ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made eight arrests and took multiple reports during the weeks of July 28 through August 4, 2020.                            

Arrests

Travis Davis- On Aug. 3, Travis Davis, 33, Kansas City, was arrested by a St. Clair County deputy on a Taney County warrant charging him with a probation violation on an original class D felony possession of a controlled substance. This is a no bond warrant.

Richard Rife- On Aug. 3, Richard Rife, 37, Lowry City, was arrested by a St. Clair County deputy on a class B felony driving while intoxicated-habitual. Rife was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Rife was driving for a moving violation. After making contact with Rife, the deputy asked if he had been drinking. Rife admitted he had been.

The deputy had Rife perform a field sobriety test. Rife failed. At the jail, the deputy requested a breathalyzer test from Rife. Rife had a blood alcohol concentration of .124%.

Shaun Norval- On July 31, Shaun Norval, 30, Rockville, was arrested by a St. Clair County deputy on a class B misdemeanor driving while intoxicated and a class A misdemeanor resisting/interfering with arrest, detention, or stop. Norval was placed on a 24 hour hold pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Norval was driving for a moving violation. The deputy started to perform a field sobriety test on Norval. After starting, Norval refused to take any further tests. When the deputy went to place Norval into handcuffs, Norval tensed up and tried to pull away from the deputy. While at the jail, the deputy asked Norval again if he would take the sobriety test. Norval refused.

John Everhart- On July 30, John Everhart, 50, Clinton, was arrested on a St. Clair County warrant charging him with a class C felony delivery of a controlled substance, a class D felony possession of a firearm, and a class D misdemeanor unlawful possession of drug paraphernalia. Bond is set at $15,000 cash or surety.

The warrant comes after deputies with the St. Clair County Sheriff’s Office assisted the Mid Missouri Drug Task in executing a search warrant on a residence on Highway WW. During the search of the residence, a plastic bag with crystal like substance was located, along with multiple loaded firearms, and multiple pieces of drug paraphernalia. The substance did field test positive for methamphetamine. Everhart admitted all the things found were his.

Terry Lesmeister- On July 30, Terry Lesmeister, 28, Liberty, was arrested on a St. Clair County warrant for a probation violation on original charges of a class B felony burglary in the first degree, a class C felony theft/stealing, and a class D felony property damage in the first degree. Bond is set at $15,000 cash only.

The original charges stem from a St. Clair County Sheriff’s Office investigation into a burglary at the Dains Fish Farm in April of 2014. Robert Dains, Dains Fish Farm, reported ammunition, cash from the register, several rolls of change, and a computer and monitor for the surveillance system was stolen from the store. Dains reported damage to the front and rear doors and estimated the total damage and loss at $5,240.

Tammy Gibbs- On July 28, Tammy Gibbs, 44, Lowry City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Gibbs was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Gibbs was driving for a moving violation. During the stop a searched was conducted. A search of Gibbs revealed a small plastic bag containing a white crystal like substance. Also located was a small amount of marijuana located under the seat where the passenger was sitting. Gibbs stated the passenger had her place the plastic bag down her pants. Neither Gibbs or the passenger admitted to the plastic bag to being theirs. The substance did field test positive for methamphetamine.

Travis Richey- On July 28, Travis Richey, 38, Wheatland, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Richey was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy performed a traffic stop on the vehicle Richey was a passenger in. During the stop a search was conducted. A small amount of marijuana was located under the seat that Richey was sitting in. A plastic bag containing a crystal like substance was located on the driver. The driver stated Richey had her place the plastic bag down her pants. Neither the driver or Richey admitted to the plastic bag as being theirs. The substance did field test positive for methamphetamine.

Samantha Leonard- On July 28, Samantha Leonard, 18, Weaubleau, was arrested by a St. Clair County deputy on a class E felony domestic assault in the third degree. Leonard was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to a residence on NE 151 Road in reference to a domestic disturbance. Upon arrival, the deputy spoke with Doug Sherlin. Sherlin stated he and his wife, Leonard, had got into an argument and she struck him in the face.

Stolen Vehicle in Collins

On August 3, a St. Clair County deputy was dispatched to Collins in reference to a suspicious person driving a white Dodge pickup. The deputy located the subject and truck on Business Highway 13, north of Collins. The white pickup was in a pull off area next to a black SUV.

Upon arrival, the deputy observed an unknown black male, with a long white goatee, blue jeans, red shirt with cut off sleeves, and a tattoo on his upper left arm, who stated he was the owner of the white Dodge and did not have his Missouri identification. As the deputy was interacting with the subject, the subject restarted the vehicle and fled from the scene.

The deputy pursued the vehicle until the subject drove off the highway and through a field. The vehicle stopped inside the tree line at Coon Creek. The unknown male fled on foot in an unknown direction of travel. The deputy stayed with the vehicle while other county units canvassed the area for the suspect. The suspect was not located.

The subject came into contact with a property owner on SE 750 Road and fled back into the woods.

Shot Fired in Appleton City

On July 28, a St. Clair County deputy was dispatched to a residence on W 1st Street in reference to a shot being fired. Upon arrival, the deputy spoke with the victim, Anna Burroughs. Burroughs stated she had got into a verbal argument with her mother, Melissa Palmer, when Burroughs brother, Virgil Burroughs, interjected and told Anna he did not like the way Anna was talking to his mother. Virgil and Anna got into an altercation, and Virgil struck Anna with a closed fist. Anna advised the deputy that Virgil was intoxicated.

Anna retrieved her child and left the residence on foot. Anna advised, while walking to a family member’s residence, Virgil came out of the residence and fired a shot towards Anna while she had her child in her arms.

St. Clair County deputies and a Missouri State Highway Patrol trooper searched the area for Virgil Burroughs and were unable to locate him.
