Sheriff Lee Hilty would like to share more information about the Text Caster partnership.
Upon signing up for the service, citizens will be able to get alerts on road closings, weather alerts directly from the National Weather Service, ongoing crime situations, and other emergency notifications. This will allow you to have immediate notifications in the event of a wanted person, a dangerous weather situation, and/or general event notifications
We were able to apprehend a fleeing subject within the first two weeks of having Text Caster available!

Arrests and Reports
Sheriff Lee Hilty reported deputies made arrests and took multiple reports during the week of April 25, 2023 through May 1, 2023
May 2, 2023- St. Clair County Deputies responded to Casey’s in Osceola in regards to a report of suicidal actions on Goodrich Drive. Subject was transported to Nevada Regional.
May 2, 2023- St. Clair County Deputies responded to a sex offender compliance check in Appleton City. Sex offender was not there. Christopher Hughes is now registered as a non-compliant absconder. If you see Christopher, please call the Sheriff’s Office with the information.
May 3, 2023- St. Clair County Deputies responded to Libby Street in Osceola for a sex offender check. Nelson Rietz was found to have been staying there and failed to notify his registration county and the St. Clair County Sheriff’s Office. Nelson failed to register as sex offender in St. Clair County.
May 3, 2023- St. Clair County Deputies arrested Elizabeth Conner at the Cass County Jail on a St. Clair County warrant for Possession Controlled Substance. She bonded out on a $2,500 Cash only.
May 4, 2023- St. Clair County Deputies served a search warrant on West 4th Street in Appleton City. William Bryand and Paul Thebo were taken into custody.
William Bryand was arrested on a Lafayette County warrant on charges of Failure to Appear. Bryand bond was $2500 cash surety. Bryand was arrested on his St. Clair County warrant on (5) counts of Unlawful Possession of Firearm, (1) count Possession of Controlled Substance, and (1) count of Unlawful Possession of Drug Paraphernalia. Bryand bond is set to $30,000 Cash or Surety.
Paul Thebo was arrested on two Bates County warrants for Failure to Appear on Domestic Assault 2nd Degree and Failure to Appear on Domestic Assault 4th Degree-1st or 2nd Offense. Thebo bond was $5,000 Cash only.
May 4, 2023- St. Clair County Deputies responded to West 8th Street in Lowry City for a report of trespassing and property damage.
May 5, 2023-St. Clair County Deputies responded to the intersection of 54 Highway and MM Highway in Collins regarding a trailer sticking out in the highway.
May 5, 2023-St. Clair County Deputies received a call from a residence in Twin Oaks Harbor in regards to a disturbance. Subjects were intoxicated. One was transported by ambulance to Golden Valley.
May 6, 2023- St. Clair County Deputies were dispatched to the cemetery on WW Highway in Osceola in regards to a suspicious person. Subject was located and was walking his dog.
May 7, 2023-St. Clair County Deputies responded to Libby Street in Osceola in regards to a verbal dispute between neighbors. Information given to Osceola P.D in regards to possible ordinance violation.
May 7, 2023-St. Clair County Deputies responded to Hickory County Line for an inmate transfer. Bryan Draper was arrested on St. Clair County warrant on Sell/Purchase Motor Vehicle or Trailer Registered in this state Without Transferring Certificate of Ownership. Draper bond set at $197.
May 8, 2023-St. Clair County Deputies were patrolling Roscoe when noticed vehicle with no license plate light. The driver Thomas Edwards was not cooperative and attempted to flee the scene. After a short altercation Edwards was arrested and charged with Resisting Arrest/Detention/Stop By Fleeing – Creating A Substantial Risk Of Serious Injury/Death To Any Person, Possession Of Controlled Substance Except 35 Grams Or Less Of Marijuana/Synthetic Cannabinoid, and Assault – 2nd Degree – Special Victim. Edwards bond is set at $20,000 cash only.
May 8, 2023-St. Clair County Deputies responded to Casey’s in Osceola for a disturbance.
May 8, 2023-St. Clair County Deputies responded to South Walnut Street in Appleton City for a disturbance. Subject was notified to not return to the residence.
