ST. CLAIR COUNTY SHERIFF

Sheriff Scott Keeler reported deputies made four arrests and took multiple reports during the weeks of November 3, 2020 through November 9, 2020.

Arrests

Kody Lee – On November 3, 2020, Kody Lee, 28, Osceola, was arrested on a Felony charge for Domestic Assault – 2nd Degree. Bond was set at $10,000.00 Cash or Surety.

The arrest was made after a St. Clair County Deputy responded to a call for service in regards to a domestic on B Highway in Osceola, MO. The deputy met with Lana Wright, who stated that her boyfriend, Kody Lee, had woke her up, grabbed her by the neck and hair, and forced her outside. Kody admitted to forcefully removing her from the house, and he was taken into custody at that time.

David Foster – On November 6, 2020, David Foster, 38, Osceola, was arrested on a Felony charge for Domestic Assault – 2nd Degree. David was held on a 24 hour hold pending formal charges.

The arrest was made after St. Clair County Deputies responded to a call for service in regards to an assault. Upon arrival, deputies made contact with Tammy Gibbs, who stated that her boyfriend, David Foster, had assaulted her. Tammy reported that David had thrown her into a bathtub, pushed her into a dresser, and grabbed her by her throat before leaving the house. Deputies patrolled the area searching for David, until receiving a call that he was in custody by El Dorado Springs Police Department. A St. Clair County Deputy transported him from El Dorado Springs Police Department to St. Clair County Jail.

Bryan Crawford – On November 9, 2020, Bryan Crawford, 63, Roscoe, was arrested on a warrant for a Felony charge for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannibinoid, and a Misdemeanor charge for Unlawful Possession of Drug Paraphernalia. Bond was set at $7,500 cash or surety.

The original arrest was made after St. Clair County deputies responded to a call in Roscoe in regards to harassment. The deputies made contact with Bryan Crawford, whom appeared to be under the influence, and admitted that he had used methamphetamine within the last few days. A St. Clair County deputy met with Bryan’s wife on the property, who gave the deputy a pipe that field tested positive for methamphetamine. Written consent to search the property was given by both parties, and the search revealed thirty four orange in color pills, a broken light bulb with crystal residue inside, and a glass plate with crystal residue on it. The light bulb and plate both field tested positive for methamphetamine.

Sheryl Anders – On November 9, 2020, Sheryl Anders, 55, Osceola, was arrested on a St. Clair County warrant for a Failure to Appear on the original charge of a Misdemeanor for Driving While Revoked/Suspended – 1st Offense. The bond was set at $350.00 cash only.

The original arrest was made after a St. Clair County Deputy was patrolling WW Highway in Osceola and performed a traffic stop on a motorized scooter that Sheryl Anders was the driver of. The stop was made in regards to the deputy receiving information stating that Sheryl had a suspended license. Sheryl was issued a citation and given a court date.

Burglary

On November 3, 2020, a St. Clair County Deputy responded to Lowry City in regards to a burglary. Upon arrival, the deputy made contact with the owner of the property, Roger Unruh, who reported that someone had made forced entry into the building and that a bag of Dewalt power tools, a toolbox containing sockets and miscellaneous tools, and two chainsaws were missing. The deputy spoke with the nearby neighbors, and a neighbor living nearby Roger identified a suspicious vehicle on the property, noted to be a white in color Ford F-150. A report alongside photographs of the property was taken by the deputy, alongside photographs of the damage to the door frame.

Theft/Damage to Property

On November 4, 2020, St. Clair County Deputies responded to B Highway in regards to a possible burglary. Upon arrival, the deputies met with the reporting party, Kody Lee, who reported someone had came into house, cut into his gun safe, and removed collectable coins, $3,000 in cash, and paperwork of his youngest son. A suspect was named, and a report alongside photographs of the safe was taken by the deputies. The safe was valued at $800.

Property Damage

On November 8, 2020, a St. Clair County Deputy responded to a call for service in Osceola in regards to property damage. Upon arrival, the deputy met with Sharon Cofer, who reported that upon leaving her house, she noted the front passenger window and the back driver side window had been broken. The deputy noted that it appeared that a projectile had passed through the passenger window and out through the back driver’s side window. The St. Clair County deputy also spoke with the neighbors, who reported they had not heard any shooting. The approximate value of the damage was noted to be $400.00.

