ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made six arrests and took a property damage report during the week of June 30 through July 7, 2020.

Warrant Arrests

Daniel Parker Sr.- On July 6, Daniel Parker Sr., 52, Richmond, was arrested on a St. Clair County warrant charging him with failure to appear in court on original charges of two class D felonies possession of a controlled substance. Bond is set at $5,000 cash only.

The warrant comes from August of 2017, when a St. Clair County deputy performed a field interview with Parker while the deputy was patrolling Appleton City. When the deputy asked for Parker to empty his pockets, the deputy observed Parker lean over and toss a plastic bag under his patrol vehicle. The deputy placed Parker into handcuffs and retrieved the bag. The bag contained several syringes, a spoon, five small plastic bags containing a white crystal like substance. The substance field tested positive for methamphetamines.

Darrell Stevens Jr.- On July 6, Darrell Stevens Jr., 41, Osceola, was arrested on a St. Clair County warrant charging him with a class E felony driving while intoxicate-persistent, a class D misdemeanor driving while revoked/suspended-first offense, and a class A misdemeanor resisting/interfering with arrest, detention or stop. Bond is set at $5,000 cash or surety.

The warrant comes after a deputy was dispatched to NE 50 Road in reference to a possible intoxicated driver. Upon arrival, the deputy made contact with the tow truck driver. The tow truck driver advised while he was hooking up the vehicle that was being driven by Stevens, he noticed empty beer cans in the floorboard and Stevens appeared intoxicated.

The deputies made contact with Stevens. The deputies noticed Stevens slurring his speech along with other signs of impairment. The deputies had Stevens exit his vehicle. Stevens was very unstable on his feet. During conversation with Stevens admitted to drinking alcohol. Stevens refused to turn around and cuff up for the deputies. Once Stevens was handcuffed, he became very belligerent to the deputies. While in the patrol vehicle, Stevens kept beating his head on the side window stating he was going to break it.

Stevens refused any tests from the deputy.

Darnel Walker- On July 6, Darnel Walker, 28, Lowry City, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance and a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Bond is set at $7,500 cash or surety.

The warrant comes after a St. Clair County deputy performed a traffic stop on the vehicle Walker was driving in April of 2020. During the conversation the deputy asked for and was granted consent to search the vehicle. During the search, a glass bong and a glass pipe were located. Both items field tested positive for methamphetamine.

Whitley Lampone-Taylor- On July 4, Whitley Lampone-Taylor, 26, Clinton, was arrested by a St. Clair County deputy on a class B misdemeanor driving while intoxicated. Lampone-Taylor was booked and released pending formal charges.

The arrest comes after a citizen called into the dispatch center; advising there was a careless and imprudent driver on southbound Highway 13. The citizen stated the vehicle was all over the road and speeding up and slowing down.

A St. Clair County deputy was able to respond to the area and find the car matching the description at Shelby’s Gas Station in Lowry City. The deputy made contact with the driver, later identified as Lampone-Taylor. The deputy advised Lampone-Taylor for the reason of the stop and asked if she had been drinking. Lampone-Taylor advised she had not been. The deputy asked if Lampone-Taylor would submit to a preliminary breath test to make sure she was okay to drive. Lampone-Taylor complied. The preliminary breath test showed she was over the legal limit of .08% blood alcohol concentration.

While at the jail, Lampone-Taylor refused to take any more breath tests.

Michael Salisbury- On July 4, Michael Salisbury, 57, Lowry City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class B misdemeanor driving while intoxicated. Salisbury was booked and released pending formal charges.

The charges come after a St. Clair County deputy performed a traffic stop on the vehicle Salisbury was driving for a moving violation. During conversation with Salisbury the deputy asked for and was granted consent to search the vehicle. During the search, a small container was located that had a crystal like substance in it. Salisbury denied knowing it was in the vehicle. The substance did field test positive for methamphetamine.

While in the jail, the deputies tried to perform an impairment test. During questioning, Salisbury admitted to smoking marijuana earlier in the evening. Salisbury refused to a chemical test of his blood.

Joshua Foley- On July 2, Joshua Foley, 37, Appleton City, was arrested on two St. Clair County warrants charging him with a class D felony receiving stolen property and a class A misdemeanor driving while revoked/suspended-second or third offense. Total bond is set at $5,500 cash only.

The warrant for receiving stolen property comes from an investigation by the Appleton City Police Department in April of 2019.

The warrant for driving while revoked/suspended comes from a traffic stop by the St. Clair County Sheriff’s Office in July of 2019.

Property Damage in Lowry City

On July 4, a St. Clair County deputy was dispatched to a residence on NE Highway 13 in reference to property damage. Upon arrival, the deputy spoke with Charles Davis. Davis stated his daughter called him to let him know the gates were opened on the property and asked if he wanted her to close them. Davis stated no, in case someone was there. Davis arrived around 12:20 p.m. and the gates were closed. Davis stated he looked around and noticed, what looked to be a bullet hole, through a glass door to one of his buildings. Davis stated when he opened and then closed the door, the glass shattered out of the door.

The deputy gathered evidence from the scene. Suspects have been named. Estimated loss value is $100.
