patricia Brownlee. Brownlee stated that someone had broken into her shed and stole a bunch of miscellaneous tools, a lawn mower battery, a 120 volt Bonaire inflator, and a battery charger. Total estimated loss value is $590.

The deputy collected the camera pictures from Brownlee and took photographs of the scene.

Theft in Collins

On March 29, a St. Clair County deputy was dispatched to SE 1000 Road in reference to stealing. The deputy made contact with Scott Buckley. Buckley stated that sometime between March 22 and March 27, someone stole his yellow 2003 Honda 300EX four-wheeler. Buckley stated the four-wheeler was in his shop.

No estimated loss value was known at the time of this report.

Burglary in Gerster

On March 28, a St. Clair County deputy was dispatched to a property at SE 510 Road and SE 1131 Road. Upon arrival, the deputy made contact with the property owner, Richard Allen. Allen stated he has a hunting cabin on the property that he checks on throughout the year. When he returned to the property he noticed someone had knocked a hole in the back was of the cabin and stole his yellow and black Champion 1200 watt generator.

Estimated loss value was not known at time of this report. The deputy photographed the scene.

Theft in Osceola

On March 28, a St. Clair County deputy was dispatched to the Wildflower Inn in reference to a theft. Upon arrival, the deputy made contact with the owner, John Maggard. Maggard stated his motel manager had quit and some items were missing along with $220 in cash. Maggard stated he would not press charges if all the items were returned.

The deputy made contact with the former employee and she stated she would return the items.

The deputy contacted Maggard a few days later to see if the items had been returned. Maggard said all the items were returned except for the cash. Maggard stated he wants to press charges.

Burglary in Lowry City

On March 24, a St. Clair County deputy was dispatched to the area of Highway NN and NE 1176 Road in reference to a burglary. A deputy made contact with the property owner, Gary Jones, by phone. Jones stated his shop had been broken into and the battery to his tractor had been stolen.

The deputies arrived on scene and observed damage to the shop doors. The deputies collected evidence and photographs.

Jones estimated the loss value of the battery is $175. He did not have an estimate repair cost of the shop doors at time of this report.