Arrests

Randy King – On November 10, Randy King, 43, Halfway, was arrested on a St. Clair County warrant with a total of five charges. The first charge was a Felony violation for Possession of a Controlled Substance Except 35 Grams or Less of Marijuana/synthetic Cannabinoid. The second charge was a Misdemeanor violation for Unlawful Possession of Drug Paraphernalia – Prior Drug Offense. The third charge was a Misdemeanor violation for Exceeding Posted Speed Limit by 20-25 Miles Per Hour. The fourth charge was a Misdemeanor violation for Operating a Motor Vehicle Owned by Another Knowing Owner of Vehicle Has Not Maintained Financial Responsibility – 1st Offense. The fifth charge was an Infraction violation for Driver/Front Sear Passenger Failing to Wear Properly Adjusted/Fastened Safety Belt. The bond was set at $2,500 cash only.

Francis Chaluisant – On November 12th, Francis Chaluisant, 43, Osceola, was arrested on a St. Clair County warrant for a Felony charge for Burglary in the 2nd Degree. Bond was set at $10,000.00 cash only.

The original arrest was made in 2013, when a St. Clair County deputy responded to a property in Osceola in regards to suspicious activity. Upon arrival, the deputy met with Francis Chaluisant and Anthony Hess, who were operating a truck that had a furnace, refrigerator, washing machine, and wood stove in the bed of it. Francis claimed he had permission from the property owner to remove scrap from the property.

Further investigation and contact with the property owner revealed that neither party had permission to be on the property, and that the property that was attempted to be stolen was valued at $2,000.

St. Clair County deputies, at that time, responded to the residence of Francis Chaluisant, and took him into custody without further incident.

Trevor Barker – On November 14th, Trevor Barker, 27, Collins, was arrested on two outstanding St. Clair County warrants and two new charges. The first warrant was a Misdemeanor violation for Operating a Vehicle on Highway without a Valid License – 1st Offense. The second was an Infraction violation for a Driver/front Seat Passenger Fail To Wear Properly Adjusted/fastened Safety Belt. Trevor was also held on a 24 hour hold for two Misdemeanor counts of Endangering the Welfare of a Child – 2nd Degree and a Felony charge for Resisting/Interfering with Arrest For A Felony. The total bond was set at $287.00 cash only.

The arrest was made after a St. Clair County deputy made a traffic stop on a vehicle Trevor was a driver of, in regards to a speeding violation and an expired license plate. The passengers of the vehicle were noted to be Tialynn Fuller and two small children in car seats. When asked for his driver’s license, Trevor noted that he did not have it on his person, and proceeded to drive off whilst the St. Clair County deputy went to obtain a notepad.

During the pursuit, Trevor lost control of his vehicle and attempted to flee on foot. He was taken into custody after another St. Clair County deputy showed up to assist with the traffic stop. After a tow of the vehicle he was driving was ordered, an inventory of the vehicle was taken. During the inventory of the vehicle, a St. Clair County deputy discovered a glass piece inside of the diaper bag that had a white, crystal like substance on it, that field tested positive for methamphetamine.

Tialynn Fuller – On November 14th, Tialynn Fuller, 20, Collins, was arrested on a Felony charge for Possession of Controlled Substance Except 35 Grams or Less of Marijuana/Synthetic Cannabinoid. Tialynn was booked and released pending formal charges.

The arrest was made after a St. Clair County deputy performed a traffic stop in which Tialynn was the passenger of, in regards to speeding. Trevor Barker was the driver, and after Trevor was taken into custody and a tow was ordered of the vehicle he was driving, an inventory of the vehicle was taken. During the inventory of the vehicle, a glass piece was found inside of the diaper bag that had a white, crystal like substance on it, that field tested positive for methamphetamine.

At this time, Tialynn Fuller was taken into custody without incident.

Property Damage

On November 12, 2020, a St. Clair Deputy responded to a call for service in regards to property damage. The St. Clair County deputy made contact with Jennifer Strickler, whom advised she was driving South on Northwest 151 Road and noticed small round orange objects in the roadway. The objects were noted to be plastic washers on nails, and shortly after, Jennifer had three low tire indicators come on, on her truck. She drove to a mechanic to find her tires had several nails inside of them.
